Russian strikes kill five in Kyiv, contradicting Trump’s energy ceasefire claim
The reported Kyiv toll reached five dead and 36 injured, while Zelenskyy estimated at least 600,000 people were without power nationwide. Neither side had confirmed the energy truce Trump announced.

Donald Trump said an energy ceasefire between Russia and Ukraine was effective immediately on October 11. Three days later, Ukraine was reporting damaged power infrastructure, burning apartments and at least 600,000 people without electricity. The contradiction is stark—but it is a contradiction of Trump’s claim, not proof of a breach of verified bilateral terms. Neither country had confirmed the agreement he said was already in force.48512
Russian missile and drone strikes on the evening of October 13 and overnight into October 14 killed five people and injured 36 in Kyiv, according to the latest supported citywide report, published by Ukrainska Pravda at 11:50 local time and attributed to police and prosecutors. Those remain developing figures, not a final accounting. Energy infrastructure was also hit in the surrounding Kyiv region and Kharkiv.8012
On October 8, we reported deadly Russian attacks across Ukraine, including the destruction of an apartment block in Pryluky. This is a new assault, with separate casualties. Last week’s deaths do not belong in this attack’s toll.
A burning building, a changing toll
The combined attack began around 18:00 Kyiv time on October 13 and continued into the early morning. An initial missile wave reached Kyiv at about 22:40. A missile struck a nine-storey residential building in Desnianskyi district, setting apartments ablaze and forcing residents on upper floors to evacuate. The wave’s approximate arrival time is not a separately verified impact time for that building. A warehouse was reported burning, and early accounts identified a struck power facility as Kyiv’s combined heat-and-power plant No. 4.87123192
The casualty count rose as bodies were found and injuries documented. A preliminary building-specific update at 00:29 recorded one death and 13 injuries. An early Desnianskyi account subsequently reported two deaths and 21 injuries, with 16 people hospitalized and four in serious condition. A death in a non-residential building in Holosiivskyi then brought the early Kyiv death count to three. These were successive, partly district-specific snapshots—not numbers to add together.192848183
The BBC’s initial emergency-service-attributed account carried at least three dead and 21 injured. It has been superseded. Kyiv police’s 08:15 update reported three dead and 32 injured citywide; the later police-and-prosecutor-attributed report reached five dead and 36 injured. Other intermediate reports carried different pairings, but selecting a death count from one and an injury count from another would manufacture a tally no authority actually issued.17880
Some details remain unreconciled. Police reported 25 injuries in Desnianskyi, while prosecutors’ 08:50 snapshot gave 19 and said three women had been killed there. Police and early mayor-related accounts described an injured girl as eight; prosecutors described her as seven, with cuts and burns to an arm. The differing ages do not establish that two children were injured.788480
Firefighting, rescue work and clearance continued into the morning. No verified declaration that searches had ended or final missing-person count is available. Police also documented damage to vehicles, an office, a café, a library, a stadium and a school, alongside residential buildings. The building’s street address, number of destroyed apartments and exact structural damage are not established.7880192
Power cuts without a return time
The nationwide outage estimate comes from President Volodymyr Zelenskyy’s October 14 statement. Its English wording counts people—not households, customer accounts or separate outages—and the figure is not confined to Kyiv. He warned that outages could become more widespread. It is a snapshot of disruption, not a ceiling on it.227
Zelenskyy described significant damage to facilities and equipment at 26 power-system sites and four oil-and-gas sites. That makes 30 energy-related facilities, not 30 power stations. The count does not establish how much generating capacity was lost or how many sites were destroyed.27
Prime Minister Sergii Koretskyi said all three of Kyiv’s municipal combined heat-and-power plants were attacked and struck. These plants produce electricity and heat. He also described hits on energy facilities in Kharkiv and its surrounding area, and infrastructure in the Kyiv region supplying the capital and central regions. There is no plant-by-plant assessment establishing equal damage, total destruction or repair deadlines.98102
Emergency electricity cuts affected Darnytskyi, Dniprovskyi, Pecherskyi and Solomianskyi districts and part of Holosiivskyi. In affected areas, emergency restrictions displaced ordinary stabilization schedules: a familiar timetable could no longer tell residents reliably when power would return. Household scheduling restrictions and industrial limits were also implemented or continued in several regions, while transport restrictions were reported without a complete service-impact assessment.73694
