Arrests mark a change after Heidi Levine’s beating, but conflicting custody reports and unanswered questions about soldiers’ conduct leave accountability unfinished.
Heidi Levine was still speaking from a hospital bed on October 19, three days after masked men beat her while she covered Palestinians harvesting olives in the occupied West Bank. The American photojournalist described broken vertebrae, a broken rib and a finger injury requiring surgery. She remained too injured to return to work. Police had begun making arrests, but who inflicted those injuries—and why soldiers did not protect her—remained unresolved.12
Israeli police announced ten detentions on Monday, October 19, 2026, in an investigation encompassing Levine’s assault, a separate attack on European representatives and suspected illegal construction. A court subsequently extended suspects’ detention, although published accounts disagree about how many remained held and for how long.1273
That is a concrete change from our October 18 report, which described Levine’s surgery and said no arrests had been announced. It is not yet the answer to the harder question that report left open: who beat her, and what will investigators establish about the forces deployed nearby?
One operation, two separate attacks
Police made pre-dawn arrests in the Binyamin area during Operation Olive Leaf. Contemporary reports describe officers collecting evidence, confiscating vehicles and taking suspects for questioning. Reported suspicions include violence, entering a closed military zone and illegal construction; police have not publicly assigned every allegation to every detainee.2632611
Levine was attacked near Abu Falah, northeast of Ramallah, on October 16. The next day, men carrying sticks and iron bars attacked European representatives and Palestinian olive harvesters near Taybeh. These were consecutive-day assaults at different places, not interchangeable descriptions of one confrontation.212691
The Taybeh delegation included Belgian, French and Polish officials and Catholic Church representatives. A visiting French mayor, Bernard Baudoux, was assaulted, an official vehicle’s window was smashed and a young Palestinian man suffered severe injuries. Israel’s foreign minister condemned the assault while saying the delegation had not coordinated its visit with the military. That caveat neither identifies the attackers nor excuses the violence.491
Even the arrest total needs a timestamp attached. Early Times of Israel coverage counted eight; police then announced ten. An updated Times of Israel article reported eleven. Ten is the verified initial police announcement, not a guaranteed final total. The additional person’s arrest circumstances and custody disposition are not established.314280265
The custody accounts are harder to reconcile. The Guardian reported on October 19 that six men received extensions of three to four days. The Times of Israel’s court report that day put seven of the original ten in custody until Wednesday, October 21. Another October 19 account, published by The State of Israel, described six suspects receiving two-day extensions. These are materially different accounts, not one settled disposition list.1273346
Demócrata separately reported that three of the ten were released under restrictive conditions and another would remain held until October 20. Ynet described three suspects in Levine’s assault being held until October 21, alongside separate extensions concerning the diplomats’ attack. Without the underlying orders and a complete list, successive decisions, different counting and reporting error cannot be distinguished. Arrest and remand are not findings of guilt; conditional release is not a finding of innocence.275274
What the arrests do not explain
Levine, 63, says masked settlers pushed her down, beat her with sticks and repeatedly kicked her after she became separated from the harvesters. She estimated the beating lasted more than ten minutes—not a measured duration—and described it from hospital as an attempted lynching. She believes her helmet and press-marked body armour prevented worse injuries.651
Her account specifies four broken vertebrae, a broken rib and lacerations. Our October 18 report had already described multiple fractured vertebrae and surgery on October 17 for a severe finger injury. The precise vertebra count comes from Levine’s account, not a newly obtained detailed hospital diagnosis. No confirmed discharge date or recovery timetable is established.576
Witness Adele Shoko described rocks being thrown at harvesters, fields being set alight and gunfire before Levine was isolated and beaten with clubs. Shoko also said someone was shot in the thigh, and that Israeli forces used tear gas and fired at Palestinians after arriving. Those accounts do not identify the shooter or establish a final casualty list.5
As we reported on October 18, Levine alleged that soldiers nearby failed to protect her. The military said arriving troops used riot-dispersal means, and its initial review said troops had not witnessed her beating. Its separate account of firing toward someone carrying a sharp object concerned another location; it cannot simply be used to explain the gunfire where Levine was assaulted. The arrests have not resolved that conflict.8032
Whose safety brings an enforcement response?
