A father and seven-year-old son are among the dead. As visitors return, new rain and exit rules face an immediate test—and responsibility remains unresolved.
Już ustalone
- Seven accused have been remanded to police custody; inspections have begun and new crowd-management directions have been issued.
Seven-year-old Ayans Kumar Srivastava and his father, Abhishek, 38, were among those killed at Kolkata’s Chorbagan Durga Puja pavilion. Their names appear in subsequent reporting on the victims—a reminder of what is at stake as visitors return to festival venues and officials begin checking the arrangements meant to bring them home safely.138
The response has now moved beyond promises of an investigation. On October 18, a local court sent seven accused people to ten days of police custody. Inspectors began visiting other pavilions, and Kolkata Police issued specific instructions for managing rain, admissions and crowd movement. These are substantive changes. Whether they are consistently enforced remains unestablished.23
In our October 17 report, we described detentions, the closure of Chorbagan and a proposed judge-led inquiry. Organisers elsewhere were being urged to improve exits and lighting. The new inspections and operating rules give those warnings practical substance, but neither an arrest nor an inspection establishes that responsibility has been settled or another venue is safe.
Make the exits usable first
The safety committee started at Santosh Mitra Square near Sealdah station and also visited Tala Pratyay in north Kolkata. Members examined entry and exit gates, lighting and crowd-management arrangements. Their wider assignment includes reviewing structural safety at major festival pavilions across West Bengal.132127
Fire Services Director General Anuj Sharma described a committee decision to keep food stalls away from gates and end separate VIP entry, making that route available as another exit when crowds swell. Officials also stressed wider exits, adequate lighting and removal of bottlenecks created by temporary rope enclosures.132
This is more than a symbolic rebuke to special treatment. Popular pavilions can have relatively clear special-access lanes while ordinary visitors face the main crowd; some sell passes for that access. Turning such a lane into an exit can increase usable escape capacity. But a direction to abolish separate access is not evidence that every venue has done so.23
The police’s eleven-point advisory addresses another immediate danger: sudden changes in movement during rain. Entrances must close, visitors already inside must be brought out safely, and officers must remain at their posts even in a downpour. Admissions must reflect conditions, lighting must be adequate, and VIP vehicles must park at a designated distance.23
Personnel must also monitor organisers’ announcements and prevent abrupt route changes. Each officer and constable is to coordinate with five or six committee volunteers, with ropes, guardrails and small loudspeakers ready. Nine experienced Indian Police Service officers have been assigned crowd-management duties. These measures address how a crowd is directed, rather than treating the people caught in it as the problem.23
Temporary closures or entry restrictions were announced at Tala Pratyay, Alipore Sarbojanin, Chetla Agrani, Ballygunge Sarbojanin and Santosh Mitra Square. Some Salt Lake committees suspended visitor entry, and an Allen Park show on Park Street was cancelled. Other pavilions began receiving visitors again on October 18. Those dated announcements are not a live closure list: no venue-by-venue record establishes reopening permissions or the changes completed beforehand.133142
A warning is not a collapse
The crush occurred on October 17, during Maha Saptami, at the Chorbagan Sarbojanin pavilion, also known as Sarada Park, in north Kolkata. Rain and dense crowds recur throughout the preliminary accounts. Police now describe narrow gates and a narrow approach road, inadequate police and private security staffing, no clear crowd plan and reliance on verbal instructions. People reportedly tried to escape through the entrance. These remain investigative assessments, not findings tested in court.5
Police say they have video of an announcement telling visitors to leave because the structure was about to collapse. Investigators were trying to identify who made it and why. Evidence of that warning does not establish that a collapse occurred. Other preliminary accounts describe private security staff blowing whistles; their precise sequence relative to the rain, announcement and crowd movement remains unsettled.5142
Chief Minister Suvendu Adhikari’s October 18 account also changes the earlier emphasis on an exit gate. He described one opening used for both entry and exit, divided by a hand-held rope, and alleged that temporary home guards dropped it and sought shelter when rain began. He described dim lighting and requested the guards’ names. That is his account, not a completed forensic reconstruction.23
Investigators collected CCTV footage and witness statements, and forensic experts gathered evidence on Saturday night. Further forensic visits and survivor interviews were planned for Sunday; completion of every planned step has not been established. Nor has the evidence settled how quickly emergency help reached everyone.5
The seven arrested include the committee secretary and vice-president and two private security employees. The newer account gives 14 people initially detained, seven subsequently arrested, superseding the earlier uncertain detention estimate. Police opened a case at Girish Park including culpable homicide not amounting to murder. Custody is not a finding of guilt.23142
Accountability must also reach the decisions behind the arrangements. Adhikari said organisers and permission-issuing authorities would be examined. Locals alleged officers were concentrated near VIP access. Academic Mukulika Banerjee separately argued in a DW interview that police had been diverted to other duties, including Home Minister Amit Shah’s visit. Neither allegation establishes a cause; both require deployment and command decisions to be examined rather than assumed.2352
