After France's Worst Fire Summer, Firefighters Strike Over a Reform With No Money

Four years of warnings ended on the same morning as the reckoning. On 8 September 2026, French professional firefighters walked into the Interior Ministry at Place Beauvau to hear the government's long-promised civil-security modernization, and walked out to start a national strike. ^{2 3} The collision was the point: after two years of talks and a commission report a year ago with no new law since, the unions say patience is no longer a strategy. ¹

France just lived through the worst wildfire season on the modern record, and the unions say that is why reform can no longer wait. ^{13 15} By European fire-monitoring figures, 93,301 hectares burned this year across 341 mapped fires, against the previous record of 66,337 hectares set in 2022 — an increase of roughly 40 percent. ¹⁵ Higher tallies circulated at different points in the season, including 116,085 hectares reported by 28 July, and the measured figure means little without the denominator: an average year by early September burns about 13,698 hectares, so this year burned roughly seven times the usual amount. ^{13 15}

The fires were simultaneous rather than regional. ^{19 20} South of Paris, crews fought a blaze in the Fontainebleau forest on 14 July. ¹⁷ Near Bordeaux, in the Gironde, France's largest wildfire since 1949 tore across land and was declared under control only more than a week later, on 1 August, by Prime Minister Sébastien Lecornu. ¹⁹ Thousands were evacuated from Atlantic-coast tourist sites, and Bordeaux turned its exhibition centre into an emergency shelter. ²⁰ The fires released an estimated 1.5 million metric tonnes of carbon, a figure European monitoring says has not been seen since it began measuring in 2003. ²¹ The prime minister said nine of ten blazes were started by people. ¹³

Beneath the fire season sits a system the unions say has been under-resourced for years. ^{34 38} Vice-president of the National Union of Professional Firefighters Yaël Lecras told FRANCE 24 the service handles a call every six seconds. ¹ France's fire service moves about 4.75 million interventions a year, up 30 percent since 2002, and missions have grown 75 percent in twenty years. ^{2 34} The system runs on roughly 6 to 7 billion euros a year, spread across 96 departmental fire and rescue services. ³³ Local departments pay 59 percent of that budget; the state funds the rest. ³³ That split sits at the heart of the complaint — a life-safety service funded largely by the level of government least able to absorb a rising load. Of about 250,000 people in the force, only roughly 44,300 are professionals; volunteers make up the large majority. ²

They want two texts: one to modernize and organize the system, and one to finance it. ¹ They also want people. ³⁶ In August, the union coalition met Interior Minister Laurent Nuñez for nearly two hours and left with no concrete commitment, pressing at that point for 21,000 additional positions to staff a service the unions say is at its limit. ³⁶ A later strike-notice report puts the demand at 50,000 career personnel plus dedicated state funding, figures reporting has not reconciled. ⁶

The government's answer, presented in the framework of the Beauvau consultation, was the civil-security modernization bill. ^{41 42} Its 22 articles are about missions, not means. ⁴⁴ It generalizes to every commune and intercommunality the obligation to produce a communal and intercommunal safeguard plan, and it creates a territorially based emergency-care contract coordinating fire services, private medical-transport companies, and approved rescue associations. ⁴² As the bill was previewed, it offers clearer missions, still-fuzzy means. ⁴⁴ Critically, the text contains no financing measure at all — the state has pushed the question of money to the 2027 budget law. ^{42 44}

The unions walked out disillusioned, calling the bill a toilettage rather than a genuine law and deriding it as a catalogue on the choice of wallpaper. ^{45 49} The strike began the day the disappointment landed. ^{2 8}

This is not, strictly, an open-ended walkout. ^{5 31} A coalition of nine firefighter unions filed a national strike notice covering 8 September to 20 October 2026 — roughly six weeks — and described the action as extendable, with pressure maintained until effective ground resources arrive. ^{5 31} Firefighters remain subject to requisition and continuity-of-service rules, so emergency response continues; the movement operates largely through symbolic measures — armbands, banners, limited extra duties — and planned gatherings, so its pressure falls on the political timetable rather than on a householder's ability to summon help. ⁴ The single-union framing in early coverage does not capture the scale: nine representative unions are behind the action, among them the National Union of Professional Firefighters, whose vice-president Yaël Lecras is the movement's public voice. ⁵

That timing is engineered. ⁴⁴ The notice runs to 20 October, exactly when examination of the 2027 finance law begins, so the pressure is timed to force the budget to carry what the reform law refuses. ⁴⁴ A national demonstration is set for 29 September in Paris, with static actions on 26-28 September. ⁷ The professional core that spent the summer on the wildfire front line — crews working near Lege-Cap-Ferret on the last day of July on simultaneous blazes — is now being asked to accept a reorganization with the money deferred and the hiring unaddressed. ²