International demands preceded the operation. US ambassador Mike Huckabee called Levine’s assault a “despicable act of terror” and demanded investigation, arrests and prosecution. Secretary of State Marco Rubio said the images disturbed the United States, which had asked Israel to crack down on the violence. That sequence does not establish which demand prompted the raid, and Huckabee’s characterization is not an announced terrorism charge.65
Benjamin Netanyahu condemned violence while calling Levine’s assault an “alleged attack” and the diplomats’ case “unproven allegations.” His office said the circumstances remained unclear and warned against smearing law-abiding settlers. Investigators still have to identify individual responsibility, but that uncertainty does not erase the established beating and injuries. Levine called his response “a big slap on my face.”61
The sharper test extends beyond foreign victims. Yesh Din executive director Ziv Stahl pointed to the disparity between this enforcement response and Palestinians’ experience of settler violence.
It is telling that it took attacks on foreign nationals to prompt a significant response from Israeli authorities.
The human rights group counted 561 incidents of settler and soldier violence against Palestinians over three weeks since September 27—more than 26 a day, according to the Guardian’s October 19 report. This is a combined settler-and-soldier incident tally across the West Bank, not a casualty count or a settler-only measure. The underlying incident list and exact cutoff are not available here.1
It also cannot responsibly be presented as an increase from the earlier figure of 170. CBS described attacks as “up by 170” without defining the measure, while earlier coverage used 170 as an attack count. Their definitions and cutoffs have not been reconciled.2
Stahl said 94% of investigations into settler violence against Palestinians close without indictments. The account supplies neither the observation period nor the denominator; that statistic cannot predict these detainees’ outcomes. It does explain why an arrest announcement should be judged by what follows, rather than treated as accountability completed.1
The immediate documentary test is the actual custody orders, particularly the differing October 20 and October 21 endpoints, followed by any charges and evidence linking individuals to each assault. The practical test is whether Palestinian families can finish their olive harvest safely. A raid after attacks on foreigners has not yet demonstrated that protection.275273

Ten detentions after West Bank attacks, but Levine’s case remains unresolved
방송 당시 내용
- Israeli police detained ten suspects, and a court extended custody following attacks on foreigners.
- On October 18, we reported masked men attacking Palestinian olive harvesters near Abu Falah. No arrests had been announced by then. The new investigation covers attacks on a journalist and European visitors, alongside suspected illegal construction.
- Investigators now have to connect individual suspects to the attacks and explain what soldiers did.
- Heidi Levine was beaten near Abu Falah, northeast of Ramallah, on October 16. European representatives and Palestinian harvesters were attacked near Taybeh the next day. Police connect both incidents to their investigation in the occupied West Bank.
- Police made pre-dawn arrests in the Binyamin area during Operation Olive Leaf on October 19. They say officers collected evidence, confiscated vehicles and took suspects for questioning. The suspected offenses include violence, entering a closed military zone and illegal construction. Police haven't assigned every allegation to every detainee.
- The court figures differ. Six men received extensions of three to four days in one account. Another puts seven of the original ten in custody until October 21. Those figures haven't been reconciled, and the custody dates differ too.
- Six suspects are also reported to have received two-day extensions. Three of the ten were reportedly released under restrictions, while another custody account puts one detainee in custody only until October 20. Early arrest coverage counted eight. Police announced ten, and an updated total reached eleven. The additional person's circumstances are still unclear.
- Levine says masked settlers pushed her down, beat her with sticks and repeatedly kicked her after she became separated from the harvesters. The 63-year-old estimates the beating lasted more than ten minutes. She described it from hospital as an attempted lynching.
