Blacky’s case reaches court as two men deny dragging dog behind motorcycle
Inapatikana kwa Kiingereza
More than a month after Penang’s veterinary department reported that a rescued dog was receiving care, the case over her alleged dragging behind a motorcycle has reached court. Lee Beng Hooi and Yeoh Keat Chye, both 62, pleaded not guilty on October 29, 2026, to a joint animal-cruelty charge. The dog, named Blacky by her handler, was there during their appearance. Her presence does not settle either the prosecution’s allegation or the separate question of her recovery.121
The two men entered their pleas before Sessions Court judge Irwan Suainbon in George Town. Prosecutors allege that they jointly dragged the female dog along a road on an iron chain using a motorcycle, causing unnecessary pain and suffering. The charge places the alleged incident in a back lane behind terrace houses at Jalan Hijau 4 in Jelutong, Penang, between 6:26 p.m. and 6:30 p.m. on September 23. Neither man has been convicted in this proceeding.13
From investigation to contested charge
- September 23, 20261
The charge dates the alleged dragging to a four-minute window in the early evening.
- September 24, 202621
The veterinary department reports that Blacky has been rescued, treated and is in stable condition.
- October 29, 202613
Both defendants plead not guilty in the Sessions Court; Blacky is present.
- December 7, 20261218
The case is scheduled to return for case management, not a verdict.
What the prosecution must establish
The allegation concerns pulling a chained dog along the road behind a motorcycle—not simply transporting or handling an animal. Both defendants are contesting it. The court must determine whether the prosecution proves the joint cruelty charge; the decision to investigate and the filing of a charge do not themselves establish guilt.1
The New Straits Times and Kosmo report that the charge falls under section 29(1)(e) of Malaysia’s Animal Welfare Act 2015, read together with section 34 of the Penal Code. Those are the reported charging provisions. The complete statutory wording and applicable penalty have not been independently verified, so no sentencing range can responsibly be attached to this account.1218
The investigation began after a complaint. By September 24, the Penang Veterinary Services Department said it had identified and questioned two suspected men and opened an investigation under section 29(1) of the Animal Welfare Act. Sinar Harian subsequently reported that the department had recorded statements from both accused. These were investigative steps, not findings that the alleged cruelty had been proved.2119
Police involvement was also reported by Penang Today, but the available account supplies no direct police statement or findings. It does not establish a separate police conclusion about what happened.20
The court reporting has made the alleged timing more precise. The Star’s September 24 account put the incident at about 7 p.m.; the charge described in the October 29 court report specifies 6:26 p.m. to 6:30 p.m. The later, precise allegation supersedes the earlier estimate for describing the prosecution’s case—it is not a court finding that the incident occurred then.141
Blacky’s care remains a separate question
The clearest medical update remains a dated one. In a statement reported by China Press on September 24, the veterinary department said Blacky had been rescued, received veterinary treatment and was in stable condition. It described her as docile. That establishes that she survived and received care at that stage, not that she had completely recovered by her October court appearance.21
Kosmo reported leg injuries connected with the alleged dragging, but the available reporting does not supply a detailed veterinary diagnosis or establish their severity. Nor is there a later medical assessment explaining Blacky’s longer-term recovery. Being present at court is not a substitute for such an assessment.1821
The department had also announced plans to make her available for adoption once the investigation was complete. A plan for adoption is not confirmation of a permanent home: her current care facility, custody arrangements and adoption status remain unestablished in the available reporting.21
December 7 is the next established legal step, with case management scheduled rather than a verdict or sentencing. For the defendants, the allegation remains to be proved. For Blacky, the unanswered questions are more immediate: how she has healed and whether the promised route to a permanent home has become a reality.121821

Kama ilivyorushwa
- Blacky was in court as two men pleaded not guilty to an animal-cruelty charge.
- Prosecutors allege they dragged the female dog behind a motorcycle on an iron chain, causing unnecessary pain and suffering. The court must decide whether they committed the cruelty, while Blacky's longer-term recovery and permanent home remain unresolved.
- The charge places the alleged dragging in Jelutong, along a back lane behind terrace houses at Jalan Hijau 4. The court proceedings are in George Town. Earlier location descriptions used Taman Hijau and Batu Lancang in George Town.
- Lee Beng Hooi and Yeoh Keat Chye are both 62. Each pleaded not guilty before Sessions Court judge Irwan Suainbon on October 29. Blacky, the name her handler gave her, was present during their court appearance.
- Prosecutors accuse the men of jointly pulling Blacky along the road using the motorcycle. They face a charge under Malaysia's Animal Welfare Act, with a Penal Code provision also cited. Both men are contesting that allegation.
- The charge dates the alleged incident to September 23, between six twenty-six and six thirty that evening. That's earlier than the first estimate of about seven. The court case now rests on the more precise window alleged in the charge.
- A complaint prompted the Penang Veterinary Services Department to investigate. By September 24, the department said it had identified and questioned two suspected men. It opened its investigation under the Animal Welfare Act and later recorded statements from both accused. Police also reportedly opened an investigation.
- On September 24, the veterinary department said Blacky had been rescued, received veterinary treatment and was in stable condition. It also announced plans to make her available for adoption once the investigation was complete.
- The department described Blacky as docile. She reportedly suffered leg injuries in the alleged dragging, but their severity hasn't been detailed. The veterinary department hasn't given a later medical update on her recovery.
- Blacky's appearance at court came more than a month after that stable-condition update. Her longer-term recovery is still unclear, and nobody has confirmed that the adoption plan resulted in a permanent home.
- Both men entered their not-guilty pleas on October 29. The court will next take up the case on December 7 for case management. The judge still has to determine whether the prosecution proves the joint cruelty charge.
