Polo Weakens to Category 3, but Baja’s Flood Threat Grows

Hurricane Polo was a Category 5 storm while it churned offshore, but the question now is what it will bring ashore. By the National Hurricane Center’s 06:00 UTC advisory on Monday, September 28, it had weakened to Category 3, with sustained winds of 120 mph (195 km/h). It was still a major hurricane, still offshore, and headed toward Mexico’s Baja California Sur peninsula. The lower category is no reason to discount the forecast rain: flash floods and mudslides could be the most dangerous part of this storm for people in low-lying communities and steep terrain. ^{2 123}

The center was at 23.2°N, 114.0°W—about 260 miles (420 km) west of Cabo San Lucas and 155 miles (250 km) southwest of Cabo San Lázaro—moving north at 10 mph (17 km/h). Sunday evening’s 125 mph reading, reported by NPR, was an earlier observation, not a competing measure of Polo’s strength on Monday morning. As of about 08:30 UTC, no landfall in Baja California Sur had been confirmed. ^{1 123}

The forecast takes Polo to the peninsula’s western coast late Monday, across Baja California Sur Monday night, and toward Mexico’s northwestern mainland late Monday night or early Tuesday. Mexico’s navy projected an arrival near San Juanico, a fishing and surfing community in Comondú, between 5 and 6 p.m. local time Monday. That is a projected arrival near a particular community, not a recorded strike. Sunday forecasts differed on the expected wind strength at the coast; neither a coastal wind speed nor a final crossing point has been established. ^{79 13 21 123}

Hurricane warnings cover the western Baja California Sur coast from Punta Abreojos to Santa Fe and its eastern coast from Loreto to Santa Rosalía. A mainland warning runs from Bahía Kino to Huatabampito. Watches cover adjoining stretches, including north toward Punta Eugenia and south of Loreto toward San Evaristo. Tropical-storm conditions were expected in the southern part of the peninsula’s warning area Monday morning, followed by hurricane conditions on the west coast by late afternoon. Hurricane conditions could reach the mainland warning area late Monday night into early Tuesday. These are expected arrival times for hazardous conditions, not proof that the storm’s center has crossed the coast. ¹²³

The hurricane center forecasts 4 to 8 inches (about 100 to 200 mm) of rain in parts of Baja California Sur, with isolated totals up to 12 inches (about 300 mm). Parts of Sonora could receive 4 to 6 inches (about 100 to 150 mm), locally 8 inches (about 200 mm). None of those figures is a measured accumulation. Rain falling hard on steep ground could trigger life-threatening flash flooding and mudslides. Where winds push water ashore, storm surge could bring significant coastal flooding and large, destructive waves; dangerous surf and rip currents are also expected along parts of Mexico’s northwest coast. ^{123 2}

The navy separately projected 150 to 250 mm of rain in affected Baja California Sur and Gulf of California areas. Its forecast covers a differently described area from the hurricane center’s peninsula and Sonora estimates. The useful point in both is not a single rainfall number for every town: people away from the spot where the eye crosses may still face dangerous water. ^{79 123}

Mexico’s navy says it has deployed 2,923 personnel in Baja California Sur under its preventive Plan Marina response; reports place 589 at its Santa Rosalía naval sector. It has sent the support vessel Isla Tiburón toward Mazatlán with 2,000 food packages, 8,000 liters of drinking water, backhoes, vehicles, boats, engineering equipment and a helicopter. This is advance positioning, not evidence of post-landfall damage. It matters because food, water and machinery are harder to move once flooding interrupts access. ^{16 101 103}

Reports say 111 shelters have been enabled across La Paz, Los Cabos, Comondú, Loreto and Mulegé, with capacity for 14,445 people. The separate figure of 169 describes a broader statewide inventory of potential shelters; it does not mean all 169 are open. Ports have been closed or navigation restricted in affected areas, while classes and some government activities were suspended for September 28 and 29. Precautionary evacuations have been reported along Mexico’s Pacific coast, but there is no verified count of people who have left San Juanico or Baja California Sur, or an established statewide mandatory-evacuation order. ^{101 38 77 21}

Broader response figures of 6,968 and roughly 7,500 personnel reflect different agency counts and reporting bases. They cannot be added to the navy’s 2,923 to produce a meaningful total. The same care applies to the storm itself: an earlier Category 5 description tells us how powerful Polo was offshore, not what it is now; a projected arrival tells us where preparations are urgent, not where landfall has happened. ^{38 14 2}
