Justice · Shelter conditionsDurham shelter allegations: Inspectors found deficiencies, then corrections and unfinished repairsWritten November 6, 2026 at 8:13 AM UTCWatchTranscript0:07State inspectors flagged water access and sanitation problems at Durham's animal0:11shelter.0:12A former employee now alleges poor animal care.0:15While management says the photographs being circulated show older conditions for0:20animals housed there, reliable water and sanitary living space are immediate needs.0:25The unresolved issue is what conditions animals are living in now, and which repairs0:30still need finishing.0:31The former employee posted the photographs on Facebook Wednesday, alleging mold in0:37food and animals covered in feces.0:39Those are allegations about care inside the Durham County Animal Shelter on East0:44Club Boulevard.0:45The shelter's inspection history includes both deficiencies and later improvements.0:51Keeping that sequence straight is essential to understanding what inspectors found,0:56what staff corrected, and why older findings don't tell us everything about1:00conditions today.1:01Publicly listed inspections showed approved results from two thousand and eighteen.1:06Through January2025 , the shelter received conditional approval in1:11September2025 .1:13A follow-up about four months before the November report found earlier issues1:18corrected with some repairs still remaining.1:20That follow-up credited staff with progress, but the remaining work also means the1:26shelter still had repairs to finish when inspectors returned.1:30We don't have an itemized list showing which repairs remained or when they were due.1:35Stacy Bluth, the nonprofit operator's interim executive director, says the1:40photographs weren't taken during the preceding eight months.1:43She says they don't reflect conditions today, and that staff have worked daily on1:49improvements throughout those eight months.1:51Bluuth's response puts the timing of the photographs at the center of the dispute.1:56Her statement describes management's position.1:58The inspection findings give a separate picture of problems inspectors identified2:04and the progress they later recorded.2:06The September inspection identified nine areas needing improvement and three areas2:11out of compliance.2:13Those counts describe inspection areas.2:16Water access, sanitation, and paperwork were among the non-compliance topics,2:21putting basic care and record keeping under scrutiny.2:24The Animal Protection Society of Durham runs the shelter as a non-profit.2:29Government bodies also have responsibilities through the operating agreement.2:34That arrangement gives both shelter management and public authorities a role in2:39answering questions about care and compliance.2:42The Animal Protection Society says it's helped animals since nineteen seventy and2:47managed the county shelter since nineteen ninety.2:50The fiscal year twenty twenty-five operating contract names Durham County, the2:56county sheriff, and the nonprofit as parties.2:59A county lease summary from August2014 , described about twenty-two thousand square3:04feet of one-story shelter space.3:06And a surgical facility that's a historical description of the premises.3:11The shelter's current workload needs its own dated figures.3:14In calendar year2022 , the shelter took in4 ,674 animals,3:21including2 ,565 dogs and2 ,109 cats.3:26Those historical totals show the scale of its work, while telling us nothing about3:30how many animals are housed there today.3:33State agriculture officials and the Durham County Sheriff's Office have been asked3:37about the allegations, a possible investigation, and possible finds.3:42It's still unclear what action, if any, authorities will require.3:46A current dated inspection would help settle the dispute over present conditions and3:51identify any repairs still outstanding.3:54County commissioners have also approved funding for architectural design of a future3:58shelter.4:00That planning addresses a longer-term facility need.4:03While animals continue to depend on care and maintenance at the existing shelter,4:08commissioners approved the design funding on July thirteenth,2026 .Read the articleStory timelineHeyDex