- She says she suffered four broken vertebrae, a broken rib and lacerations. A severe finger injury required surgery on October 17. The specific vertebra count comes from Levine's account. She was interviewed from a hospital bed on October 19 and remained too injured to return to work.
- Levine says her helmet and press-marked body armour prevented worse injuries. She says her camera, phone and bag were taken; another account includes her passport. Her employer has demanded a full, transparent investigation.
- Witness Adele Shoko described rocks thrown at harvesters, fields set on fire and gunfire before Levine was isolated and beaten. Shoko also said someone was shot in the thigh, and Israeli forces used tear gas and fired at Palestinians after arriving.
- Levine says soldiers nearby failed to protect her. The military says arriving troops used riot-dispersal means, and its initial review said troops hadn't witnessed her beating. Its separate account of firing toward someone carrying a sharp object concerned another location.
- The arrests haven't explained the soldiers' response or identified the person who fired the shot described by Shoko. The wider injury totals also remain unsettled.
- Men carrying sticks and iron bars attacked the delegation near Taybeh. They assaulted visiting French mayor Bernard Baudoux, smashed an official vehicle's window and severely injured a young Palestinian man. The group included Belgian, French and Polish officials and Catholic Church representatives.
- Israel's foreign minister condemned that assault while saying the delegation hadn't coordinated its visit with the military. Former Israeli diplomats called for government intervention and protested settler violence. Israeli settlements in the West Bank are considered illegal under international law, a position Israel rejects.
- US ambassador Mike Huckabee called Levine's assault a “despicable act of terror” and demanded investigation, arrests and prosecution. Secretary of State Marco Rubio said the images disturbed the United States, which had asked Israel to crack down on the violence.
- Those demands came before the arrests. That sequence doesn't show which demand prompted the operation. Huckabee's language was his characterization of the attack; prosecutors haven't announced a terrorism charge.
- Benjamin Netanyahu condemned violence but called Levine's assault an “alleged attack” and the diplomats' case “unproven allegations.” His office said the circumstances remained unclear and warned against using disputed incidents to smear law-abiding settlers.
- Levine rejected the suggestion that settlers had been helping her as “such a lie and the biggest insult.” She called Netanyahu's response “a big slap on my face.” Her injuries and beating are established facts, even as investigators work to identify individual assailants.
- Yesh Din counted 561 incidents of settler and soldier violence against Palestinians over three weeks since September 27. That's more than 26 a day. The tally covers both settlers and soldiers across the West Bank, well beyond the two attacks under investigation.
- The earlier figure of 170 can't be used as a matching baseline. Its definition and cutoff remain unclear, so the two numbers don't show a verified increase on a single comparable measure.
- Yesh Din director Ziv Stahl says the response exposes a disparity: attacks on foreign nationals prompted significant enforcement while Palestinians have endured years of settler violence. Levine also says Palestinians across the West Bank face attacks, injury and the loss of property and relatives.
- Stahl says 94 percent of investigations into settler violence against Palestinians close without indictments. She didn't specify the period or total number of investigations. That figure can't predict what will happen to these detainees.
- The custody periods being cited end on October 20 or October 21. The actual court orders are needed to settle who remains held. Investigators still have to identify who beat Levine and explain the soldiers' conduct. Palestinian families still need protection to finish their olive harvest.

- 🇺🇸 “Lifting sanctions doesn’t mean he likes what he is seeing now.” Secretary of State Marco Rubio said Saturday the US is "very disturbed" by video of Israeli settlers beating Washington Post photojournalist Heidi Levine, but offered no consequences beyond asking Israel to act. On Jan. 20, 2025, his first day back in office, President Trump revoked Biden’s executive order authorizing sanctions against Israeli settlers and groups involved in violence against Palestinians in the occupied West Bank. Secretary of State Rubio, when asked about the move today, didn’t express regret, and said that the revocations against violent Israeli settlers didn’t mean he wanted to see violence in the West Bank. Last month, Rubio said "obviously" the US would not join the UK in restricting trade with settlements. The Israeli groups that were removed from sanctions include the following, according to Treasury’s removal list: ➤ Hilltop Youth: Violent settler movement responsible fo...
