Trump declared an energy ceasefire. Ukraine reported six energy sites hit.미해결이라고 했던 점
No completed delivery, lasting consumer saving, implemented intelligence suspension or reciprocal energy ceasefire has been established.
미해결October 12 is the next dated test: whether Europe adopts its proposed sanctions while Washington carries out, modifies or abandons its reported intelligence condition.
미해결Europe’s sanctions-adoption test had already been overtaken by the October 12 adoption we reported on October 13; it is not a new result of this assault. Whether Washington implemented the reported intelligence condition remains unestablished, while partner alerts for three later waves demonstrate continued information flows during this attack.52864614

Engineers have replaced emergency cuts with scheduled outages, but nationwide reconnection totals remain unknown after strikes hit power plants, heating infrastructure and homes.

- Ukraine’s State Emergency Service reported three people killed and 21 injured in Kyiv.
- Ukrinform carried Kyiv police’s later count: five killed and 36 injured, including a child, since the previous evening.
All three of Kyiv’s municipal combined heat-and-power plants were hit, according to Ukraine’s government. The Russian assault struck systems that do two essential jobs at once: keep the lights on and supply homes with heat.590
By October 15, engineers had stabilized the capital’s electricity supply enough to replace emergency disconnections with scheduled outages, utility DTEK said. That is progress in managing a damaged network—not the end of the power crisis. Kyiv and the surrounding region were still rationing electricity.597687
President Volodymyr Zelenskyy estimated on October 14 that at least 600,000 people across Ukraine had lost electricity after the assault, which began the previous evening and continued into the morning. That figure means people, not households. It is an initial outage estimate, not a verified count of those still disconnected on October 15; no national reconnection total has been established.1597
On October 13, HeyDay News reported Ukraine’s account that six energy sites had been struck and 33 people injured after Donald Trump announced an immediate energy ceasefire. We also reported Ukraine’s stated two-day pause in refinery attacks, while Moscow’s acceptance and the arrangement’s terms remained unestablished. Those were the figures available then. The subsequent October 13–14 assault brought the much larger outage and expanded damage assessment reported here.36
Damage beyond the electricity meter
The strikes reached Kyiv, the surrounding Kyiv region and Kharkiv, hitting power plants and substations. Zelenskyy specifically identified CHPP-4, also known as the Darnytsia combined heat-and-power plant, as a target that was hit. Regional facilities supplying the capital and central Ukraine were also struck, the government said.664590
Zelenskyy’s initial inventory described significant damage to facilities and equipment at 26 elements of the electricity system and four oil and gas facilities. These remain official assessments, not an independently inspected site-by-site inventory. The four oil and gas facilities should not be mistaken for four refineries.583
The consequences spread through ordinary city life. Water-pressure problems were reported in Pechersk district, alongside transport disruption. Residents described a Kyiv apartment building burning; a nine-storey building in Desnianskyi district was among the damaged homes. Rescuers extinguished fires and cleared debris while energy crews began urgent repairs.59019588
Prime Minister Sergii Koretskyi said railway facilities were attacked in five regions, with advance evacuation preventing injuries at those sites and repairs underway. That reassurance concerned the railway facilities, not the attack as a whole. Residents elsewhere were killed and injured.677
Kyiv’s evolving casualty count
The police account identified three women killed in Desnianskyi district and two people killed in Holosiivskyi district. It covered the successive evening, overnight and morning attack period. It is the later city accounting, but not a complete reconciliation showing how every entry relates to the initial emergency-service tally.712
Intermediate figures need the same care. The Kyiv Independent’s October 14 coverage gave five deaths and 25 injuries; prosecutors reported four deaths and 25 injuries across successive strikes. These are evolving snapshots with differing reporting boundaries, not separate groups of victims to add together.589663
Al Jazeera initially reported at least six deaths nationally; later October 14 headlines from Al Jazeera and CBC gave at least nine. Their available breakdowns do not establish a final national toll exclusively for this overnight energy assault. Neither national figure can be added to Kyiv’s five.61578
What the air-defence figures actually show
Ukraine’s Air Force recorded 39 missiles travelling on ballistic trajectories and 128 drones: 167 aerial weapons altogether. It reported four missiles and 115 drones downed or suppressed. The distinction matters: “shot down” alone is too narrow, because the account includes electronic suppression as well as physical interception. These are operational claims, not independently audited results.645
