An elevated South Fork gauge and continuing heavy rain sharpened the downstream threat. Flooding near the Wailua River mouth remained unconfirmed by late afternoon.

- A reproduced weather service bulletin extended the island-wide warning until 5:45 p.m. HST. It also reported the South Fork’s rapid rise, with eastern Kauaʻi rainfall of 1 to 2 inches an hour.
- The latest supplied update described the South Fork gauge as elevated, with further rises expected, and retained the scheduled 5:45 p.m. endpoint.
The South Fork Wailua River rose rapidly as heavy rain fell over eastern Kauaʻi, sending a warning downstream toward the Wailua River mouth. The National Weather Service reported the rise as an observation. Flooding near the mouth was a threatened consequence—not a confirmed one.2
By 4:24 p.m. Hawaii Standard Time on October 31, 2026, the weather service described the South Fork gauge as elevated and expected further rises as heavy rain continued. Its latest update listed rainfall of 1 to 2 inches an hour over Kauaʻi and kept the island-wide flash flood warning’s scheduled endpoint at 5:45 p.m.1
That left a consequential gap between what the river was doing and what had been established downstream. At this report’s cutoff, approximately 4:35 p.m. HST, no verified report established that floodwater had reached roads or homes near the Wailua River mouth. The absence of a documented impact was not evidence that the area was safe.
In our earlier report, aired at approximately 1:25 p.m. HST on October 31, we described heavy rain, a rising Hanalei River and expected flooding near Hanalei Bridge. That account did not establish flooding at the Wailua mouth. The development here is the South Fork’s reported rise and the specific downstream threat within a warning that covered the whole island.
How the Wailua threat developed
- October 31, 1:20 p.m. HST2
An update to the existing warning reported a rapid rise along the South Fork Wailua River and identified the Wailua River mouth as a flood concern. Rain over eastern Kauaʻi was falling at 1 to 3 inches an hour.
- October 31, 2:19 p.m. HST2526
A reproduced weather service bulletin extended the island-wide warning until 5:45 p.m. HST. It also reported the South Fork’s rapid rise, with eastern Kauaʻi rainfall of 1 to 2 inches an hour.
- October 31, 4:24 p.m. HST1
The latest supplied update described the South Fork gauge as elevated, with further rises expected, and retained the scheduled 5:45 p.m. endpoint.
A high river, an unconfirmed impact
The South Fork feeds the Wailua River, which reaches the coast on eastern Kauaʻi. The early-afternoon warning put the area near that river mouth among the places facing potential flooding. Its language said flash flooding was ongoing or expected to begin shortly, but did not establish which of those conditions applied specifically at the mouth. It would be wrong to turn that combined warning into a report that the neighborhood was already flooded.2
The gauge description has a similar limit. “Elevated” establishes the weather service’s assessment that the river was high; it does not supply a height, a numerical rate of rise or a comparison with a flood threshold. The agency expected more rises while heavy rain continued, making the direction of the threat clear even without those measurements.1
USGS identifies the South Fork monitoring location near Lihue as station 16060000. No verified October 31 stage or discharge reading was established for this report. The available station listing ended on October 22, and the available NOAA gauge excerpt supplied no reading. Neither can fill in the river’s numerical condition during this event.3334
The rainfall figures also describe intensity, not accumulation. The early-afternoon rate of 1 to 3 inches an hour concerned eastern Kauaʻi; the late-afternoon rate of 1 to 2 inches an hour concerned rain over the island. Those observations came at different times and with different geographic descriptions. They do not tell readers how much rain fell across the Wailua watershed over the whole storm.21
The closure was at another river
There was a documented change to the road picture we had left unresolved earlier: the later weather service alert said Kūhiō Highway remained closed near Hanalei Bridge. That is important for travel, but it is a different river crossing. A Hanalei closure establishes nothing about whether roads near the Wailua mouth were flooded, open or passable.1
The warning extension also resolves part—but not all—of the earlier uncertainty about timing. The previous scheduled expiration of 2:45 p.m. was superseded by the extension to 5:45 p.m., documented in reproduced bulletin text and reported by the Honolulu Star-Advertiser. That establishes that the warning continued beyond its earlier window; it does not establish when it ultimately ended.2527
Our cutoff fell before that latest scheduled endpoint. A complete subsequent cancellation or modification history has not been established, so 5:45 p.m. should be treated as a checkpoint for another update, not an all-clear. The practical questions remained whether the upstream rise brought water into low-lying places near the Wailua mouth, and whether rain and river conditions required the warning to continue.
A flash flood warning concerns flooding that is occurring or could begin shortly in streams, roads and low-lying areas; it does not mean every place named is already underwater. Nor does a lack of confirmed damage make a crossing safe. The applicable guidance is direct: do not cross fast-flowing or rising water, on foot or in a vehicle.2

South Fork Wailua rises rapidly as Kauaʻi flood warning is extended
Wersja z emisji
- The South Fork Wailua River rose rapidly, adding a downstream flood threat. Heavy rain is feeding the river, and people near its mouth face the risk of flooding. Whether that rise has flooded roads or homes downstream is still unresolved.
- We reported the threatened Hanalei crossing earlier on October thirty-first, at about one twenty-five in the afternoon. That report described a rising river and expected flooding near the bridge. The fresh development is the rise along the South Fork Wailua.
- The warning covers the entire island of Kauai. Within that broad alert, the South Fork observation adds a specific concern for the Wailua river system.
- The South Fork feeds the Wailua River, which reaches the coast on eastern Kauai. The concern downstream is the area near the river mouth, where the earlier warning identified a potential flood impact as heavy rain continued.
- Rain was falling over eastern Kauai at one to three inches an hour in the early-afternoon update. Later, the warning described one to two inches an hour. Those figures describe how hard it was raining at different times, rather than the storm's total rainfall.
- The South Fork's rapid rise was described as an observation. The National Weather Service included it in the afternoon warning extension, alongside heavy rain over eastern Kauai at one to two inches an hour. That put the river itself at the center of the concern.
- By late afternoon, the weather service described the South Fork gauge as elevated and expected further rises as heavy rain continued. An elevated gauge tells people the river is high, but a numerical reading would be needed to describe its height or compare it with a flood threshold.
- The warning's scheduled endpoint moved from two forty-five to five forty-five in the afternoon. The extension answers whether the warning continued beyond its earlier window. Five forty-five became the next scheduled checkpoint for an update on the flood threat.
- The late-afternoon update kept that five forty-five endpoint. Our cutoff was about four thirty-five, before the scheduled expiration. A later extension or cancellation would change that schedule, so the time alone can't tell residents when conditions became safe.
- Water near the Wailua River mouth is the unresolved consequence of the upstream rise. The warning identified a threat there, but nobody has confirmed whether floodwater reached roads or homes near the mouth by our late-afternoon cutoff.
- The warning also said Kuhio Highway was closed near Hanalei Bridge. That crossing is on a different river. A closure there doesn't tell drivers whether roads near the Wailua mouth are flooded or passable.
- The South Fork rose rapidly, and the later warning described an elevated gauge. The downstream threat remained serious enough to warn about. But the river's rise still hadn't been tied to a confirmed flood impact at the Wailua mouth.
- The South Fork has a monitoring station near Lihue. No numerical river height for October thirty-first is available here to show how far it rose. The warning's description of further expected rises remains the practical concern while heavy rain continues.
- A flash flood warning means flooding is happening or could begin shortly in streams, roads and low-lying areas. Conditions can differ from one location to another. Don't cross fast-flowing or rising water on foot or in a vehicle.
