Emergency electricity cuts returned after an evening October 15 strike undid a brief stabilization. Right-bank water recovered, but hot water and heating remain uneven.

- LB, citing DTEK, reported that engineers had stabilized Kyiv’s system, cancelled emergency outages and restored scheduled cuts. The report was published at 05:27 UTC.
- Another Russian attack struck critical energy infrastructure. Electricity losses and fires were reported; the Kyiv Independent’s account was published at 20:23 UTC.
- DTEK-attributed reports confirmed emergency disconnections in Kyiv and in Bucha, Obukhiv and Fastiv districts of Kyiv region.
Three districts outside Kyiv, as well as the capital itself, were covered by emergency electricity cuts on the morning of October 16. That is the verified reach of a recovery reversed—not a count of everyone left in darkness. Engineers had restored scheduled cuts the previous day; another Russian attack that evening made those schedules unreliable again at affected addresses.262431434
The distinction matters. Scheduled outages still mean living without electricity for periods, but they offer something emergency disconnections cannot: a measure of predictability. Kyiv briefly regained that. The evening October 15 strike on critical energy infrastructure then left portions of the city without electricity and fires burning. This was a distinct attack after a documented improvement, not one unchanged blackout stretching from October 14.263432
In our October 14 broadcast, we reported Russian strikes on Kyiv buildings and energy sites, an initial city toll of at least three killed and 21 injured, and an estimate of at least 600,000 people without electricity across Ukraine. The new development is the loss of the more orderly electricity regime reached after that assault. The earlier casualty snapshot also needs updating.
The improvement and its reversal
- October 15262
LB, citing DTEK, reported that engineers had stabilized Kyiv’s system, cancelled emergency outages and restored scheduled cuts. The report was published at 05:27 UTC.
- Evening October 15263432
Another Russian attack struck critical energy infrastructure. Electricity losses and fires were reported; the Kyiv Independent’s account was published at 20:23 UTC.
- Morning October 16431434
DTEK-attributed reports confirmed emergency disconnections in Kyiv and in Bucha, Obukhiv and Fastiv districts of Kyiv region.
Those October 15 clock readings are publication times, not verified switching or impact times. And the latest verified service announcements are from the morning of October 16—not a fresh confirmation at this report’s 16:43 UTC cutoff. There is no complete verified count of people or customers affected by the renewed disruption, nor a reliable end time for emergency cuts.262263431434
Bucha, Obukhiv and Fastiv are districts of the surrounding region, not districts inside Kyiv city. Emergency restrictions across those areas do not mean every address in the capital lost power simultaneously. Reports described a residential-building fire in Shevchenkivskyi district, but the available accounts do not establish a separate death or injury total for the evening October 15 Kyiv-area attack.431433
Water recovered; hot water remains separate
Water service moved in the opposite direction from electricity. Reduced pressure was reported in four Kyiv districts after the evening attack, although a complete verified list of those districts is unavailable. On October 16 morning, the Kyiv City State Administration announced a specific recovery on the right bank.433305
Water supply to the right-bank part of the city has been restored. Water pressure meets regulatory standards.
That answers part of the restoration question: network supply and normal pressure had returned. It does not certify every service in every building, and it does not announce the return of residential hot water.258
Temporary hot-water suspensions or restrictions announced on October 15 concerned homes served by Darnytska CHP-4, operated by Euroreconstruction. They were linked to the October 13–14 damage and conditions across the wider energy system—not newly established as damage from the later October 15 strike. No affected-building count or restoration deadline is verified. Restored network pressure therefore cannot be treated as proof that those households have hot water again.438440
Heating is a third, distinct service. Mayor Vitali Klitschko announced the start of the heating season on October 16, initially for hospitals, schools, kindergartens and other social institutions. Parts of Dniprovskyi and Darnytskyi districts remained excluded pending repairs to a damaged energy facility. That means portions of two districts waiting while institutions elsewhere begin receiving heat—not a verified citywide residential-heating rollout.332304
The earlier toll needs correcting
For the October 13–14 assault, the later police-reported Kyiv-city tally was five dead and 36 injured, including a child. Ukrinform and Kyiv.news carried that update on October 14, replacing the initial three-dead, 21-injured snapshot we aired. It remains an updated reported tally, not a certified final ledger through October 16.298443
A competing Kyiv Independent account, updated October 14, gave five dead and 25 injured citywide. The police’s building-specific account also recorded 25 injuries at the Desnianskyi apartment building, where three women, aged 35, 58 and 84, were killed. Two further deaths were reported in Holosiivskyi. The building’s injuries are included within the police’s 36 citywide, not additional to them; that overlap does not explain conclusively why the competing citywide headline gave 25.23441443
The five deaths were therefore citywide, not an established five deaths in one apartment block. Earlier casualty snapshots overlap with these later counts and cannot be added together. A final reconciled injury total, the discrepancy in the injured child’s reported age, and completion of all search operations remain unresolved in the available reporting.441298179114
The familiar 600,000 outage estimate needs equally firm boundaries. On October 14, BBC News described at least 600,000 people across Ukraine without electricity. The United Nations briefing that day described 600,000 without electricity and water in parts of Kyiv; Scripps News placed around 600,000 without power in Kyiv. Those accounts disagree about geography and services. They do not establish a verified Kyiv-only combined-utilities total, much less an October 16 count.16114
People are not interchangeable with households or utility customers. Nor is there a verified count of how many people from that original estimate have been reconnected. Repeating the historical figure now would give the appearance of precision while obscuring the actual change: improvement followed by renewed disruption.