The reported neutralization shares were roughly 10% for missiles and 90% for drones. But the remainder cannot simply be counted as successful strikes: some missiles failed to reach their targets. The Air Force reported hits at 22 locations and fallen debris at eight, without establishing that those were 30 distinct places.645
The missile inventory included Iskander-M, North Korean KN-23, S-400 and Zircon/Onyx types. Among the drones were 77 jet-powered Shahed-type aircraft, of which 59 were reportedly downed or suppressed. Those are subsets of the overall drone totals, not additional weapons.645
Two October 14 accounts appeared to differ on drone numbers: BBC News reported 128, while The Guardian’s early account gave 120, attributed to Zelenskyy. His original wording was “more than 120”; the Air Force supplied the precise tally of 128. This resolves the apparent discrepancy. Both describe the same assault, not separate waves to combine.122583645
A warning gap, not total silence
Zelenskyy said Ukraine’s systems detected missiles only when they were “already virtually on approach to Kyiv,” and that partners had again provided no early warning. His statement concerned the initial strike, identifying CHPP-4 as the principal target.664
Air Force spokesperson Colonel Yurii Ihnat subsequently clarified on October 14 that the first ballistic wave lacked partner notification, but alerts arrived for the next three waves. The partners were not named. His account is compatible with a missing first warning; it rules out describing the entire night as devoid of partner alerts.646
Whether American pressure explains the gap remains unresolved. Zelenskyy says U.S. military counterparts threatened to block intelligence unless Ukraine stopped striking Russian energy facilities. Trump denies making that threat and says intelligence sharing continued. Foreign Minister Andrii Sybiha also said cooperation continued, suggesting the weapon type could explain the delayed warning.71019
Zelenskyy separately told NPR that generals had been given a technical explanation; CNN reported American officials citing weather. None establishes the cause. A threatened cutoff, an implemented suspension and a missing alert are different propositions, and the reporting does not prove deliberate withholding of this attack warning.148
Ukrainian military accounts also described unannounced restrictions on moving satellite terminals, discussed as military Starlink or Starshield, with a reported threshold around 160 kilometres an hour. An adviser said missions failed; other accounts described disrupted interceptor-drone and weapons links. Elon Musk said the American government controls Starshield limits. Zelenskyy alleged a deliberate slowdown but said he did not know who made the decision.22107
By October 15, defence sources were reporting restored connectivity while moving, with the circumstances still under investigation. That narrower finding does not establish universal restoration of every terminal or removal of every limit. No demonstrated causal chain connects the restrictions to particular casualties in this assault.754753
The ceasefire announcement met its test
Trump’s October 11 announcement promised an energy ceasefire effective immediately, saying both parties had agreed. No publicly established duration, protected-target list, monitoring arrangement or enforcement mechanism accompanied it. The subsequent Russian energy attacks demonstrate that the announcement did not deliver functioning reciprocal protection.5354
On October 15, Zelenskyy said Ukraine’s restraint had lasted three days at Washington’s request, extending the two-day account we reported earlier. He said the pause was over: “The block is out. We’re done.” Further restraint on Russian oil infrastructure, he said, would require additional Patriot missiles. That is a condition and a weapons request, not a confirmed delivery.73
A refinery fire in Russia’s Ryazan region early October 15 supplied a concrete sign of renewed Ukrainian attacks. An anonymous senior Ukrainian official confirmed responsibility to NPR; Russian officials acknowledged the fire but attributed it to intercepted-drone debris. Damage and output effects remain unestablished. This subsequent strike belongs outside the October 13–14 Ukrainian casualty and outage totals.53
For people relying on the damaged network, the immediate test is less ambiguous: how much reliable electricity and heat reaches their homes. Scheduled rationing is an improvement over emergency disconnection. It is not full recovery, and no timetable for complete repairs has been established.597

- On October 13, we reported six energy sites hit. The next assault left at least 600,000 people without electricity.
- The strikes killed residents in their homes and damaged the plants supplying Kyiv with power and heat. Engineers have stabilized the capital's electricity supply enough to replace emergency disconnections with scheduled cuts. How far has recovery reached while attacks on the energy system continue?
- President Volodymyr Zelenskyy gave that initial estimate of at least 600,000 people on October 14. By October 15, utility DTEK said Kyiv had returned to scheduled outages. The surrounding Kyiv region also has outage schedules. Electricity is still being rationed.