The proposed judge-led investigation remains separate from both the criminal case and the preventive inspection committee. Adhikari said the Chief Secretary would seek the Calcutta High Court’s permission and Kolkata Police officials would be excluded because their role was under question. No appointed judge or constituting order has been established. Earlier “task force” and newer “special investigation team” wording do not demonstrate that two judicial inquiries exist.127142
One part of our earlier account also needs qualification. We reported Jayanta Banerjee’s resignation as a post-crush consequence. The Hindu’s October 18 account instead identifies him as a former general secretary who resigned in July after fifteen years. Those accounts are not reconciled, so his departure cannot safely be counted as a consequence of the disaster.23
Families still need clear answers
The casualty record is more specific, but incomplete. The BBC reported at least 17 deaths on October 17; DW reported 19 on October 18. The later police-shared list described by The Hindu contains 19 deceased people. That subsequent count supersedes the earlier minimum, but does not explain why Adhikari’s initial written statement gave 17 while his hospital remarks gave 19—or establish a final reconciled toll.1223
The list description identifies 13 female victims, including two minors. A separate account gives four children and eleven women. Age and sex categories can overlap, but the full register was not available to reconcile them. Our earlier provisional demographic breakdown should no longer be read as complete.23142
Injury figures still measure different things: 25 receiving treatment, about 35 transported to Calcutta Medical College Hospital and earlier estimates around 40. They cannot be added together. Fourteen patients were transferred to Apollo Hospitals; The Week’s October 18 afternoon account described twelve as stable and five in intensive care. Those categories can overlap. There is no verified outcome for the patient described as critical in our previous report.3142140
The state promised ₹25 lakh and a government job—now specified as a Group D post—for each deceased victim’s family. Its earlier injury package promised ₹5 lakh and full treatment costs. Separate national relief announcements offered ₹2 lakh per deceased person’s next of kin and ₹50,000 per injured person. These remain announcements, not verified payments or appointments.5233
Adhikari said on October 18 that he planned to visit bereaved families over the following two days and hand over cheques. For those households, that is the next concrete test of the response. For returning festival visitors, it is whether a usable exit, a staffed post and an intelligible announcement are actually there when conditions change.142

Kolkata Crush: Seven Arrested as New Crowd Rules Face Their First Test
Wersja z emisji
- Police have arrested seven people after Kolkata's deadly festival crush.
- On October 17, we reported detentions and a promised investigation. Visitors are returning as inspectors check exits and police impose rain rules. The test is whether those changes protect crowds and lead to accountability.
- Inspectors began at Santosh Mitra Square near Sealdah station and also visited Tala Pratyay in north Kolkata. They examined entry and exit gates, lighting and crowd plans. Their wider assignment includes structural safety at major festival pavilions across West Bengal.
- Fire Services chief Anuj Sharma said food stalls must stay away from gates. He also described a committee decision to end separate VIP entry, freeing that route as another way out when crowds swell.
- Chief Minister Suvendu Adhikari also called for an end to special-access lines. At popular pavilions, those lanes can remain relatively clear while ordinary visitors face the main crowd. Some venues sell passes for that access.
- Turning a privileged lane into an exit can give people another escape route. Organisers have also been told to widen exits, improve lighting and remove bottlenecks created by temporary rope enclosures. Officials haven't shown that every venue has made those changes.
- Police's eleven-point advisory requires entrances to close during rain, with visitors already inside brought out safely. Officers must stay at their posts, even in a downpour. Admissions must match conditions, and venues must have adequate lighting.
- Police must monitor organisers' announcements and prevent abrupt route changes. Each officer and constable must coordinate with five or six committee volunteers. Ropes, guardrails and small loudspeakers must be ready. VIP vehicles must park at a designated distance.
- Nine experienced Indian Police Service officers have been assigned crowd-management duties. They come from traffic, intelligence and investigative posts. Kolkata has roughly 3,500 festival pavilions, making staffing decisions consequential far beyond the venue where the crush happened.
- Tala Pratyay announced a temporary closure, citing administrative instructions. Alipore Sarbojanin, Chetla Agrani and Ballygunge Sarbojanin also suspended or restricted entry. Santosh Mitra Square's committee asked people not to visit for the time being.
- Some Salt Lake committees stopped admitting visitors, and an Allen Park show on Park Street was cancelled. Other pavilions began receiving visitors again on Sunday. Those October 18 announcements can't tell visitors which venues remain closed now, or what changed before reopening.
- Gatherings on roads around Chorbagan are prohibited until October 20 under an order from Police Commissioner Ajay Kumar Nand. Police dispersed onlookers at the site. Some residents requested permission for worship without celebrations; senior officials were to consider that request.
- The subsequent police-shared list contains 19 people who died. On October 17, we reported a minimum of 17, alongside conflicting official remarks giving 19. The later list doesn't explain that earlier difference or settle a final toll.
- The list describes 13 female victims, including two minors. A separate breakdown gives four children and eleven women. Those age and sex categories can overlap. The earlier provisional description of the victims should no longer be treated as complete.
