21 Dead in the Night: Gaza Orders 255 Broken Buildings Cleared

Twenty-one. That is the number that forced Gaza to admit what everyone living there already knew: the buildings themselves have become weapons. Twelve children, five women, two men and two elderly people died when a cracked six-storey block gave way in the dark, crushing not only the families inside but the tents pitched beside it. ^{19 18}

In a place where more than eight in ten structures are damaged or destroyed, 21 deaths in one stairwell is not an accident. It is a preview. Gaza's authorities have now put a number on the preview: 255 buildings to be emptied and torn down before they fall on their own. ^{2 1}

The block was Al-Saada, on Industry Street — also named as al-Sinna Street — in Tal al-Hawa in western Gaza City. Six storeys, four apartments per floor, already wounded by war. Gaza officials say an Israeli strike hit its foundations and lower floors in October 2023, with more damage in 2024 and March 2025. The Israel Defense Forces denied striking the building in question. No independent structural forensics have been published, so causation remains contested, but no one disputes the building was known to be unsafe. ^{7 16 31}

About 80 to 100 people were inside that night, about 50 of them children. Different tallies speak of six families trapped and of ten families living there despite warnings. They stayed because there was nowhere else to go. At about 2:00 a.m. local time on 16 September 2026 the block crumbled onto nearby homes and tents where displaced families were sleeping. Early counts of 12 and 16 dead rose to 21 as bodies were recovered. ^{59 13 12}

Rescue lasted more than 15 hours into 17 September. Forty-five people were pulled alive from the rubble. Fourteen were injured, 10 seriously. With no heavy machines, crews dug by hand under floodlights, passing concrete by hand while Gaza Municipality teams worked alongside Egyptian machinery and support linked to UNDP, ICRC and Egyptian responders. ^{11 55}

Gaza City Mayor Yahya al-Sarraj described the limits of rescue without machines. UNDP official Alessandro Mrakic described crews digging by hand. Humanitarian Coordinator Ramiz Alakbarov said about 100 people including about 50 children had been inside, called the loss devastating, and called for urgent approval within four weeks of heavy machinery, specialized equipment, engine oil, fuel, plus tents, tarps and household items. ^{59 60}

This is the shelter trap that turned one collapse into a system-wide threat. Satellite assessment on 16 June 2026 found about 82 percent of all structures in the Strip damaged or destroyed — 201,290 affected structures. A joint housing assessment found 371,888 of 485,361 housing units destroyed or damaged, 76.6 percent. Destruction climbed by nearly 10 percent since the October 2025 ceasefire, nearly a year on with reconstruction stalled. ^{50 25 21}

Early September reporting placed 1.98 million people — 94 percent of the population — in need of shelter and household items, with 58 percent in critical or catastrophic conditions and about 65,000 displaced people in 114 emergency shelters. Surveys cited more than 80 percent needing new tents in some samples and 72 percent staying in damaged buildings in one assessment. The UN humanitarian situation report of 18 September confirmed the 21 dead including 12 children in Tal al-Hawa, said many remain in unsafe buildings for lack of alternatives, and flagged rising winter risk. ^{49 62 51}

The Gaza Government Media Office announced the 255-building plan on 20 September, reported 21 September. The headline figure of 250 is a rounding of the announced 255. The Ministry of Public Works and Housing leads the work with other ministries, local authorities and international and UN bodies. Immediate steps are warning signs on dangerous structures, field assessments, immediate evacuation by Civil Defence on calls from displaced people, and placement in temporary shelter where any exists. Evacuation must come before demolition because families are living inside and beside the cracked blocks. ^{2 6 9}

Wider risk figures do not reconcile to a single list, and they should not be forced into one. The Public Works ministry figure is more than 2,000 occupied buildings at imminent risk of a similar collapse. Other tallies in the same week classified about 3,000 buildings as dangerous or at risk. UNDP reporting flagged about 400 at imminent risk. A Gaza City-area count cited about 70. Those are different slices and thresholds, not a single audited register. No breakdown of the 255 by neighborhood or demolition date has been published, nor any count of how many have actually been demolished. ^{8 19 42}

The week around the order proved the point. The first week of September alone saw collapses at five shelters, homes or units in larger buildings. On 19 September the roof of another Gaza City building caved after rain and lightly injured four children. One health-ministry-adjacent tally cited 61 deaths in total across war-damaged structure collapses, beyond the Al-Saada 21. UN deputy spokesperson Farhan Haq on 7 August had already relayed the satellite finding of about 82 percent of structures damaged. ^{62 52}

The blockage is physical as well as financial. Demolition and shoring require heavy machinery, fuel, engine oil, construction material and transitional shelters that are restricted, with Israeli approval sought for machines and specialized gear, with funding shortfalls, with little vacant land for relocation, and with winter rains adding load to cracked concrete and saturated ground. Egypt supplied machinery for the Al-Saada rescue. The United Arab Emirates and Qatar pledged relief. The constraints cited for the 255 are funding, blockade-limited machines, and lack of land for temporary sites. ^{59 48 2}

What remains is a clearance order without clearance capacity and an evacuation order without spare shelter. More than 2,000 occupied damaged buildings face the same failure mode that killed 21 in Tal al-Hawa. Rains keep loading weakened frames, and families stay inside known-unsafe blocks because tents, repair material and machines cannot enter at scale. Until that changes, the next collapse is a matter of time and weather while winter approaches. ^{19 62 48}