- The assault began on the evening of October 13 and continued into the following morning. The six damaged sites and 33 injuries we reported earlier belonged to the preceding account. That earlier broadcast also carried Ukraine's account of a two-day pause in refinery attacks.
- Russian strikes reached Kyiv, the surrounding region and Kharkiv. Power plants and substations were hit. Ukraine's government says all three municipal combined heat-and-power plants in the capital were struck, along with regional facilities supplying Kyiv and central Ukraine.
- The Darnytsia plant, also called CHPP-4, was among the identified targets. These combined heat-and-power plants supply heating as well as electricity. Damage reaches beyond the lights in an apartment to the systems that keep homes warm.
- Zelenskyy's initial damage assessment covered facilities and equipment at 26 elements of the electricity system, plus four oil and gas facilities. Repair crews began urgent work while emergency workers extinguished fires and cleared debris.
- A residential building burned as rescuers worked, and damaged homes included a nine-storey building in Desnianskyi district. Kyiv's Pechersk district experienced water-pressure problems. Transport was disrupted too, as damage to the electricity network affected other services people depend on.
- Prime Minister Sergii Koretskyi said railway facilities were attacked in five regions. He said advance evacuation prevented injuries at those railway sites, and repairs were underway. Elsewhere in the attack, residents were killed and injured.
- Ukraine's Air Force recorded 39 missiles and 128 drones, a total of 167 aerial weapons. It said defenses downed or suppressed four missiles and 115 drones. Those results include electronic suppression as well as physical shoot-downs.
- Those figures work out to roughly ten percent of the missiles and ninety percent of the drones neutralized in the Air Force's account. Some missiles failed to reach their targets. The remaining launch count therefore doesn't translate directly into successful hits.
- The early drone figure was shortened to 120, but Zelenskyy's wording was “more than 120.” The Air Force's precise total was 128. Both describe the same assault, so they belong in a single count.
- The missiles travelled on ballistic trajectories. The Air Force named Iskander-M, North Korean KN-23, S-400 and Zircon or Onyx types. Launches were reported from Russia's Kursk, Bryansk, Voronezh and Rostov regions. The drones included Shahed types, Banderol or Dan-T, Gerbera, Italmas and Parodiya-type decoys.
- The drone force included 77 jet-powered Shahed-type aircraft. Defenses downed or suppressed 59 of those. The Air Force also reported hits at 22 locations and fallen debris at eight locations. Those location counts may overlap.
- Kyiv's initial casualty count was three people killed and 21 injured. Later on October 14, police put the toll since the previous evening at five killed and 36 injured. A child was among those injured.
- Police identified three women killed in Desnianskyi district and two people killed in Holosiivskyi district. They reported 25 injuries in Desnianskyi. The later city total covers successive evening, overnight and morning attacks.
- The casualty figures changed as officials counted victims across different districts and attack periods. Some interim city totals also covered successive strikes. Adding these snapshots would count victims more than once, and officials haven't supplied a complete incident-by-incident reconciliation.
- At least six deaths were initially reported nationwide. Later national totals reached at least nine, and another exceeded ten across overnight and daytime strikes. Their broader coverage prevents a final death toll for this assault alone. None can be added to Kyiv's five.
- Russia's Defence Ministry said its operation targeted energy and communications facilities used by Ukraine's military. Residential buildings were also damaged, and civilians depend on the same power-and-heating network. Zelenskyy described those killed in the attacks he discussed as civilians.
- Zelenskyy said Ukraine detected missiles only as they approached Kyiv, and that partners had again provided no early warning. His account identified CHPP-4 as the main target. The Air Force later clarified what happened during the following waves.
- Colonel Yurii Ihnat, the Air Force spokesperson, said the first ballistic wave lacked partner notification. Alerts arrived for the next three waves. Ukraine received partner warnings during three of the four waves, after the initial gap.
- Zelenskyy says American military counterparts warned that intelligence could be blocked unless Ukraine stopped attacking Russian energy facilities. Trump denies threatening a restriction and says intelligence sharing continued.
- Foreign Minister Andrii Sybiha also said cooperation with the United States continued. He suggested the weapon type could explain the delayed warning. Ukrainian generals were later told there was a technical problem, while American officials cited weather.
- Nobody has explained conclusively why the first warning was missing. Ihnat didn't identify the partner countries. The later alerts show that information continued to arrive during the assault, despite the gap before the first wave.
