Robot Dogs for ICE: $2M Plan Amid Record Arrests

$2 million is the number to hold in your head, and then to shrink. That is the ceiling Immigration and Customs Enforcement has put on a planned purchase of quadruped unmanned ground vehicles built by Boston Dynamics, the machines usually described as robot dogs, for immigration enforcement work ⁴⁸. In a year when the agency counted 49,571 arrests in a single month, ran a detention system that at one point held near 72,000 people on any given day, and booked more than 610,000 people cumulatively since the start of the term, $2 million does not buy scale ³⁵¹⁰. It buys a test of whether legged machines that see, sense and climb where people should not go become a routine part of how immigration arrests happen.

The vehicle for the purchase is as revealing as the price. The entry appeared as an acquisition forecast and market-research notice, not a signed contract, with no award made as of Aug. 28-31 reporting ⁵⁸. It describes a firm fixed price purchase order under FAR subpart 13.5, marked non-competitive, with a budget range of $1 million to $2 million, an estimated solicitation release on September 4, an anticipated award in the fourth quarter of fiscal 2026, completion by April 2027, and Fort Benning, Georgia listed as the place of performance ⁸¹¹. Sources disagree on one clerical point: one dates the procurement notice to Aug. 28 while another says the acquisition forecast was published August 27 ⁴¹¹.

What the record does not say matters more than what it does. The federal record does not specify a number of units ⁸. The widely repeated four-dog figure is an inference, not part of the record ⁸. At typical public safety prices of roughly $150,000 to $375,000 each, the same reporting notes, $1 million to $2 million would translate to roughly 3 to 13 units, depending on configuration, spares, training and support ⁸. That range is arithmetic, not a procurement decision, and the forecast is silent on unit count and configuration.

The machines in question are Boston Dynamics Spot units, quadruped unmanned ground vehicles equipped with cameras, Wi-Fi connectivity, and the ability to travel at up to about 5 feet per second ⁴⁶⁸. According to officials cited by NBC, the ICE configuration would add sensors able to detect chemicals and would be sent into situations that could be unsafe for officers, including hazardous gas detection, search and rescue work, and suspicious package investigations ²⁷. The stated purpose is to keep agents out of dangerous and confined areas, not to replace patrol headcount, and no document in the reporting authorizes weapons ²⁴⁷.

The plan arrives inside an enforcement surge that the tech spending is meant to serve. Coverage describes ICE as seeking to boost arrests and deportations, adding 10,000 more deportation officers, and funding the technology push through OBBBA funding ⁵⁹¹⁰. The same accounts place the robot-dog forecast alongside a prior purchase of 6,000 pairs of electric shock gloves costing roughly $7 million, which immigrant advocacy groups have called abusive, and note that the agency faces questions over its use of force ³⁹¹⁰. The robots, in dollar terms, are a footnote to that larger build-out.

July is the month that anchors the coverage. ICE arrests reached 49,571 in July 2026, up 15% from June and 70% above February ³⁵¹⁰. Texas and Florida accounted for nearly 20,000 of those arrests, and about 51% of those taken into custody had no criminal conviction or pending charge ³⁵¹⁰. Local partnership agreements, in the 287(g)-style model, grew from about 135 in January 2025 to roughly 2,365 by August 2026, with local law enforcement aiding about 6,500 July arrests, a sharp rise from a much smaller share a year earlier ³⁵¹⁰.

The border numbers move in the opposite direction in the same accounts. Southwest Border Patrol apprehensions fell to 90,084 in the first year of the term against a prior monthly average of around 155,000; July Southwest apprehensions were 9,295, with a nationwide figure cited as 11,298 in the record, alongside 15 consecutive months of zero releases at the border ³⁵¹⁰. Detention expanded to hold the interior surge, with the daily population peaking near 72,000 in January 2026 and cumulative book-ins exceeding 610,000 since the start of the term ³⁵¹⁰.

Two guardrails are already on paper, and both have limits. Vendor terms described in the reporting require public safety buyers to adopt and publish a use policy covering privacy and civil rights ⁴⁸. A senior official said the robots will not be used to make arrests ²⁴. But as of late August the effort remained a forecast, with solicitation expected September 4 and award anticipated in Q4 FY2026, and the public record names no Boston Dynamics statement, names no DHS official on the record, and carries no named advocacy-group statement beyond the characterization of the shock-glove purchase ³⁵⁸¹⁰. Whether camera and sensor platforms stay as inspection tools or migrate into enforcement routine is not settled in the documents released so far.