- Read this figure again and again: an average of 10.9 incidents of settler and soldier violence every day. Today, we are publishing data that illustrate the scale of violence directly linked to the olive harvest: * 21 incidents of violence and physical assaults against olive harvesters * 24 incidents in which settlers or soldiers prevented olive harvesting * 75 incidents of crop theft * 22 incidents of damage to and destruction of olive trees * At least 28 incidents in which soldiers were documented as present In total: 109 incidents of settler and soldier violence across 75 Palestinian communities throughout the West Bank in just 10 days. More than 100 cases of violence against Palestinians documented by Yesh Din before the olive harvest season had even officially begun demonstrate that settler and military violence is not random. Rather, it is part of an Israeli policy with a clear objective: to prevent Palestinians from harvesting their olives, inflict economic harm on Palestinian...
- PM Netanyahu suggests American journalist is lying about being assaulted and kicked by Israeli settlers. He said “footage appears to show Levine knocked down and immediately helped to her feet by the same unidentified individual.” “The investigation must establish the facts, including who initiated the violence.” “We will not allow disputed incidents to be exploited to demonize the hundreds of thousands of law-abiding Jewish residents of Judea and Samaria.” https://t.co/NMSpYswylf
- Surprising nobody, Netanyahu statement on the beating of a Washington Post journalist:
- We appreciate the support we’ve gotten today for our photographer, Heidi Levine, after the brutal and unwarranted attack on her. We reiterate the call for action from the government. Press freedoms are a cornerstone for democracies.
- Email from executive editor Matt Murray to WaPo staff this morning responding to the incident
- To be clear: Some facts are neither in dispute nor unclear. Our photographer was clearly marked as Press. She was clearly beaten. These are not partisan or risible statements, but indisputable. We urge a thorough investigation and accountability.

- Infuriating. Heidi Levine is one of the bravest and hardest working journalists I’ve ever worked with:
- And also, listen to the full experience of the washington post journalist, and watch how her description matches up precisely with what the video captured.

- A Morning of Severe Violence Across the West Bank During the Olive Harvest. Yesh Din new data: 486 incidents of settler and soldier violence over 18 days, September 27- October 14, including 234 directly related to the olive harvest. Soldiers were documented as present in at least 62 incidents (26.5% of all incidents of violence directly related to the olive harvest). Video from the village of Turmusaya this morning shows one of the injured Palestinian farmers, a vehicle set on fire, and soldiers at the scene firing crowd-control weapons at Palestinian farmers. Footage credit: Turmusaya Municipality / Yesh Din
- Over the past two weeks (September 27 - October 10), Yesh Din collected documentation and reports of 377 incidents of settler and soldier violence against Palestinians. An average of approximately 27 incidents of violence per day, occurring in 162 Palestinian communities across the West Bank. Of these incidents, 174 were directly related to the olive harvest, and soldiers were present in 25% of them. The lack of law enforcement against violent settlers and soldiers who attack Palestinian olive harvesters, damage olive trees, and steal the harvest indicates that the obstruction of the olive harvest is part of a broader, systematic Israeli policy aimed at inflicting economic and cultural harm on Palestinians and displacing them from their land.

- The Prime Minister’s Office: The facts surrounding the confrontation near Abu Falah, during which Washington Post photojournalist Heidi Levine was allegedly assaulted, remain unclear and are under investigation. Israel unequivocally condemns violence against anyone—Jews, Arabs, Christians or journalists. Those responsible will be held accountable. But serious questions remain. Reports indicate some 200 Arabs and far-left activists confronted approximately 40 Israeli youths. Footage shows masked individuals on both sides hurling objects, amid reports of fireworks fired at Jewish youths. Other footage appears to show Levine knocked down and immediately helped to her feet by the same unidentified individual. The investigation must establish the facts, including who initiated the violence. We will not allow disputed incidents to be exploited to demonize the hundreds of thousands of law-abiding Jewish residents of Judea and Samaria. The facts must determine the conclusions. Not the h...