- Ukrainian military accounts also described unannounced restrictions on moving satellite terminals, used through military Starlink or Starshield. One reported threshold was about 160 kilometres an hour. Officials described disrupted interceptor-drone operations and weapons links, and an adviser said some missions failed.
- Elon Musk said the American government controls Starshield usage limits. Zelenskyy alleged a deliberate slowdown but said he didn't know who made the decision. On October 15, Ukrainian defence sources said connectivity while moving had been restored, after earlier partial improvement.
- The circumstances of the restriction are still being investigated. Nobody has demonstrated that this disruption caused particular casualties in the assault.
- Trump had announced an immediate energy ceasefire on October 11, saying both sides had agreed. Russian attacks on Ukraine's energy system continued. The announcement produced no functioning mutual protection for the facilities struck in this assault.
- Zelenskyy now says Ukraine paused attacks on Russian energy and diesel-related facilities for three days at Washington's request. He says that pause has ended. He would require additional Patriot air-defence missiles for further restraint on Russian oil infrastructure, even if Russian attacks continued.
- A refinery in Russia's Ryazan region caught fire early on October 15, about 300 kilometres southeast of Moscow. An anonymous senior Ukrainian official confirmed Ukrainian responsibility for the attack. Russian officials acknowledged the fire but said intercepted-drone debris caused it.
- The refinery's damage and effect on output haven't been determined. That later attack, and subsequent Russian strikes, fall outside the outage and casualty totals from the October 13–14 assault.
- Kyiv's engineers have restored enough stability to replace emergency cuts with scheduled rationing. DTEK hasn't given a national count of how many initially affected people have been reconnected. A timetable for reliable electricity and heating is still unknown while repairs continue.

- Trump on Truth Social: I have just concluded a highly successful discussion with President Vladimir Putin, of Russia, wherein it was agreed that Russia will immediately supply over 300,000 Tons of Diesel Fuel to the American and Global Marketplace, another 500,000 Tons during the month of November, and 1,000,000 Tons immediately thereafter. Additionally, based on the condition of their Diesel Refineries, Russia will then deliver, within a short period of time, 3,000,000 Tons of Diesel Fuel. Between our TOTAL CONTROL of the Strait of Hormuz, and this great announcement on Russian Energy, Diesel Prices for Americans and, indeed, the World, will be COMING DOWN, IN RECORD NUMBERS, AND FAST! Lower prices for Americans, especially our Great Farmers, Ranchers, and Truckers, is my Greatest Priority. This is a very big and important announcement. Additionally, it must be understood, that Iran will not have a Nuclear Weapon!
- 🇺🇸🇺🇦 President Volodymyr Zelenskyy just called Trump’s diesel deal with Putin an investment in the war. Trump says Friday’s call lets Russia release 300,000 tons of diesel now, 500,000 in November, and another million after that. Treasury issued a temporary license. Zelensky’s reply: "easing sanctions without a real de-escalation deal is obvious weakness. Gifts to Putin will not bring peace. Russia will repay the diesel with more terror." He also stated Ukraine will stop hitting Russian refineries if Russia stops destroying Ukraine’s energy system.
- ⛽ GAS AND DIESEL BOTH MOVE LOWER AGAIN AAA’s October 8, 2026 national averages show regular gasoline at $4.3612 per gallon and diesel at $6.2847. Yesterday, regular was $4.3667 and diesel was $6.3015. AAA Fuel Prices That means regular fell about 0.6 cents, while diesel dropped about 1.7 cents overnight. Diesel is also now more than 24 cents below its September 22 record high of $6.5276. AAA Fuel Prices Source: AAA Fuel Prices #GasPrices #Diesel #Economy #FuelPrices | The Dupree Report
- In 2020, Presidents Putin and Trump jointly stabilized oil prices and markets. Today, they continue their work. The diesel supply agreement showcases the power of economic cooperation between Russia and the US and its benefits to people and the world. Cooperation will prevail.