Repairs still lack a timetable
All three principal Kyiv combined heat-and-power plants—Darnytska CHP-4, CHP-5 and CHP-6—were reported struck in the October 13–14 assault. But being hit is not the same as being destroyed. Reports of lost electricity-generation capability do not establish permanent loss of every heating function. There is still no independently established plant-by-plant damage assessment, measured generating-capacity loss or repair-completion schedule.137409
NPR’s October 15 reporting included a warning that some recently damaged Ukrainian plants might not be repairable before winter, alongside DTEK officials’ assessment that Ukraine was better prepared than the previous year. Preparation and vulnerability can both be real; the return of emergency disconnections shows how quickly another attack can undo a practical gain.3
Donald Trump’s October 11 announcement of an immediate energy ceasefire has not delivered dependable protection. Mutually confirmed bilateral terms, verification and enforcement remain unestablished; Russia said the terms were still undefined. On October 15, Ukraine said it would resume strikes on Russian oil facilities, and a Ukrainian source told ABC News that strikes had already occurred. Continued energy attacks contradict the promise of immediate restraint, without establishing a breach of a fully documented bilateral agreement.84237
Kyiv’s supported position is narrower than either “recovered” or “still blacked out”: right-bank water supply and pressure restored, institutional heating beginning unevenly, hot-water restrictions unresolved, and affected electricity users back under emergency cuts. There is no verified date for full restoration. The recovery has advanced in one service while retreating in another.

Kyiv’s power recovery reverses after another Russian energy attack
כפי ששודר
- On October 14, we reported Kyiv’s deadly strikes. Another attack has reversed its electricity recovery.
- Engineers briefly restored predictable electricity cuts. Now affected addresses face emergency disconnections again, while water service and heating follow different paths. How much of Kyiv’s recovery has survived the latest attack?
- DTEK’s morning updates on October 16 covered Kyiv city and three districts of the surrounding region. Bucha, Obukhiv and Fastiv are regional districts outside the capital. At affected addresses, ordinary outage schedules no longer applied.
- Russian strikes hit critical energy infrastructure on the evening of October 15. Portions of Kyiv lost electricity, and fires burned, including at a residential building in Shevchenkivskyi district. Nobody has announced a separate casualty count for that attack.
- Engineers had stabilized Kyiv’s system enough to resume scheduled cuts on October 15. That still meant interruptions, but residents had a schedule. Another attack that evening broke that improvement. Emergency disconnections were reported again the following morning.
- The latest service announcements are from the morning of October 16. DTEK hasn’t supplied a complete current count of people or customers affected, or a reliable end time for emergency cuts.
- Water supply recovered on Kyiv’s right bank. The city’s state administration announced that network supply was restored and pressure met normal standards. Reduced pressure had been reported in four city districts after the attack. Residential hot water has a separate repair problem.
- Homes served by Darnytska CHP-4 faced temporary hot-water suspensions or restrictions announced on October 15. The plant’s operator is Euroreconstruction. Those restrictions were linked to the October 13–14 damage and wider energy-system conditions.
- Restored network pressure doesn’t tell those households when their hot water will return. No restoration deadline has been announced. The restrictions concern damage from the earlier assault, before the distinct attack on the evening of October 15.