- Among those killed were seven-year-old Ayans Kumar Srivastava and his father, Abhishek, who was 38. A seven-year-old girl had also been identified in the earlier official account.
- Injury figures still don't line up. Earlier figures counted 25 receiving treatment and about 35 transported to Calcutta Medical College Hospital. Other estimates reached about 40. Sunday's totals still use 25, or more than two dozen. These measurements overlap and can't be added together.
- Fourteen patients were transferred to Apollo Hospitals. Sunday afternoon's hospital update described twelve as stable, with five in intensive care. A stable patient can still need intensive care. There's still no update on the patient earlier described as critical.
- Police say video captures an announcement telling visitors to leave because the structure was about to collapse. They're trying to identify who made it and why. Investigators haven't confirmed that a collapse occurred.
- The crush happened during Maha Saptami on October 17 at the Chorbagan Sarbojanin pavilion, also known as Sarada Park. It's near Muktaram Babu Street and Chittaranjan Avenue in north Kolkata. Rain and dense crowds feature throughout the preliminary investigation.
- Police describe narrow gates and a narrow approach road, inadequate police and private security staffing, and no clear crowd plan. They say instructions were handled verbally and people tried to escape through the entrance. These are preliminary investigative findings.
- Adhikari now describes one opening used for both entry and exit, divided by a hand-held rope. He alleges temporary home guards dropped the rope and sought shelter when rain began. He also described dim lighting and requested the guards' names.
- Those guards had also worked during the 2024 and 2025 festivals. Adhikari's account changes the earlier emphasis on an exit gate, but investigators still have to reconstruct the sequence. Other preliminary accounts describe private security staff blowing whistles.
- Rain, the collapse warning and whistles may all have affected movement. Police haven't established their precise order. Investigators collected CCTV and witness statements, and forensic experts gathered evidence Saturday night. Further forensic visits and interviews with survivors were planned for Sunday.
- A local court sent seven accused to ten days of police custody on October 18. They include the committee secretary and vice-president, and two private security employees. Fourteen people had initially been detained; seven were subsequently arrested.
- Police opened the case themselves at Girish Park, including a charge of culpable homicide not amounting to murder. The allegations still have to be tested in court. The investigation is also to examine organisers and the authorities that approved the arrangements.
- Locals have also alleged that officers were concentrated near VIP access. Investigators need to examine staffing and command decisions alongside admission planning and venue approval. Responsibility extends to the decisions that shaped the arrangements people encountered.
- The proposed judge-led inquiry still needs the Calcutta High Court's permission. Adhikari said the Chief Secretary would write to the Chief Justice. He also said Kolkata Police officials would be excluded because their own role is under question.
- The preventive inspection committee is already working. The separate judicial investigation still awaits permission and an appointed judge. Earlier references to a task force and the newer special investigation team wording describe that proposal; they don't mean two judicial inquiries have been appointed.
- On October 17, we reported that Jayanta Banerjee resigned after the crush, taking moral responsibility. That timing is now disputed. His resignation is also dated to July, after fifteen years as general secretary, so it can't safely be counted as a consequence of the disaster.
- Academic Mukulika Banerjee argues that police were diverted to other duties, including Home Minister Amit Shah's visit. That's an allegation about deployment, rather than an investigative finding about the cause. Shah's planned hospital visit did take place at Apollo.
- Opposition parties accuse the administration of inadequate emergency arrangements and ruling-party influence over the committee. Those accusations, and the administration's focus on organisers, still need to be tested against who authorised the venue and deployed its staff.
- The state promised 25 lakh rupees and a government job for each deceased victim's family. The newer description specifies a Group D post. Injured people were promised five lakh rupees each, with the state covering their full treatment costs.
- Prime Minister Narendra Modi separately announced two lakh rupees for each deceased person's next of kin and 50,000 rupees per injured person. Those national relief payments are separate from the state's promises.
- Durga Puja continues, with restricted admissions where necessary and subdued Bijoya observances. A toned-down post-festival gathering with Kolkata and suburban committees is planned for October 26. At the venues, enforcement of the new rain and exit rules is still the immediate test.
- Adhikari said on October 18 that he planned to visit bereaved families over the next two days and hand over compensation cheques. Families are still waiting for confirmation that the promised money, treatment support and government jobs have been delivered.

- #WATCH | Kolkata's Chorbagan Sarbojanin Durga Puja stampede incident | West Bengal Minister Umesh Rai says, "...Those inclined toward politics will find an opportunity to play politics anywhere; however, I believe that in such adverse circumstances, the most significant humanitarian gesture is to stand by those who are injured and the families who have lost their loved ones. It would be far better to keep politics out of this. As for a message—organizers at all Puja pandals should consider increasing the number of entry and exit points. In areas where crowds are dense or where pandals have been set up in poorly lit (dark) spaces, proper lighting arrangements must be made. With Durga Puja set to continue for the next three to four days, if you notice an excessive crowd at your pandal, take immediate steps to manage it.