- Kirill, everyone is obsessing over the diesel. That’s precisely why they’re missing the bigger story. 36 million barrels are the headline. Putin’s leverage over Washington is the story. For years, Washington has lectured the world about sanctions, maximum pressure on Moscow and American energy dominance. Now Russian energy is back in the equation, and Washington has a direct interest in keeping those barrels flowing. Let that contradiction sink in. Putin doesn’t need to outshout Trump, compete with every American oil producer or win a press conference. He needs Russian supply to matter when American economic and political interests are under pressure. The real flex isn’t selling diesel to America. It’s making the self-proclaimed energy superpower confront the limits of its own leverage. So stop looking at the fuel, Kirill. Focus at the strategic calculation. The diesel is what changes hands. The leverage is what matters. And the question is what Putin intends to extract ...

- And the Russian sanctions from 2022?
- Today, at President Trump’s direction, the U.S. Treasury’s OFAC issued an immediate temporary general license authorizing the supply of Russian diesel to the global market through April 7, 2027.
- ⭕️ Russia’s diesel exports collapse under Ukraine’s aerial campaign ➤ In normal conditions Russia exported roughly 800,000–900,000 barrels per day of diesel and gasoil, around 15–17% of the roughly 5–5.5 million b/d global seaborne market, according to Kpler data. ➤ By August, Kpler shows Russian net exports had fallen to around 100,000 b/d, roughly 2% of global seaborne trade. ➤ Combined net gasoil/diesel exports from Russia, Saudi Arabia, the UAE and other Middle East producers fell from about 2.2 million b/d in January to under 500,000 b/d by August, per Kpler. Global seaborne diesel exports were running around 4.5 million b/d, roughly 1 million below the 2022–25 norm. ➤ Ukraine struck Russian refineries at least 21 times in August alone, the most in any month of the war, Bloomberg reported. Russian refining averaged about 3.8 million b/d, near its lowest level in more than two decades, versus a normal summer 5.3–5.5 million b/d. ➤ Moscow has banned di...
- Ukraine gets 5-10 patriots a month now. It’s not a lot.
- Overnight, Russia launched 39 ballistic missiles and more than 120 attack drones at energy and critical infrastructure in Kyiv, the Kyiv region, and Kharkiv. The target was the very energy system covered by the ceasefire announced by President Trump. At least 600,000 people are without power, 30 energy facilities are damaged, and people have been killed and injured. Ukraine asks for strong sanctions on Russia and more Patriot interceptors. Peace comes only through strength.
- Energy workers and rescuers have been working at the sites of last night's attack since early morning. Fires are being extinguished and debris cleared. Crews have already begun urgent repairs at the damaged facilities. Russia targeted energy infrastructure in Kyiv, Kharkiv and the regions with ballistic missiles. In the capital, all three CHP plants were hit. Russia also struck critical facilities in Kyiv region that supply power to the capital and central regions. Sadly, the toll from yesterday evening's strike on a high-rise in Kyiv has risen: two people killed, 25 injured. One more person was killed and one injured in this morning's strike on the capital. My sincere condolences to their families and loved ones. Railway facilities were attacked in five regions. Thanks to advance evacuation, no one was hurt. Repairs are underway. Thank you to the rescuers, police, medics and energy workers, and to everyone helping to deal with the aftermath and support people.
- No warning from partners. Two things can be true at the same time. The US has partially cut off intelligence services to Ukraine. The US is still supporting Ukrainian weapon systems such as the F-16 that rely on US intel.
- Zelenskyy confirms a Western intelligence gap explained the lack of warning prior to the Russian ballistic missile strike yesterday -- with air raid sirens sounding only after six explosions reverberated through Kyiv.
- "Once again, no early warning from our partners."
- Look, Zelensky signalling that the US has cut off all warning of Russian missile attacks on Ukraine.
- An energy ceasefire was offered. The answer: 39 ballistic missiles, 120+ drones, 600,000 people without power. Some answers do not need interpretation.
- Russia could have up to 1,300 ballistic missiles a year. Right now, they have 600–630. We have an approximate understanding of the volume they are counting on from today and through the end of winter. Roughly speaking, they could have 100 ballistic missiles a month. But they are not at that level yet. We are working to weaken their military industry. There are corresponding tasks involving strikes on military targets and other anti-ballistic sanctions. We have become quite effective at intercepting other types of missiles. Our combat aircraft are doing so, and we have more IRIS-T systems now – the relevant systems are in place, and missiles for them are arriving to counter Russian cruise missiles. We have Hawks as well – we are using many different systems to intercept cruise missiles. But ballistic missiles are ballistic missiles. We are now working to ensure that they do not reach those 1,300 – to reduce that number. I wanted to secure 300 missiles for the Patriot systems ...