- NETANYAHU’S “DELINQUENT YOUTH” JUST BEAT A WASHINGTON POST JOURNALIST Remember Netanyahu’s performance at the UN General Assembly? He dismissed the perpetrators of settler violence as “a handful of delinquent youths,” reportedly numbering around 150. Today, in Abu Falah, those supposedly delinquent youths attacked Palestinian olive harvesters and brutally beat Heidi Levine, a veteran photojournalist working for The Washington Post. They kicked her while she was down and stole her equipment. She was hospitalized. So much for Netanyahu’s fairy tale. These are not merely a few undisciplined teenagers getting into trouble. This is a system of settler violence operating in occupied Palestinian territory, where Palestinian farmers are attacked, olive trees are burned, land is seized, and entire communities are driven from their homes. And the ultimate obscenity? The violence unfolds in the presence of Israeli occupation forces, while Palestinians and journalists bear the con...
- IDF: VIOLENT CONFRONTATION NEAR KHIRBET ABU FALAH DISPERSED, JOURNALIST INJURED IDF and Border Police forces were dispatched Friday to the area near Khirbet Abu Falah following reports of a violent confrontation. According to the IDF, foreign media personnel were present and a female journalist was injured during the incident. The circumstances surrounding her injury are being examined. At a separate location, IDF soldiers fired warning shots before opening fire toward a suspect who allegedly ran at them carrying a sharp object and posed an immediate threat. The confrontation was dispersed. Police and forensic investigators from the Judea and Samaria District are expected to enter the area under IDF protection to collect evidence and testimony. The IDF condemned the violence, calling attacks on innocent civilians “grave and unacceptable,” and said it will work with relevant authorities to eradicate the phenomenon.
- Earlier today, IDF and Israel Border Police forces were dispatched to an area adjacent to Khirbet Abu Falah, following a report of a violent confrontation. Foreign media personnel were present at the scene and a female journalist was injured during the confrontation. All details of the incident will be examined. Upon arriving to the scene, the forces acted to disperse the confrontation using riot dispersal means. At another location where the confrontation took place, IDF soldiers initially fired warning shots into the air and then fired toward a suspect who ran toward them, carrying a sharp object and posed a threat to them. The confrontation was dispersed. Israeli Police forces and forensic investigators from the Judea and Samaria District will enter the area with IDF security to collect findings and evidence, as well as take testimonies. - 📷 Journalist injured near Khirbet Abu Falah: In a separate incident the previous day, IDF and Border Police forces responded to a violent confrontation near Khirbet Abu Falah, where foreign media personnel were present and a female journalist was injured. The IDF said arriving forces used riot-dispersal measures. At another location during the confrontation, soldiers fired warning shots into the air and then toward a suspect who, according to the military, ran toward them carrying a sharp object and posed a threat. The confrontation was dispersed. Police and forensic investigators were to enter under IDF protection to collect evidence and testimony. The military said all circumstances would be examined. The IDF condemned violence against innocent civilians as grave and unacceptable, saying attempts to provoke friction between populations undermine security. It pledged a coordinated response with the relevant authorities. 🌐 https://t.co/tactiIBqoI
- You can tell Jewish Israelis were the aggressors. If Palestinians did anything like this, airstrikes would already be happening. Because the attackers are Jewish, a "multi-agency response" is needed.
- CAN YOU STOP LYING FOR A SINGLE FUCKING SECOND?? The violence of your “juvenile delinquents” is sickening to us all, and your occupation forces protect these domestic terrorists.