What the defenses did—and missed
Ukraine’s Air Force counted 39 missiles and 128 drones across the combined assault, not Kyiv alone. Its account described missiles of several types approaching on ballistic trajectories; Zelenskyy called them ballistic missiles. The drone total included attack UAVs and decoys. The reported defensive result was four missiles and 115 drones shot down or suppressed. Suppression is not necessarily physical destruction, and some other missiles did not reach their targets.868789
A separate weakness was the missing partner warning before the initial missile wave. Zelenskyy criticized that failure, saying, “Once again, no early warning from our partners.” But the subsequent Air Force clarification was narrower than an absence of warnings all night: spokesperson Colonel Yurii Ihnat said partners provided warnings for the following three missile waves. Ukrainian systems detected the initial missiles as they approached.191123187
The cause of that first-wave failure remains unclear. It does not establish a deliberate intelligence-sharing shutdown. Officials continued to describe sharing as ongoing, technical problems were discussed, and the United States denied a cutoff. A missing warning is consequential enough without turning it into an unproven explanation.190194
An announcement is not an agreement
Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed. Do not break it!
Trump’s October 11 announcement was categorical and immediate. No detailed published terms, fixed end date, enforcement mechanism or mutually confirmed bilateral agreement was established. Zelenskyy called the announcement “news for me” and expressed readiness for a reciprocal arrangement: Ukraine would stop attacking Russian energy infrastructure if Russia stopped attacking Ukrainian energy and critical infrastructure. Readiness was not confirmation that a deal had taken effect; Russia had not confirmed acceptance.485157
The October 13–14 assault hit precisely the kind of infrastructure Trump said a ceasefire would protect. It undermines the claim that a working energy truce was already in place. Calling it a breach of agreed terms would imply a confirmed agreement the reporting does not establish.
For residents, the practical test is less ambiguous: whether homes are safe, injured people recover and electricity returns. The final casualty accounting, exact plant damage, restoration timetable and explanation for the first-wave warning failure remain unresolved. So does any actual reciprocal agreement to stop energy strikes. An announcement has supplied none of those answers.

Kyiv’s power recovery reverses after another Russian energy attack
ஒளிபரப்பானபடி
- On October 8 we reported Pryluky’s destroyed apartment block. Now Russian strikes have killed five people in Kyiv.
- President Volodymyr Zelenskyy says at least 600,000 people across Ukraine are without electricity. Homes and energy infrastructure have been hit, three days after Donald Trump announced an immediate energy ceasefire. What protection does that announcement offer while the strikes continue?
- Russian missiles and drones hit Kyiv, its surrounding region and Kharkiv. The five deaths belong to this new evening-and-overnight assault. The casualties from the earlier attacks, including Pryluky, belong to last week’s toll.
- A missile set apartments ablaze in a nine-storey residential building in Kyiv’s Desnianskyi district. Residents on the upper floors were evacuated. A warehouse was also reported burning, and a key power facility was hit.
- Early accounts identified that power facility as Kyiv’s combined heat-and-power plant Number Four. These plants produce electricity and heat. The assault began around six in the evening on October 13 and continued into the early morning of October 14.
- The first missile wave reached Kyiv at about twenty to eleven that night. That gives the wave’s approximate arrival, rather than an exact impact time for the apartment building. Firefighting, rescue work and clearance continued into the morning.
- The emergency service’s early tally was at least three dead and 21 injured. Police later counted three dead and 32 injured. By late morning, the reported total, drawing on police and prosecutors, reached five dead and 36 injured. It’s still developing.
- Rescuers found another body in the damaged apartment building as the death toll rose. An early building-specific update had counted one death and 13 injuries. A later Desnianskyi update counted two deaths and 21 injuries, with 16 people hospitalized and four in serious condition.
- Prosecutors later counted three women killed and 19 people injured in Desnianskyi. Police had counted 25 injuries there earlier. Nobody has explained that difference. Those are overlapping district snapshots, so adding them would count some people twice.