- Kyiv began switching on heat for hospitals, schools, kindergartens and other social institutions on October 16. Mayor Vitali Klitschko announced the rollout while repairs still held back parts of the city. Residential buildings weren’t included in that initial citywide announcement.
- Parts of Dniprovskyi and Darnytskyi districts remained excluded because a damaged energy facility needed repairs. Those exclusions covered portions of the districts. Institutions there still had to wait while the rollout began elsewhere.
- Kyiv police raised the earlier attack’s toll to five dead and 36 injured, including a child. That updates the initial figure we reported on October 14: at least three killed and 21 injured. Police haven’t issued a final reconciled city tally.
- Police counted three women killed at the Desnianskyi apartment building. They were 35, 58 and 84. Two further deaths were reported in Holosiivskyi. The five deaths were spread across the city.
- The competing citywide injury figures are 36 and 25. Police also counted 25 injured at the Desnianskyi building, including a child. Those building injuries are included in the police’s 36 citywide. Officials haven’t explained the competing citywide totals.
- Earlier prosecutor figures also changed as casualties were counted. Their morning Desnianskyi snapshot recorded three women killed and 19 injured. Wider prosecutor tallies gave four dead, with either 25 or 27 injured. These counts overlap with the later police figures.
- The earlier two-death building tally and later lower casualty figures cannot be added as separate groups of victims. The outstanding question is a final city ledger for the October 13–14 assault. Those casualties also belong to that earlier attack.
- The October 14 estimate of 600,000 people also carried conflicting geography and services. Some descriptions covered electricity losses across Ukraine. Others placed roughly that number in Kyiv, sometimes including water. None gives a current October 16 outage count.
- Our earlier broadcast used the nationwide electricity estimate. It counted people, and it can’t be converted into households or utility customers. There’s also no verified count of how many people from that original estimate have been reconnected.
- All three principal Kyiv combined heat-and-power plants were reported struck in the October 13–14 assault: Darnytska CHP-4, CHP-5 and CHP-6. These plants produce electricity and heat. CHP-4 took a reported direct ballistic hit.
- Energy facilities in surrounding Kyiv region and Kharkiv region were also targeted. Reports described lost electricity-generation capability at the three Kyiv plants. Their remaining heating functions and repair needs still require plant-by-plant assessments.
- The Air Force counted 39 missiles and 128 drones in that earlier operation. It said four missiles and 115 drones were shot down or suppressed. It also reported impacts at 22 locations and falling debris at eight.
- Suppression can disrupt a weapon without physically destroying it. Descriptions of roughly 40 missiles and more than 100 drones referred to this same barrage. So did the president’s description of 39 ballistic missiles and about 120 drones.
- President Volodymyr Zelenskyy described damage to five large power plants and 26 power-system facilities. He also cited four oil-and-gas facilities. Those categories can overlap, so adding them together would exaggerate the number of separate damaged sites.
- Energy officials have warned that some recently damaged plants might not be repairable before winter. DTEK officials also said Ukraine was better prepared than last year. The return of emergency cuts shows how quickly another strike can undo that preparation.
- Donald Trump announced an immediate energy ceasefire on October 11. Russian energy attacks continued afterward. Russia said the terms remained undefined, and the two sides haven’t publicly confirmed matching terms or a system to verify and enforce them.
- A power plant in Kharkiv was reportedly struck about two hours after that announcement. That was an earlier attack. Russia acknowledged the large overnight operation and described communications and energy targets as serving Ukraine’s military.
- The civilian consequences include deaths in residential neighborhoods and disrupted electricity, water and heat. The announced restraint hasn’t protected those services. Ukraine also said it would resume attacks on Russian oil facilities, and a Ukrainian source said strikes had resumed.
- The missile-warning dispute remains separate. Ukraine’s Air Force said partners warned it about three of four missile waves during the earlier assault. The first wave lacked that warning. Trump denied that the United States had stopped sharing intelligence.
- Zelenskyy later said his generals were told the warning lapse was technical. Ukrainian officials also described satellite connection limits affecting drone missions. Elon Musk said U.S. authorities decide Starshield limits. Accounts differed over how fully service had recovered.
- Kyiv has recovered right-bank water supply and normal pressure, and started heating public institutions. But another attack pushed affected electricity users back into emergency cuts. Homes facing hot-water restrictions and institutions excluded from heating still depend on repairs. Officials haven’t announced a date for full restoration.
