Trent and Rylee Miller lost both parents in the same Halloween-night collision. Their mother, Kimberly Anne Miller, was driving a Volvo XC60, with their father, Brian Walter Miller, beside her, when it collided with another car at Jarrettsville Pike and Hess Road in Harford County, Maryland. Both died at the scene. A 19-year-old driving the other car was seriously injured, according to the initial police account.351
The deaths have also left the Port of Baltimore mourning two people whose connections to its community extended well beyond a job title. Brian Miller, 61, had worked for the Maryland Port Administration for 26 years and served as its deputy executive director for operations and logistics since 2020. Kim, as Kimberly was known, had accompanied him to port events over the years and was remembered by the administration as a longtime member of that community herself.23
The couple lived in Fallston. In a statement reproduced by WBAL-TV, the administration identified their two adult children among their survivors, along with Brian’s mother, Mary Carol “Sam,” a former Maryland Port Administration employee, and other relatives. The family’s ties to the institution thus reached across generations.3
Brian loved the MPA, the Port of Baltimore and its people, and working in the maritime industry. He will be deeply missed.
The tribute gives a fuller picture of the loss than the executive title alone can convey. The port lost a veteran colleague; its community lost a familiar couple. For their children, the collision took both their mother and father in a single evening.
What happened at the intersection
Troopers from the Maryland State Police Bel Air Barrack responded to the intersection at approximately 7:19 p.m. on Saturday, October 31, 2026. WBFF’s later account rounded the response time to about 7:20 p.m. Those are approximate times when troopers were called to the crash, not a precisely established moment of impact.32
The preliminary investigation placed the Volvo traveling east on Hess Road and a Volkswagen Passat traveling south on Jarrettsville Pike when the vehicles collided. Kimberly was the Volvo’s driver and Brian its passenger. Those directions describe the vehicles’ movements, but do not establish which driver was responsible for the collision.23
The Passat’s driver was identified as Matthew Waylett, 19, of Monkton. Maryland State Police Aviation Command flew him to Shock Trauma. Initial reporting described his injuries as serious; the later accounts available for this report do not establish his subsequent condition, recovery or discharge.213
News accounts have described the crash location as both Monkton and Fallston. They identify the same intersection—Jarrettsville Pike and Hess Road—in Harford County, not separate collisions. The roadway was closed for more than three hours while investigators worked after the crash. That was a closure in the immediate aftermath; no continuing traffic restriction has been verified for this report.1234
Names clarified, key questions still open
Early accounts used different names for the male victim. On November 2, WBFF identified him as Brian Miller, while WBAL-TV’s original account called him Walter Miller. The Maryland State Police release identifies him as Brian Walter Miller, and WBAL-TV’s updated article identifies him as the port executive and Kimberly’s husband. The fuller identification resolves the apparent difference: the accounts refer to the same man.235
The more consequential unanswered questions concern Waylett’s later condition and the cause of the collision. The Maryland State Police Crash Team is investigating. Police have said they believe speed may have been a contributing circumstance, but that remains a possibility under examination, not a final finding.32
The available accounts do not assign that possible speed contribution to either vehicle, provide a measured speed or establish fault. A preliminary description of two vehicles approaching an intersection is not enough to fill those gaps. Nor has a charging decision been established in the reporting available here; that does not mean charges have been ruled out.23
Police have asked anyone who witnessed the collision to contact the Bel Air Barrack at 410-879-2101. The investigation’s eventual findings may explain how the vehicles collided. For now, the established outcome is two parents dead, their family bereaved and another young driver whose later condition remains unknown.23
