140 mph: that is Typhoon Champi’s maximum sustained wind speed as it moves away from its closest approach to Guam—not a measurement at every home, but the intensity of a Category 4 storm whose northern eyewall has already driven extreme winds ashore in the island’s south. The center has passed very near Guam’s southern point. The emergency has not passed with it.803
As of 5:26 a.m. Chamorro Standard Time on Sunday, October 18, 2026, Guam and Rota and their adjacent waters remained under Typhoon Warnings. Southern Guam’s Extreme Wind Warning and Guam’s Flash Flood Warning both listed an end time of 5:30 a.m. That approaching timestamp is not an all-clear, nor does it establish whether a replacement warning will follow.80375
The immediate instruction is to remain inside sturdy shelter, in a reinforced interior room away from windows. Guam’s guidance is to stay inside a concrete-reinforced structure until Condition of Readiness 4 is announced—even if conditions temporarily appear calm. No such announcement is established in the official accounts available at this hour. Earlier advice to finish preparations or evacuate has given way to instructions to shelter through dangerous conditions.3124154
The newest verified storm bulletin, National Weather Service Intermediate Advisory 13A, was issued at 5:14 a.m. It places Champi’s closest approach around 4:26 a.m., “very near to the southern point of Guam.” That is an analyzed closest approach, not confirmation that the center made landfall. Nor does it establish that earlier forecasts of super-typhoon strength were realized: the latest assessment remains Category 4, with sustained winds of 140 mph.80
What the moving center leaves behind
The distinction between the center and the eyewall is central to what Guam is experiencing. At 3:26 a.m., Andersen Air Force Base Doppler radar indicated extreme winds associated with Champi’s northern eyewall moving onshore from Talofofo southward. The southern Guam warning forecast destructive winds of 115–135 mph across the far south. Those are forecast local winds, not verified measurements for each village, and they are a different quantity from the storm’s maximum sustained intensity.3
At the latest observation, valid at 5 a.m., the center was about 35 miles south-southwest of Guam, moving west at 14 mph. Forecasters expected a slight turn toward the west-northwest with little change in forward speed through Monday, and forecast Champi to maintain its intensity through Sunday night. Moving away therefore does not mean rapidly weakening.80
Typhoon-force winds extended outward up to 25 miles from the center, and tropical-storm-force winds up to 125 miles. These distances describe the reach of the circulation; they do not promise uniform conditions throughout those areas. A track line marks the center’s movement, not the boundary of dangerous weather.80
From approach to closest passage
- Friday, October 16, 8 p.m. ChST6
Champi was a tropical storm with 60-mph winds, about 510 miles east-southeast of Guam.
- Sunday, October 18, 3:26 a.m. ChST3
Radar indicated northern-eyewall extreme winds moving ashore from Talofofo southward.
- Sunday, October 18, around 4:26 a.m. ChST80
The latest advisory places closest approach very near Guam’s southern point.
- Sunday, October 18, 5:14 a.m. ChST80
Advisory 13A keeps Champi at 140 mph and describes closest approach as already past.
That final update materially changes the passage account. Warning updates issued at 4:40 a.m. still described a future passage south of Guam, including the possibility of super-typhoon strength within 12 hours. The newer advisory supersedes that prospective timing and position. It does not cancel the continuing wind threat.180
The islands also have distinct alert levels. Tinian and Saipan and their adjacent waters remain under Tropical Storm Warnings, while Typhoon Watches continue for both islands. Tropical-storm conditions are expected there; typhoon conditions remain possible. Their alerts are different from Guam’s and Rota’s, but they are not an all-clear.80
The danger has several different clocks
Flooding is a concurrent emergency, not merely a problem for the hours after the wind. At 3:23 a.m., the Weather Service extended Guam’s Flash Flood Warning until 5:30 a.m., reporting radar-indicated thunderstorms producing heavy rain as Champi’s inner eyewall approached southern Guam. No independently verified observed rainfall accumulation is established here. Earlier rainfall forecasts cannot be treated as amounts that have fallen.75
A separate Flood Watch covers Guam, Rota, Tinian and Saipan through Sunday afternoon, with an encoded end time of 4 p.m. The watch warns that excessive rainfall and runoff may flood rivers, creeks and poorly drained locations. It can overlap the more urgent Guam warning; the warning’s existence does not establish that the wider watch was canceled. Flooded roads remain places to avoid.78124
At sea, the forecast is for significant seas as high as 35 feet near the eyewall—conditions the marine warning describes as dangerous to deadly and capable of damaging, capsizing or sinking vessels. That is a forecast sea-state measure, not an observed wave height or a prediction that every wave will reach 35 feet. Vessels have been instructed to remain secured in safe harbor.4
The marine warning also allows for damaging winds through at least Sunday night and dangerous seas into Monday, October 19. The center’s closest approach, the strongest conditions at a particular location and the end of hazardous seas need not occur together. That is why the shoreline remains dangerous after the storm starts receding on a map.4
The next full advisory is explicitly scheduled for 8 a.m. ChST Sunday, followed by an intermediate advisory at 11 a.m. Until authorities announce it is safe to leave shelter, the practical answer remains unchanged: stay protected. Champi’s closest approach is behind Guam; the wind, flood and marine hazards are not yet behind its residents.80154

- Champi’s northern eyewall has driven extreme winds ashore in southern Guam. The Category Four typhoon carries maximum sustained winds of 140 miles an hour. People face destructive winds and flash flooding even after the center’s closest approach. How long must residents stay sheltered as the storm moves away?
