Health · wrong Ebola strain16,000 Ebola Doses Land in Congo — For the Wrong StrainAired August 23, 2026 at 4:48 PM UTCWritten September 7, 2026 at 9:22 PM UTCRead the write-upThis storyTranscript · LOADING0:00A vaccine built for one Ebola is0:02fighting another. More than 16,000 doses0:04just landed in Congo for a Bundibugyo0:06outbreak killing about half it infects0:08with no license protection for this0:10strain and a death rate that doubled in0:1120 days. Will a stopgap built for a0:14different virus offer any real cover0:15before a tailored shot can arrive? The0:17most consequential change arrived August0:19[music] 22 in Kinshasa. A first batch of0:2216,2500:23to 16,520 [music]0:25doses touched down, part of a 70,0000:27dose allocation from the global0:29stockpile managed by the International0:30Coordinating Group0:32>> [music]0:32>> with about 50,120 expected by August0:3424th. The product is Ervebo,0:37>> [music]0:37>> licensed only for the Zaire strain, now0:39flown in as a surrogate for Bundibugyo,0:41which has no licensed vaccine and no0:43licensed treatment. Care is supportive0:45only. Among confirmed cases, the0:47fatality runs about 47 to 50%.0:50>> [music]0:50>> Latest consolidated counts as of August0:5219 to 21 put confirmed cases at about0:555,2900:56with [music] about 2,516 deaths and0:59about 1,1521:01recoveries with hundreds [music] still1:02hospitalized. The mismatch defines the1:05response. The doses flown in have only1:07laboratory and animal validation with1:09[music] poor evidence of protection1:10against Bundibugyo in people, about 40%1:13genetic similarity to [music] Zaire, and1:14some animal data suggesting only1:16possible partial protection. 50,0001:18doses are designated for frontline and1:20health workers, 20,000 [music]1:21for a phase three trial testing whether1:23any cross protection exists in humans.1:25No broader ring vaccination with this1:27surrogate is confirmed. It is a bridge1:29while strain-matched [music] vaccines1:31are still in human trials. Speed is the1:33pressure. First detected in mid-May, the1:35outbreak has become the country's1:37largest in this period [music] and its1:3917th Ebola outbreak overall. 2,5001:42deaths accumulated in 3 months, but half1:44about 1,2501:46>> [music]1:46>> came in the last 20 days alone. That1:48doubles the pace to 62 to 63 deaths per1:50day, up from 27 to 28 per day averaged1:53over 3 months. The burden is heaviest1:55[music] at the epicenter and spreading1:57outward. Ituri carries about 4,4472:00cases and 1,9842:02deaths. [music] North Kivu about 663 and2:05452. Haut-Uélé about 160 and 71. Shopo2:1015 and 7. [music]2:11South Kivu 3 and 1. Bas-Uélé 2 and 1.2:14Uganda linked to the same outbreak2:16recorded 20 cases and 2 deaths, now2:18[music] closed, with isolated detections2:20noted elsewhere. Geography outruns2:22containment. 54 to 56 health zones2:25across six provinces are affected, an2:27area described as larger than France,2:30spreading from the Ituri epicenter2:31through the Kivus and north and west to2:33Haut-Uélé, Shopo, and Bas-Uélé. The2:36replacement is not ready. The United2:38Kingdom's [music] Oxford candidate was2:39developed in about 8 weeks, entered2:42phase one in mid-July with first dosing2:43around July 24th [music] in 50 healthy2:45adults 18 to 55, with about 620,0002:49doses manufactured and stockpiled2:50[music]2:50by the Serum Institute of India, and2:52further studies planned, including in2:54Uganda. In [music] the United States,2:55Moderna mRNA 1469 and other CEPI funded2:59candidates [music] entered phase one in3:00August.3:02As of late August, no Bundibugyo3:04specific vaccine has emergency3:06authorization for large-scale [music]3:07outbreak use, with efficacy trials in3:09Congo projected no earlier than autumn.3:12The official [music] death toll carries3:13its own contradiction. The health3:15minister confirms more than 2,300 deaths3:17and more than 5,000 [music] people3:19affected, while narration cited more3:21than 2,500 deaths. Both reflect the same3:23rapid rise, about [music] 2,3253:27deaths around August 16th to 17th,3:29climbing to about 2,516 by August3:31[music] 19th to 21st, and the World3:33Health Organization warns the trajectory3:35could now surpass [music] the more than3:3611,000 deaths of the 2014 to 2016 West3:39Africa outbreak. That threshold is not3:42yet reached, but exponential growth has3:44put it on the table. What is not counted3:46may be larger than what is. African CDC3:48estimates only 30 to 40% of cases are3:51being [music] detected, implying a true3:53burden of 10,000 to 15,000 with [music]3:55less than 10% of cases found among known3:58contacts and fewer than 40% with4:00epidemiological links. Turnaround from4:02sample to result is reported at 24 to 484:04hours with one in eight samples taking4:06more than 72 hours in July. Capacity has4:09grown to 19 laboratories testing more4:11than 3,000 samples per day with some4:13decentralized sites now [music] at 6 to4:1524 hours, but remote gaps still delay4:17isolation and contact follow-up. Tracing4:19reaches 82 83% of identified contacts,4:22>> [music]4:22>> yet only about 16% of the projected4:24total contacts have been listed.4:26Operations are under fire and4:27underfunded. More than 160 attacks on4:30health workers have occurred since4:31mid-May [music] driven by fear and4:33mistrust, refusal to release bodies for4:35traditional burial, misinformation and4:37insecurity in the East, ambulances4:39stoned and burned, facilities assaulted,4:41blocking alerts, safe burials, and4:43tracing. [music]4:44About 158 health workers have been4:46infected and 45 to 46 have died.4:48Military protection covers some sites,4:50but no [music] comprehensive new4:51security plan is detailed. Funding is4:54nearing exhaustion within [music] weeks.4:56Initial plans of about 240 to 5184:59million dollars now face revised needs5:01of about 940 million nationally [music]5:03and up to about 1.4 billion broadly.5:06With pledges from the United States,5:07United Kingdom, and European Union only5:09partially dispersed, leaving teams,5:11fuel, protective equipment, and5:12community engagement at risk of [music]5:14shrinking just as killing accelerates.5:16That leaves the open question answered5:18in part [music] and unresolved in full.5:20No license tailored protection exists to5:22replace the surrogate and whether the5:24Zaire vaccine offers any meaningful5:26human protection against Bundibugyo is5:28unknown5:28>> [music]5:28>> until the 20,000 dose phase three trial5:30reports, a bridge of uncertain strength5:33over an outbreak that has doubled its5:34daily killing, spread across an area5:36larger than France, and remains mostly5:38undetected.
