Politics · Chicago EMS staffingChicago paramedic shortages: 17 fire trucks lost advanced medical capability on HalloweenAired November 6, 2026 at 11:51 PM UTCTranscript0:07Chicago downgraded seventeen fire trucks after it couldn't find enough paramedics.0:12That Halloween staffing shortage reduced the level of medical care those crews could0:17provide for someone suffering cardiac arrest, an overdose or a stroke.0:21The urgent issue is how quickly a paramedic-qualified crew can reach them.0:26Fire Commissioner Annette Nance Holt disclosed the downgrades at City Hall's0:31November5 budget hearing.0:33Firefighters who also hold paramedic qualifications were in short supply, leaving0:39affected companies providing basic life support instead of advanced medical care.0:44The Halloween figure was seventeen of a stated ninety fire trucks.0:48Those downgrades describe one night's reduced medical capability.0:52The affected companies could still provide basic emergency assistance and respond to0:57fires.0:58An engine or truck arriving brings help, but its crew's qualifications determine1:03whether it can deliver paramedic level care.1:05A separate advanced life support ambulance or another qualified company might also1:10respond.1:11How quickly that additional help arrives is the service question behind the staffing1:16figures.1:16District Chief Mike DeVita said the department couldn't recruit enough available1:20paramedics for overtime.1:22He described weekends as especially difficult for staffing engines and trucks.1:27Halloween fell on a Saturday, and the department turned to a list of companies it1:31could downgrade.1:32Devita said overtime was offered forwards and backwards, but there weren't any1:38takers.1:39His explanation describes managers choosing where to reduce advanced medical1:44capability when extra shifts couldn't be filled.1:47The department hasn't named the companies selected or the neighborhoods affected.1:52Nance Holt also pointed to employees seeking work-life balance and using family and1:57parental leave.1:58She said some people choose not to work extra days.2:01Maintaining qualified coverage therefore means planning around leave and weekend2:06staffing pressure.2:07As well as finding workers willing to accept Alderman Matt O'Shea said downgrades2:12had just exploded over the preceding two weeks and were slowing responses.2:17He warned about cardiac arrests, overdoses, and strokes, saying, We're putting2:22neighborhoods at risk.2:24No measured increase in patient waiting times accompanied that warning.2:28Nance Holt traced part of the shortage to a2016 arbitration award.2:33She said it allowed firefighters to give up their paramedic licenses and work as2:38emergency medical technicians.2:40She wants renewed discussion of that licensing arrangement, saying her hands are2:44tied.2:45She didn't give a count of employees who had used the option.2:48Chicago budgeted5 ,141 fire department positions for fiscal20262:54.2:54Engines and trucks generally require five employees, with thirty-five permitted3:00daily exceptions, allowing four.3:02Those rules govern total crew size.3:04Advanced medical capability also depends on having qualified paramedics available.3:08Nance Holtz said a ten percent budget increase for paramedics and crossover3:13positions hadn't attracted enough people.3:15She didn't explain how that translated into individual pay.3:19She described a national shortage and said some workers choose suburban departments3:24offering the same money or more, with less pressure from back-to-back calls.3:29Union President Eric Steinmetz said the extra pay doesn't justify paramedics3:34workload and liability.3:36He described Chicago's premium over emergency medical technician pay as three point3:41five percent, or thirty dollars a paycheck.3:44He didn't explain the calculation connecting those figures.3:48The commissioner also associated recruitment difficulties with changes after COVID.3:53Steinmetz argued that a larger pay differential would bring qualified workers back.3:58He predicted ten percent would bring some back, and fifteen percent would bring back4:02nearly everybody.4:04Those were his predictions.4:05The city hasn't announced an agreement adopting them.4:08The pay discussion also included a seventeen percent premium in Seattle and ten4:13percent in Los Angeles.4:15Comparing those with Chicago's three point five percent requires matching duties,4:20schedules and benefits.4:21The commissioner's budget increase, and the union's proposed pay premium measure4:26different things.4:27Steinmetz also complained about ambulance shortages and inadequate continuing4:32training.4:33He argued that training failures contributed to firefighter deaths, and claimed4:37Chicago's line of duty death count exceeded other cities.4:41He supplied no comparative totals with that claim.4:44Separately, the department faces an aging vehicle fleet.4:48Forty-eight percent of fire engines and thirty-eight percent of fire trucks were4:53more than fifteen years old.4:55A multi-year purchase is expected to help replace aging equipment, but delivery will5:00take time.5:01New vehicles will still need qualified crews.5:04A townhouse fire in Rogers Park.5:06Killed a family of four hours before the hearing.5:09The ward's alderwoman, Maria Haddon, praised the firefighters who tried to save5:14them.5:15No finding linked those deaths to a medical response downgrade.5:18Nance Holt is due to retire on May twenty-sixth, twenty twenty-seven.5:23At the mandatory retirement age of sixty-three, after a thirty-seven-year career,5:28these were her final city council budget hearings.5:31The staffing problem will carry beyond her tenure.5:34Unless the city and union find a workable remedy, the affected companies lost5:39paramedic level capability on Halloween.5:41Whether another qualified crew reached each patient promptly is still unknown.5:47The department hasn't provided a current neighborhood by neighborhood coverage5:51picture, or a dated plan for restoring the advanced medical coverage.5:55It reduced.Story