- Champi’s center was about 35 miles south-southwest of Guam at five this morning, moving west at 14 miles an hour. It was about 90 miles south-southwest of Rota, 155 miles south-southwest of Tinian and 165 miles south-southwest of Saipan.
- Those are the conditions for Sunday, October eighteenth, with warning status current through five twenty-six this morning, Chamorro Standard Time. The latest bulletin came twelve minutes earlier. Forecasters expect a slight turn toward the west-northwest through Monday, with little change in forward speed. They expect Champi to maintain its current strength through Sunday night.
- Champi’s maximum sustained winds remain at 140 miles an hour. Typhoon-force winds extend outward up to 25 miles from the center, and tropical-storm-force winds up to 125 miles. Local conditions vary across that broad circulation.
- Champi has strengthened substantially since Friday evening. At eight that night, it was a tropical storm with 60-mile-an-hour winds, about 510 miles east-southeast of Guam. Even the warning updates issued at four forty this morning still described a future passage south of Guam. The newer analysis places that closest approach in the past.
- Champi passed very near Guam’s southern point around four twenty-six this morning. Earlier forecasts allowed for super-typhoon strength during the passage. The latest assessment keeps Champi at Category Four. The continuing danger reaches well beyond the center.
- The northern eyewall was already reaching shore before that closest approach. At three twenty-six, radar indicated extreme winds moving onshore from Talofofo southward, heading west at 15 miles an hour. The southern Guam warning forecasts local destructive winds of 115 to 135 miles an hour. Those are forecast winds for the far south; conditions at individual communities will vary.
- Governor Lourdes Leon Guerrero placed Guam in Condition of Readiness One at one Saturday afternoon, replacing Friday’s Condition Two. Rota entered Typhoon Condition of Readiness One at five Saturday afternoon. Guam’s instruction is to remain inside a sturdy, concrete-reinforced structure.
- Stay in a reinforced interior room away from windows, and remain sheltered through dangerous conditions. Guam’s guidance is to stay inside until Condition of Readiness Four is announced. A temporary calm gives residents no reason to go outside. Earlier instructions to finish preparations or evacuate have given way to immediate shelter instructions, especially for central and southern Guam.
- Guam and Rota, including their adjacent waters, remain under Typhoon Warnings. Tinian and Saipan and their adjacent waters have Tropical Storm Warnings, while Typhoon Watches continue for both islands. Tropical-storm conditions are expected there, and typhoon conditions remain possible.
- Guam also faces a Flash Flood Warning, alongside southern Guam’s Extreme Wind Warning. Both list an end time of five thirty this morning; that time alone gives no assurance of safety. Radar showed thunderstorms producing heavy rain as the inner eyewall approached. A wider Flood Watch covers all four islands through four this afternoon. Runoff can flood rivers, creeks and poorly drained areas.
- Significant seas near the eyewall are forecast to reach up to 35 feet. That sea-state forecast describes conditions capable of damaging, capsizing or sinking vessels. Individual waves vary. Vessels have been instructed to remain secured in safe harbor.
- The marine warning defines typhoon conditions as winds of at least 64 knots, about 74 miles an hour. Champi’s peak winds are much stronger. Damaging winds could continue through at least Sunday night, and dangerous seas into Monday. Flooded roads and the shoreline remain places to avoid while those hazards continue after the center’s passage.
- The next full storm advisory is scheduled for eight this morning, followed by an intermediate advisory at eleven. Officials haven't released a confirmed casualty figure or damage total. Assessments still have to determine what individual communities experienced.
- Residents must remain protected until authorities announce it’s safe to leave shelter. Champi’s closest approach has happened, but the moving center doesn't end the wind, flood or marine emergency. Guam remains in Condition of Readiness One, with instructions to stay inside until Condition Four is announced.
