- Kumamoto businesses face fresh earthquake repair bills while they're still paying off the last disaster.
- One udon restaurant owner estimates essential repairs at about four million yen. Recovery assistance exists, but operators also have to keep servicing earlier loans. Can the support repair their businesses and ease the debt they're already carrying?
- The July 28, 2026 earthquake had a provisional magnitude of 7.1. Uki City and Hikawa Town experienced seismic intensity seven, Japan's highest level. Magnitude measures the earthquake itself. Intensity measures how strongly the ground shakes in a particular place.
- Some operators are still repaying repair loans from the 2016 earthquake and earlier disasters. A damaged hot-spring business in Yatsushiro faces that overlapping burden. The udon owner's four-million-yen figure is an estimate for essential work, with more repayments already competing for business income.
- In Hikawa Town, an unnamed udon shop was hit again just as its earlier earthquake loan was nearly paid off. It decided to seek additional financing. It's unclear whether that shop is the restaurant with the four-million-yen estimate.
- Kumamoto Prefecture counted 75,298 damaged residential buildings as of October 6. That's the precise building count behind the approximate figure of almost 80,000 homes. Each building can contain more than one household or apartment.
- 2,515 buildings were completely destroyed. Another 1,012 were classified as severely half-destroyed, and 6,896 as half-destroyed. The largest category was partially damaged, at 61,870 buildings. Another 3,005 were still awaiting classification.
- The October 8 recovery meeting repeated those October 6 figures. The same dated assessment also counted the deaths, and two cases still required a formal decision.
- The October 6 death total was 38, including 36 confirmed direct deaths. Two potentially disaster-related deaths still awaited municipal review. They involved worsening injury or illness linked to physical strain. An August 17 count was 39. Nobody has explained the change.
- About 6,900 people were staying in evacuation shelters on August 6. By October 6, the prefecture counted 1,303. That dated reduction gives some measure of recovery, but more than a thousand people were still living away from home.
- Those 1,303 people occupied 25 shelters across seven municipalities on October 6. About 1,200 people reportedly remain in shelters, though the observation date isn't clear. The precise October 6 count and the later approximation refer to different points in the recovery.
- Small and medium-sized businesses can receive 75 percent of eligible restoration costs through the existing subsidy. A separate proposed fund, with a maximum size of five billion yen, would buy existing loan claims. One finances repairs. The other addresses the debt burden.
- The Kumamoto Business Restart Support Subsidy covers facilities, equipment and vehicles damaged by the July earthquake. Eligible applicants need establishments in the prefecture. They include qualifying small and medium-sized businesses, commerce and industry organizations, and mid-sized enterprises covered by the scheme.
- Qualifying businesses can reportedly receive up to 500 million yen for restoration. But the full category limits aren't yet confirmed. The larger limits described for repeatedly affected businesses come with separate conditions. Operators can't assume the largest advertised figure means their whole bill will be covered.
- The confirmed small-business subsidy share is three-quarters of eligible costs. Applicable insurance or mutual-aid payments are deducted, and consumption tax is excluded. Grants are rounded down to the nearest thousand yen. Those adjustments affect the cash available against a repair bill.
- Businesses must show the damage, for example with photographs or a municipal disaster certificate. Facilities generally need to be registered, and equipment and vehicles recorded as assets. Applicants also need a business continuity plan explaining how they'll keep operating through disruption.
- Restoration spending from July 28 onward can qualify even if the work happened before the grant decision. That allows already-started repairs to be considered. Applicants still have to meet the program's conditions when their completion report is reviewed.
- The insurance conditions require natural-disaster coverage of at least 30 percent, including wind and flood coverage. Mid-sized businesses face a 40 percent requirement. For small-scale businesses, insurance is recommended rather than mandatory. The completion review checks these conditions.
- The subsidy's documented purpose is restoring assets. Borrowers also need help with existing repayments. The government plans to coordinate with financial institutions on revised loan terms and cash-flow support, tailored to individual businesses. The policy argument also includes helping communities prepare before disaster strikes.
- The proposed debt fund was announced October 9. SME Support Japan and the Regional Economy Vitalization Corporation of Japan, known as REVIC, would work with regional financial institutions. Its maximum five-billion-yen size is separate from the 500-million-yen restoration-support figure.
- A loan purchase moves the lender's claim to a new owner. The borrower still owes money unless repayment terms change or debt is forgiven. The proposed fund would support debt resolution and business reconstruction, but relief delivered to these operators hasn't yet been confirmed.
- The Kumamoto Industrial Recovery Consultation Center reportedly began accepting consultations October 9 at the Kumamoto Chamber of Commerce. A consultation window in Yatsushiro is also planned. These services give operators a place to discuss their existing debt and reconstruction needs.
- A separate new-borrowing arrangement has been described with 100 percent public guarantee coverage. Borrowers still face screening, interest and repayment. The guarantee covers lending risk, while the business takes on a loan it must repay.
- The restoration subsidy can help with eligible repair costs. Changing the burden of old loans will depend on agreements with lenders and the proposed debt initiative. How much existing debt will actually be reduced for these businesses is still unknown.
- October 31 is the deadline to notify the prefecture of the amount businesses plan to request. They should submit that estimate even if their grant application won't be ready in October. The final grant-application deadline isn't clear yet.
- The amount businesses put in that notification won't cap their eventual grant application.
