One stretch of Bay Boulevard remains evacuated after the Pacific Seafood plant fire in Newport, Oregon—a narrow but important exception to the lifting of restrictions across the surrounding area. Businesses between Hatfield Drive and Port Dock One, next to Clearwater Restaurant, still cannot return. The sheriff’s latest notice leaves that street segment closed, not the waterfront unrestricted. 34
The change substantially reduces an evacuation that initially extended about a mile around the seafood facility on the historic Bayfront beside Yaquina Bay. The evacuation point at Atonement Lutheran Church is now closed, too. For anyone checking whether a business remains inside the restricted area, the sheriff continues to direct people to Lincoln County’s evacuation map. 12
The immediate chemical concern has also eased. Officials say the plant’s ammonia tanks were stable, firefighters kept flames from reaching them, and no ammonia leak had been detected in the available reporting. Newport Fire Chief Rob Murphy’s later assessment was that “there’s no ongoing risk of ammonia exposure.” That is reassuring guidance about the ongoing danger, but it does not settle whether any ammonia escaped earlier. 2 4 38
Key facts
The human outcome inside the plant was far better than the damage now feared. City spokesperson John Fuller estimated that approximately 30 to 40 people were in the building when the fire began; OPB reported that all were safely evacuated. Pacific Seafood said its on-site team members were safe and accounted for. Company vice president Ashton Meier said the business expected a major loss, without putting a dollar figure on it. 4 5
Reports about injuries need a distinction. OPB carried officials’ statement that no injuries had been reported, while Newsday reported Murphy’s account of a firefighter taken to hospital for exhaustion. The blanket no-injuries description is incomplete in light of that hospitalization; no civilian injuries have been reported. A later condition or discharge for the firefighter has not been independently established. 4 5
What the ammonia findings establish
The facility uses anhydrous ammonia in refrigeration. Its presence—not a confirmed release—drove the precautionary evacuation as officials assessed whether the fire could threaten the tanks or contaminate the air. The Linn-Benton hazardous-materials team, State Hazmat Team 05, used specialized equipment to monitor the air and modeled where impacts might travel to help guide evacuation decisions. 12
“The ammonia tank has been found and, thankfully, doesn’t appear to be punctured or leaking,” Oregon State Fire Marshal Mariana Ruiz-Temple said. Her wording matters: an assessment that a tank appears intact is not a final finding that no chemical escaped at any point during a prolonged fire. 12
OPB reported that hazmat teams had not detected ammonia leaks and were continuing to monitor the air. But no numerical concentrations, sampling locations or final monitoring report were available. Smoke remained a concern. The evidence supports a reduced ongoing ammonia threat, not a retrospective declaration that the fire never posed a chemical hazard. 4 38
The evacuation changes reflect that evolving assessment. Authorities first ordered Level 3, or “Go Now,” evacuations within about one mile. During the afternoon, some areas were lowered to Level 2 readiness while other Level 3 zones were added. A subsequent street-bounded evacuation area was also broader than the remaining Bay Boulevard segment. Those earlier descriptions are successive stages of the response, not competing versions of the current boundary. 12
The latest sheriff’s notice calls itself the final update for the night, although its individual issue time is not independently established. It explicitly lifts evacuation levels elsewhere and closes the church evacuation point. Earlier instructions directing evacuees first to Sam Case Elementary and then to the pet-friendly church are therefore no longer current shelter guidance; no replacement open evacuation point was established in the available notices. Officials also reserved 911 for life-threatening emergencies, rather than requests for incident information. 12 34
A confined fire, not yet extinguished
The fire was reported around 8:50 to 8:51 a.m. Pacific daylight time on Sunday, October 25, 2026. OregonLive placed it at about 8:50; OPB reported officials began receiving calls around 8:51. Those approximate accounts do not establish separate ignition, dispatch and arrival times. NBC News’s description of authorities responding shortly before 11 a.m. should not replace the earlier morning reports as the start of the incident. 10 4 8
Newport officials said firefighters kept the blaze within the reported 11,000-square-foot facility. That describes its spread, not its extinguishment: crews were still battling the fire Sunday evening, and full extinguishment has not been confirmed. OregonLive reported a partial roof collapse. The facility’s reported area has not been independently checked against a building record. 4 2 10
The street address also remains imperfectly reconciled. KATU reported 203 SW Bay Boulevard, matching the first official alert; OPB gave 213 SW Bay Boulevard, the address used in subsequent official notices. OregonLive gave 245 SE Bay Boulevard. The later official notices support 213 SW as the incident locator, but officials have not explained the different numbers or the southwest-versus-southeast discrepancy. These are conflicting locators for the same reported plant fire, not evidence of three separate fire sites. 16 4 10 12
Some practical disruptions are clearer than others. The Oregon Coast Aquarium closed for the rest of Sunday, and Samaritan Pacific Communities Hospital was reported open and operating normally during the response. Highway 20 was earlier reported closed between West Harney Street and Highway 101, but its reopening status has not been verified. The remaining Bay Boulevard closure does not answer that separate road-access question. 4 12 15
Relief crews were planned as local firefighters’ work continued. The state fire marshal announced a Marion County task force with one ladder truck and four engines for Sunday evening, followed by a Lane County strike team with five engines on Monday morning, October 26. Those were scheduled deployments, not independently confirmed arrivals. A state regional mobilization coordinator was already on scene, and the hazmat team was expected to remain through the incident. 12
Investigators have not established what started the fire. The investigation was expected to proceed after extinguishment, once the scene could be approached safely; nothing establishes that the refrigeration system caused the blaze. Nor has Pacific Seafood announced a production restart date, final damage estimate or employment impact. For the businesses still evacuated, the next meaningful all-clear is the one that specifically lifts their restriction—not the broader reopening around them. 4 5 34
As aired 20 lines
- Fire drove workers from a seafood plant and sent one firefighter to hospital. Most evacuation restrictions around Pacific Seafood in Newport, Oregon, have now ended, but some waterfront businesses still can't return. The immediate question is which restrictions remain and what officials now know about the ammonia danger.
