Twelve bodies recovered from Lake Kivu, but no one knows how many were aboard

Twelve bodies have been recovered from Lake Kivu after a boat capsized near Idjwi Island in eastern Democratic Republic of the Congo. That is the number that matters most—and, as of the morning of September 28, it is only a minimum. People were still unaccounted for after the vessel overturned on the night of September 26 into September 27. Without a verified list of passengers or a final rescue count, families cannot yet be told how many people boarded or how many came home. ⁸⁶

The boat carried goods and passengers who included sellers of sambaza, a small fish. Félix Habiragi, chief of Kisheke village, estimated that more than 50 people were aboard. That is not a passenger manifest. Le Potentiel’s September 27 account gave a higher estimate of more than 80, while other local coverage put the number at roughly 50. The estimates cannot be turned into an exact total; nor does Habiragi’s lower bound, by itself, rule out the higher figure. ⁶⁸¹⁵

The uncertainty extends to the people who survived. Reporting based on Habiragi’s account said about 15 had been rescued and described dozens as missing. A separate local account reported five survivors and said several people remained unaccounted for. The two survivor figures have not been reconciled: they may reflect different moments in the search, different ways of counting or an error. None of those possibilities is established. Subtracting either survivor figure and the 12 recovered bodies from an estimated passenger load would produce an answer that looks precise but is not. ⁶⁷⁸¹⁵

Accounts agree broadly on Lake Kivu waters around Idjwi, in South Kivu, but not on the boat’s itinerary. In Associated Press reporting carried by The Hindu on September 27, local administrator Muhindo Ntambuka Pascal described fish traders and goods traveling from Bwina to Boza, both identified as Idjwi localities. Actualite.cd’s September 27 account, citing civil-society member Bienfait Shamanvu, instead said the motorized craft had left Bukavu for northern Idjwi. Those are different journeys. The available reporting does not establish which route the boat took. ⁶⁸

Local reports place the sinking near Bwina and searches in the Nyakalengwa grouping. Such place names help locate the response, but they do not settle the route, the exact point where the craft overturned or whether every passenger was bound for the same destination. The reported presence of fish sellers should not become a description of everyone aboard. Goods were also being transported, and the composition of the full passenger group remains unknown. ⁸¹⁵⁴¹

Villagers and local responders were reported searching the water and recovering bodies, with searches described as continuing. The accounts do not establish a complete official rescue deployment, a verified tally of any later recoveries or when the search ended. A later publication repeating the 12-death minimum is not, on its own, evidence of a new count. By the morning of September 28, the available reporting had not supplied a corroborated official revision of that minimum. ⁸⁴²⁹

Nor has the cause been determined. Local descriptions mention waves after rain; some coverage refers to heavy rain or a storm and raises questions about the condition of the craft. Those observations warrant attention, not a verdict. There is no verified finding that overloading, a mechanical failure or the use of life jackets caused this sinking or determined its toll. The immediate task is more basic: establish who was aboard, who was rescued and who is still missing. ⁸²⁷²⁸

“Dozens missing” conveys the fear in the initial reports, but it is not a counted list of names. “About 15 rescued” is a reported estimate, not a final ledger. Keeping those distinctions visible does not diminish the deaths already reported. It makes clear what the next reliable update must provide: an accounting that lets families know whether the person they are waiting for was on that boat, and whether that person has been found. ⁶⁷⁸
