- KPMG billed $425 an hour for work assigned to positions it priced at $35.
- The reported difference totals roughly two million dollars over four months on a public rail consulting contract. The board chair now promises to seek an independent review. Did the prices that won the contract actually govern the work taxpayers were billed for?
- The California High-Speed Rail Authority awarded KPMG a four-year, $24 million financial-advisory contract. The Sacramento-based agency chose the firm through a competition in which its proposed prices helped determine who won.
- KPMG's winning proposal offered an average hourly rate of roughly $200. Its billed average was more than twice that. And nearly half the four-year contract's value had already been spent in the first year, leaving less available for the remaining work.
- The roughly two million dollar estimate covers four months of billing. It compares charges with the winning proposal. Whether those charges broke the signed agreement, or how much was actually paid, still needs to be determined.
- The pricing turned the usual seniority ladder upside down. Under the earlier agreement, senior classifications cost hundreds of dollars an hour. The new proposal priced Managing Directors, Managers and Senior Associates at $35. Meanwhile, the lowest-experience Associate classification rose from $45 under the earlier agreement to $425.
- KPMG says the authority knew its staffing plan before awarding the contract. The company says its December 2024 bid identified each person, their classification under the state's definitions, and their associated billing rate.
- That explanation puts the state's job definitions at the center of the dispute. A person's corporate title can differ from the classification used on a state contract. But the work assigned, the applicable classification and the price charged still have to fit together.
- For Managers and Senior Associates, the proposal listed $35 an hour. Thousands of hours assigned to those roles were billed at the $425 Associate rate. The difference is $390 an hour, more than twelve times the proposed price.
- Seven task orders assigned more than 9,000 hours to Managers and Senior Associates. Thousands of those assigned hours appeared on invoices at the higher rate. The invoices examined contained no staff hour billed at $35. The 9,000-hour assignment total therefore can't simply be multiplied by the price difference to calculate the billing gap.
- CohnReznick Advisory had warned about this risk before KPMG won. It scored higher on technical qualifications but lost by two points because of pricing. Its protest alleged KPMG offered artificially low prices for senior roles it never intended to staff, then planned to bill people under more expensive classifications.
- The protest also singled out KPMG Managing Director Thierry Prate, who signed the contract. It questioned his proposed Partner classification at $460 an hour. Prate and authority CEO Ian Choudri didn't answer emailed questions about the billing.
- Evaluators had already flagged budget concerns and noted that KPMG assigned nobody to the three $35 classifications. The authority nevertheless awarded the contract. Defending that decision, it said the staffing and classifications met the bidding requirements and argued there was no evidence KPMG would fail to honor its prices.
- California's Department of General Services denied the protest. Its hearing officer called the allegation that KPMG intended to charge more than it bid “mere speculation.” That decision addressed the procurement challenge before the invoices now under scrutiny.
- The hearing officer also placed invoice enforcement squarely on the authority's contract managers. They had to check that the work matched the appropriate classification and that payments stayed within that classification's rate.
- The Department of General Services says its role covers procedural compliance with procurement law. It doesn't oversee what agencies actually pay after signing. The rail authority retained that responsibility, including checking whether a different billing title justified a higher charge for the assigned work.
- A second reported discrepancy concerns Managers in years three and four. The reviewed bid listed $36.05 an hour. The signed contract listed $453.20, more than ten times higher. Using that higher price in the bid could have reversed the procurement outcome.
- Those later-year figures are separate from the $35 and $425 comparison. Their unexplained difference also shows why the signed terms matter when deciding whether particular bills were allowed. KPMG says it's investigating the proposal process and contract.
- The authority hasn't given a substantive explanation for the billing differences. Choudri also declined to answer questions in person after a board meeting. The newly disclosed figures became public on October 23, 2026. After publication, Board Chair Steve Kawa promised to seek outside scrutiny.
- Kawa says he'll formally ask the Office of Inspector General to examine the contract, billing practices and the authority's oversight. The office is led by Ben Belnap. It isn't clear yet whether it will take up this specific review.
- The proposed prices helped KPMG win, but whether they legally controlled each disputed bill still needs explaining. An independent review would have to connect the staffing definitions and signed rates with the task orders, invoices and payments. That would determine whether the higher charges were permitted and whether any money should be recovered.
