Of the 395 seats in Morocco's House of Representatives, 97 belong to the party of the woman the King has just asked to run the country. That is about 24.6 per cent of the chamber. The number says more about the weeks ahead than the title does.9
King Mohammed VI received Fatima Ezzahra El Mansouri at the Royal Palace in Rabat on September 29, 2026. He appointed her Head of Government and told her to form the new cabinet.2 She is the first woman to hold the post.7 She is also the Marrakech mayor and coordinator of the collegial leadership of the Authenticity and Modernity Party (PAM), which came first in the September 23 election.49 The Interior Ministry confirmed on September 25 that the final results matched the preliminary ones exactly.5
Key facts
The 101 and 163 are our arithmetic, not anyone's negotiating demand. The 395-seat chamber and the 198-seat benchmark come from election and coalition reporting. We could not retrieve the text of the constitutional confidence-vote rule, so we do not present 198 as a quotation from it.15 The National Rally of Independents (RNI) finished second with 66 seats.9 Even a PAM–RNI alliance would fall well short, and no such alliance has been announced.
A correction on the word 'majority'
Our September 30 report said PAM had won a sweeping parliamentary majority. The seat count does not support that. A September 25 account, that PAM would have to seek a coalition, was the right reading.8 The appointment follows from coming first, not from controlling the chamber. A commentary on Article 47 of the 2011 Constitution says the head of government is appointed from the party that led the House election, on the basis of its results.42 We could not retrieve the operative constitutional text itself, so that rests on commentary. Finishing first gets a party the first attempt at forming a government. It does not win the vote.
Talks without a deal
On September 30 El Mansouri began separate consultations with RNI, Istiqlal, the Popular Movement, the Socialist Union of Popular Forces (USFP) and the Party of Progress and Socialism (PPS). RNI got the first meeting.36 The leaders named in the reports were Mohamed Ouzzine, Driss Lachgar and Nabil Benabdallah.34 On October 1 she moved on to the Constitutional Union and the Democratic and Social Movement, led by Mohamed Joudar and Abdessamad Archane.33
The Justice and Development Party (PJD) is the clearest case of how little a meeting proves. On September 30 Morocco World News reported that its leader, Abdelilah Benkirane, had agreed to meet her while keeping his party out of any coalition.37 The next day the same outlet reported that he had declined.33 The account moved from an anticipated meeting to a refusal. We found no completed meeting and no new date. Either way, PJD cannot be counted as a partner.

The October 3 decision matters. It means she can bargain without going back to her own party for approval on each point. It is still an internal authorization, not an agreement with anyone else.32 The FRANCE 24 report that prompted this story said she would consult inside PAM, then other groups, and put a proposed cabinet to the King as soon as possible.1 The phrase supplies no deadline. We could not recover the full wording of her remarks, so we do not treat them as a verbatim quotation. We have found no ministerial list, no agreed programme and no dated next round of talks.
What a government would inherit
FRANCE 24 named widespread unemployment, rising living costs and persistent inequalities as the pressures on the incoming government.1 The numbers need care. Morocco's statistics agency (HCP) has moved to a new labour-force survey, EMO2026. Secondary reports put strict national unemployment at 9.5 per cent in the second quarter of 2026, against 10.8 per cent in the first.2429 The HCP note we could see confirms the survey and the quarter, but its excerpt does not show the tables. The survey changed concepts and methods, and HCP has recalculated 2017–2025 indicators under it.58 Comparisons with older unadjusted figures are therefore unsafe. A separate 22.5 per cent figure circulating in an October 1 analysis combines unemployed, underemployed and people outside the labour force. It is not the unemployment rate.27 We could not retrieve exact rates for young people or women, though reports flag both groups as under particular pressure.
On prices, HCP's August 2026 index rose 0.8 per cent on the month. Food rose 0.9 per cent and non-food 0.7 per cent. Underlying inflation rose 0.2 per cent on the month and 0.1 per cent over a year.57 The 0.1 per cent is an underlying measure. It is not headline inflation and not food inflation, and the excerpts we saw give no annual figure for either. We could not establish the release date, so we cannot say the data was public before the October 5 cutoff.
None of this is a verdict on what she will do. A coalition built to share out portfolios would look very different from one built around a programme. At the cutoff we have no way of telling which it will be.

As aired 15 lines
- King Mohammed VI appointed Morocco’s first woman Head of Government.
- Fatima Ezzahra El Mansouri must build a governing majority from a party holding just 97 of 395 parliamentary seats. The negotiations will shape a government facing unemployment, household costs and persistent inequalities.
- How far has she moved from a historic appointment toward an agreed government?
- The appointment gave El Mansouri a formation mandate, not a completed cabinet. The King appointed her at the Royal Palace in Rabat on September 29, 2026, and tasked her with forming the government. October 2 was not another appointment date.
