(National Committee to Preserve Social Security and Medicare)主席Max Richtman警告说,这对大多数老年人来说不足以维持财务收支平衡。
(Committee for a Responsible Federal Budget)也警告称,福利将削减22%。

- Social Security is raising benefits 3.6 percent. Retirees will get larger payments while groceries, medicine and winter heating compete for their income. How much buying power will the increase actually protect?
- The adjustment brings an estimated increase of about 75 dollars a month in average retirement benefits. Over twelve months, that's about 900 dollars more, paid through the regular benefits. Higher Social Security payments are expected to begin in January 2027.
- Your dollar increase depends on the benefit you already receive. A percentage adjustment gives someone with a larger benefit a larger dollar increase. And the average estimate doesn't tell you how much more will reach your bank account after deductions.
- The Social Security Administration announced the increase on October 14, a day earlier than expected. AARP representative Bill Sweeney had estimated about 3.6 percent and roughly 75 dollars monthly. The announcement confirms the percentage and approximate retirement-benefit average.
- The adjustment happens automatically under federal law. Congress provided for cost-of-living adjustments in 1973, and benefit increases have reflected rising living costs since June 1975. The formula follows a price index, so a larger payment can still leave someone struggling with their particular bills.
- September consumer prices rose 3.7 percent from a year earlier. That's one-tenth of a percentage point above the 3.6 percent benefit adjustment. But the adjustment uses a different index and a three-month comparison, so those figures needn't match.
- Prices also rose 0.6 percent from August to September. Annual core inflation, which leaves out food and energy, was 2.6 percent. Energy prices drove much of the pressure amid the U.S. war with Iran. Persistent inflation could also put pressure on the Federal Reserve to raise interest rates.
- The formula uses CPI-W, a price index for urban wage earners and clerical workers. It averages July, August and September. For this adjustment, it compares that 2026 average with 2025, then rounds the percentage increase to the nearest tenth.
- The comparison normally goes back to the last year that had a cost-of-living adjustment. That's why a September-only inflation reading can't reproduce the calculation. And the Federal Reserve's two-percent inflation target serves a different purpose from the formula that adjusts benefits.
- The 2024 and 2025 third-quarter averages illustrate the method. Their percentage increase rounded to 2.8 percent for 2026. Older agency information still displays that earlier adjustment, covering December 2025 benefits paid in January 2026.
- Heating oil rose 74 percent over the year in September. Someone spending heavily on that fuel faces pressure far beyond the overall inflation rate. A benefit increase tied to a broad price index can leave that household losing ground.
- Economist Betsy Stevenson illustrated the problem using a 75-percent heating-oil increase and a 3.7-percent adjustment. Her example used different numbers from the September oil reading and the announced 3.6-percent increase. It described exposure to one rapidly rising expense.
- Those heating-oil percentages don't describe every household's total spending. What each retiree can afford depends on where their money goes. A household relying heavily on oil heat can face a very different squeeze from one with lower heating costs.
- AARP chief executive Myechia Minter-Jordan welcomed the increase as help for millions keeping up with everyday expenses. Max Richtman, president of the National Committee to Preserve Social Security and Medicare, warned that most seniors would still struggle to tread water financially.
- The committee also warned that Medicare Part B and Part D premium increases would absorb some of the adjustment. Those cover medical insurance and prescription drugs. The 2027 premium amounts haven't been announced, so retirees can't yet calculate their net increase.
- The raise will help cover expenses, but it can't guarantee that every retiree keeps up. The amount left after Medicare costs, and the bills each household faces, will determine how far the extra money goes.
- The retirement trust fund faces a separate financing problem. Its reserves are reportedly projected to be exhausted by the end of 2032. Payroll revenue would keep coming in, but it would cover only part of scheduled benefits under that projection.
- Sweeney described the risk as about 78 cents for each scheduled dollar without legislative action. The warning placed the shortfall about six years away. That refers to the retirement fund; a combined retirement-and-disability projection can have a different timetable.
- About 78 percent payable leaves a gap of about 22 percent. That possible reduction depends on the financing projection and legislative action. Exhausting reserves would still leave payroll income supporting benefits, with payments below the scheduled amounts.
- Stevenson urged Congress to address the funding problem. She argued that higher benefits needed now add to the long-term financing challenge. The annual adjustment increases what beneficiaries are owed, while future payments also depend on the money available to pay them.
