Die Häuser und die sich ändernde Opferzahl
Taliban-Sprecher Zabihullah Mujahid benannte die betroffenen Orte als Chugam im Distrikt Shultan in Kunar und Safar im Distrikt Garmser in Helmand. Die Namen erscheinen auch als Chawgam oder Chogam, Shaltan und Garmsir. Chugam und Safar sind Gebiete innerhalb dieser Distrikte, keine eigenständigen Distrikte. Auch die Opferzahlen entwickelten sich im Laufe des Tages weiter. Mujahid meldete zunächst neun getötete Zivilisten, darunter Frauen und Kinder, sowie 11 Verletzte. Reuters berichtete am 1. Oktober diese frühere Zahl der afghanischen Regierung. Die spätere Bewertung von UNAMA ergab mindestens 10 getötete Zivilisten und neun Verletzte. Der frühere Bericht ist nicht die aktuelle unabhängige Bewertung, doch die Abweichung zwischen beiden wurde nicht erklärt. 11 23
Es gibt keine dokumentierte formelle Korrektur, aus der hervorgeht, ob die Abweichung auf unterschiedliche Überprüfungen, Einstufungen, Informationen aus verschiedenen Orten oder eine andere Ursache zurückgeht. Präzision behauptet, Schutz der Zivilbevölkerung nicht belegt
Pakistan beschrieb die Angriffe als nachrichtendienstlich gestützte, gezielte Schläge gegen Militärlager und Verstecke an zwei Orten. Nach Angaben des Ministeriums wurden Waffen und Munition zerstört. Als mutmaßliche Ziele nannte es Gruppen mit den Bezeichnungen Fitna al Khwarij und Fitna al Hindustan, die Pakistan für mit TTP beziehungsweise BLA verbundene Gruppen verwendet. Die Verbindungen, Todesfälle unter Kämpfern, Waffenverluste und Zielgenauigkeit dieser Angriffe sind nicht unabhängig bestätigt worden. 61 22
Es wurden größtmögliche Vorsichtsmaßnahmen getroffen und sichergestellt, dass keine Kollateralschäden entstehen.
Zu behaupten, es seien Vorsichtsmaßnahmen getroffen worden, ist nicht dasselbe wie zu belegen, dass sie Zivilisten geschützt haben. Die UN-Bewertung widerspricht der Zusicherung des Ministeriums, es habe keine Kollateralschäden gegeben. Sie belegt jedoch nicht, dass keine Kämpfer getötet wurden. Die mindestens 10 getöteten Zivilisten und die von Pakistan behaupteten 22 getöteten Kämpfer lassen sich nicht zu einer verifizierten Gesamtzahl addieren. Vorausgegangen waren am 21. September gemeldete Angriffe in Kunar und Paktika sowie eine spätere Runde im September in Kandahar, Paktia und Khost. - Pakistan acknowledged conducting aerial strikes inside Afghanistan. The attacks hit Kunar and Helmand overnight into the early hours of October first, twenty twenty-six. The independent civilian casualty assessment identifies both provinces but does not itself name the attacking country. Its minimum death toll is not a final count of everyone killed.
- In Kunar, thirty-year-old Mohammad Hashim pulled an injured woman from rubble, then found the bodies of two men and four children. The strike was around three in the morning. That approximate timing applies to this Kunar strike, not necessarily every attack across both provinces.
- Those six bodies must not be added to the minimum of ten civilian deaths. They concern the same attacks, and no complete victim-by-victim accounting is available. A separate description involving a farmer with the same name refers to a woman beneath rubble and a man with four children killed. Those close but different descriptions cannot be merged into one exact quotation or used to establish another total. Another resident, Idris Khan, described civilian victims, including women and children. The roughly three o’clock timing attached to that description came from a local official, not Khan. None of these descriptions inventories all casualties in both provinces.