- El Mansouri’s party needs another 101 seats to reach the 198-seat majority benchmark. Her Authenticity and Modernity Party, known as PAM, finished first, but its 97 seats represent approximately 24.6 percent of the House of Representatives. That is nearly a quarter of the chamber, not a sweeping parliamentary majority. The election took place on September 23. Preliminary results appeared on September 24, and the Interior Ministry confirmed on September 25 that the final results were unchanged. The confirmation was published on September 26. Winning the largest bloc gives PAM the lead in government formation; it does not let PAM govern alone.
- The second-place party cannot close that gap by itself. The National Rally of Independents, or RNI, won 66 seats. Combined with PAM, that would make 163, still 35 short of 198. Those totals are arithmetic, not an announced alliance or a negotiating demand. A meeting between the two parties does not establish that either has committed to govern with the other. Istiqlal’s suggested tally of 65 has not been independently confirmed in the official election material, so it cannot provide a verified basis for further coalition calculations.
- PAM’s National Council gave El Mansouri full authority to negotiate the next governing majority on October 3. That is a concrete advance within her own party, not an agreement with another party. Separate consultations began on September 30 with RNI, Istiqlal, the Popular Movement, the Socialist Union of Popular Forces, known as USFP, and the Party of Progress and Socialism, known as PPS. RNI received the first meeting; Istiqlal followed as the second major consultation. The participating leaders included Mohamed Ouzzine of the Popular Movement, Driss Lachgar of USFP and Nabil Benabdallah of PPS. On October 1, talks continued with the Constitutional Union, or UC, led by Mohamed Joudar, and the Democratic and Social Movement, or MDS, led by Abdessamad Archane. These contacts establish neither acceptance of ministries nor agreement on policies or coalition membership.
- Abdelilah Benkirane ruled out bringing his Justice and Development Party, or PJD, into the coalition. The meeting account also changed: an agreement to meet on September 30 was followed by a refusal on October 1. The anticipated meeting had been scheduled at PAM headquarters after the UC and MDS consultations. A disagreement over the setting was mentioned, but no completed meeting or rescheduled date is established. Even the earlier agreement to meet never meant an agreement to join the government. PJD cannot be counted as a governing partner.
- El Mansouri already has experience running a city and holding a national ministry. She was 50 at the appointment and is a lawyer by training. She served as Marrakech’s first woman mayor from 2009 to 2015 and returned to the mayoralty in 2021. During 2021–2026, she served under Aziz Akhannouch as the minister responsible for territorial planning, urban planning, housing and city policy. She also coordinates PAM’s collegial leadership. Her exact birth date and the precise dates of her ministerial and party-leadership appointments have not been independently confirmed in official institutional records.
- PAM’s first-place finish explains the link between the election and the royal appointment. The appointment clause of Article 47 of the 2011 Constitution connects selection of the Head of Government to the party that came first in the House election, on the basis of its results. The appointment framework also involves the King appointing ministers on the Head of Government’s proposal. But the complete operative passages of Articles 47 and 88 have not been independently verified here. The 198-seat coalition benchmark should not be presented as an authenticated quotation of the constitutional confidence-vote rule. Nor does El Mansouri’s appointment establish that a completed cabinet has assumed office.
- National strict unemployment stood at 9.5 percent in the second quarter of 2026, compared with 10.8 percent in the first quarter. The 10.8 percent figure is not a newer October measurement. These numbers belong to the new EMO2026 labour-force survey, which replaced the earlier ENE framework and introduced conceptual and methodological changes. Provisional quarterly indicators for 2017–2025 have also been retrospectively recalculated. Comparisons with older, unrecalculated statistics therefore need caution; the detailed comparability rules and full unemployment definition have not been independently verified. Young people aged 15 to 24 and women face particular employment pressure, but their exact rates are not established here. A separate 22.5 percent measure combines unemployment, underemployment and people outside the labour market within an expanded labour-force measure. Its full definition and denominator are unavailable. It is not the strict unemployment rate.
- Food prices rose 0.9 percent in August compared with the previous month. Overall consumer prices increased 0.8 percent, while non-food prices increased 0.7 percent. These are August monthly measurements, not annual rates and not proof of what prices did on the appointment day. Underlying inflation rose 0.2 percent monthly and 0.1 percent annually. That annual 0.1 percent cannot be substituted for annual headline inflation or annual food inflation; neither annual rate is established here. The August release date is also unconfirmed, so its availability before the October 5 cutoff cannot be established. Earlier April price figures lack adequately verified comparison bases and cannot establish a reliable current comparison.
- El Mansouri has authority to negotiate, but no agreed government is established by October 5. That answers the immediate question: consultations and an internal party mandate are confirmed advances; agreed partners, a finalized cabinet, a submitted ministerial lineup and a common government programme remain unconfirmed.
- She intended to consult within PAM, then other political groups, and submit a proposed lineup to the King as soon as possible. The precise wording and context of those intentions have not been independently verified. They establish neither a completed submission nor a calendar deadline.
- No verified programme yet establishes which employment, affordability or inequality measures El Mansouri and her eventual partners will adopt. There is no confirmed next meeting date, cabinet-submission deadline or government-announcement date.