- The remaining closure runs along Bay Boulevard between Hatfield Drive and Port Dock One, next to Clearwater Restaurant. Businesses in that stretch remain evacuated. The seafood facility stands on the city's historic Bayfront, beside Yaquina Bay.
- The sheriff has lifted evacuation levels everywhere else in the affected area. People whose businesses fall inside that remaining stretch still have to stay out. The county's evacuation map remains the designated guide to the active boundary.
- The evacuation point at Atonement Lutheran Church is also closed. Evacuees had earlier been directed there, and pets were allowed. The sheriff's latest instructions end that arrangement while keeping the Bay Boulevard business evacuation in place.
- Sam Case Elementary had served as the first temporary evacuation point before the move to the church. Emergency officials also reserved 911 for life-threatening emergencies, asking people seeking incident information to use emergency updates instead.
- Authorities initially ordered Level 3, or Go Now, evacuations within about one mile. During the afternoon, they lowered some areas to Level 2 readiness while adding other Level 3 zones. Those broader boundaries have since narrowed to the remaining business segment.
- The plant's refrigeration system uses anhydrous ammonia, a hazardous chemical. Officials feared a release or ammonia in the smoke, prompting the precautionary evacuation. Firefighters kept flames away from the tanks, and officials later assessed the tanks as stable.
- State Fire Marshal Mariana Ruiz-Temple said the ammonia tank had been found and didn't appear punctured or leaking. That assessment helped ease the immediate concern, while hazardous-materials specialists continued checking the air and assessing where any impacts might travel.
- The Linn-Benton hazardous-materials team used specialized equipment to monitor the air and modeled possible impacts to guide evacuations. Teams hadn't detected an ammonia leak. Fire Chief Rob Murphy later said, “there’s no ongoing risk of ammonia exposure.”
- An ammonia release hasn't been confirmed. Officials haven't supplied final air-monitoring results that would settle whether any ammonia escaped earlier. Smoke remained a concern as firefighters continued working.
- About 30 to 40 people were inside when the fire began, and all got out safely. Pacific Seafood said its on-site team members were safe and accounted for. The city reported no civilian injuries.
- One firefighter did require hospital care. Chief Rob Murphy said the firefighter was taken to hospital for exhaustion. That makes the early blanket statements of no injuries incomplete, even though no civilian injuries have been reported.
- City officials say firefighters kept the blaze within the affected 11,000-square-foot facility. Crews were still battling it Sunday evening, and officials haven't confirmed full extinguishment. Part of the roof reportedly collapsed. Investigators were expected to enter once the fire was out and the scene could be approached safely.
- The sheriff's later notices identify the incident at 213 Southwest Bay Boulevard. The first alert used 203 on that street. Officials haven't explained the address differences. The fire was reported around 8:50 Sunday morning, October 25, well before the evacuation changes later that day.
- Highway 20 was earlier closed between West Harney Street and Highway 101. Its reopening status isn't clear. The remaining Bay Boulevard closure gives no answer about that separate highway segment. Samaritan Pacific Communities Hospital was reported open and operating normally during the response.
- The Oregon Coast Aquarium closed to the public for the rest of Sunday because of the evacuations. Earlier in the response, officials urged people outside evacuation zones to stay indoors where possible. The later notice lifting most evacuations didn't renew that advice.
- The state fire marshal arranged relief for local firefighters. A Marion County task force with one ladder truck and four engines was scheduled for Sunday evening. A Lane County strike team with five engines was scheduled for Monday morning.
- Those were announced deployments, with their arrival still unconfirmed. A state regional mobilization coordinator was already on scene working with Newport Fire. The hazardous-materials team was expected to remain through the incident.
- Pacific Seafood vice president Ashton Meier said the company expected a major loss. The company hasn't put a dollar figure on the damage or announced when production could restart. Some neighboring waterfront businesses remain unable to return despite the wider evacuation being lifted.
- Most of the surrounding area can now leave evacuation status, while the Bay Boulevard business segment stays closed. Officials say there's no ongoing ammonia-exposure risk, and final monitoring findings are still awaited. Investigators haven't determined what started the fire.
