As of July 23, the storm had killed at least 13 people, left 60,000 isolated and destroyed 2,800 homes in northern Chile; the president declared a state of catastrophe. Residents were cut off from roads, power and water, and a new storm was forecast, so the flooding and isolation emergency had not passed.
