- Context CFD is the second largest City fire department in the U.S., with 5,141 positions budgeted in FY2026. Firefighters and paramedics working for the City operate under a collective bargaining agreement (CBA), negotiated by Fire Fighters Union Local 2 and the City. The contract details salary terms, signing bonuses, retirement age, and various other work requirements. Requirements related to staffing, including manning requirements, are also outlined in the CBA. The 2026 agreement maintains a rule that requires every engine and truck to be staffed by at least five employees. It also allows 35 “variances,” or staffing four firefighters instead of five on a given vehicle, daily.
