About six million Afghans have returned to Afghanistan in under three years, many forcibly from Iran and Pakistan. The latest report says drought and shrinking foreign aid are leaving returnees’ needs for shelter, livelihoods and education beyond available resources; it does not say the large-scale return process has ceased.