- In Holosiivskyi district, a death in a non-residential building initially brought Kyiv’s total to three. Later information put that district’s deaths at two. Other updates carried four deaths with 25 or 27 injuries. They were intermediate snapshots, before the latest five-death total.
- A girl was injured in Desnianskyi. Early police and mayor-related accounts said she was eight. Prosecutors later said seven, describing cuts and burns to an arm. Her reported age still differs between those accounts.
- Police also documented damage to vehicles, an office, a café, a library, a stadium and a school, alongside residential buildings. The harm extends beyond the burning apartments and the electricity network.
- Zelenskyy says at least 600,000 people across Ukraine are without power. That’s his nationwide estimate of people affected. He warned that outages could spread further as the consequences of the damage unfold.
- The energy damage reaches beyond Kyiv. Zelenskyy described significant damage to facilities and equipment at 26 power-system sites and four oil-and-gas sites. Together, that’s 30 energy-related facilities, covering different parts of the energy system.
- Prime Minister Sergii Koretskyi says all three of Kyiv’s municipal combined heat-and-power plants were struck. He also described hits around Kharkiv and on infrastructure in the Kyiv region that supplies the capital and central regions.
- DTEK introduced emergency electricity cuts in Darnytskyi, Dniprovskyi, Pecherskyi and Solomianskyi districts, and part of Holosiivskyi. In affected areas, emergency restrictions displaced the ordinary stabilization schedules. A planned timetable no longer guaranteed when the lights would come back.
- Ukrenergo also implemented or continued hourly household restrictions and industrial limits in several regions. The household limits covered between half a scheduling group and two groups. Those categories determine which consumers face restrictions. Transport restrictions were reported too.
- Russia launched 39 missiles and 128 drones across the combined attack, Ukraine’s Air Force says. Those totals cover the whole assault, with Kyiv, the Kyiv region and Kharkiv among its main directions.
- The Air Force says it shot down or suppressed four missiles and 115 drones. That makes 119 targets neutralized. Suppression can stop a weapon without physically destroying it, and the Air Force says some other missiles didn’t reach their targets.
- The missiles included Iskander-M, KN-23, S-400, Zircon and Oniks types. The Air Force described them approaching on ballistic trajectories. Zelenskyy called the 39 ballistic missiles. Launch areas included Russia’s Kursk, Bryansk, Voronezh and Rostov regions.
- The drone force included Shahed variants, other attack drones and decoys. Within the overall drone totals, 77 were jet-powered, and 59 jet-powered drones were shot down or suppressed. These are subsets of the attack-wide figures.
- The Air Force recorded impacts at 22 locations and intercepted-target debris at eight locations. Those categories may overlap. They describe where weapons or debris landed across the assault.
- Ukraine received no partner warning for the first missile wave. Air Force spokesperson Colonel Yurii Ihnat says partners did warn about the next three waves. Ukrainian systems detected the initial missiles as they approached.
- Zelenskyy criticized the missing warning, saying, “Once again, no early warning from our partners.” Officials described intelligence sharing as continuing while technical problems were discussed, and the United States denied a cutoff. The cause of that first-wave warning failure is still unclear.
- Russia’s defence ministry says the communications and energy facilities served Ukraine’s armed forces and military industry. It named four power plants around Kyiv and two in Kharkiv among its targets. That military-use claim hasn’t been confirmed.
- Russia’s target list covers plants around Kyiv, while Koretskyi described the city’s three municipal plants. Those counts cover different categories. The residential impacts remain part of the attack’s consequences, whatever military role Russia claims for the energy facilities.
- Trump announced on October 11 that an energy ceasefire was effective immediately. He said, “Both parties have agreed. Do not break it!” Three days later, Russian strikes hit the energy infrastructure that announcement claimed to protect.
- Zelenskyy called the announcement “news for me.” He said Ukraine was ready to stop attacking Russian energy infrastructure if Russia stopped attacking Ukrainian energy and critical infrastructure. Russia hadn’t confirmed acceptance, and Ukraine hadn’t confirmed that an agreement was already in force.
- The strikes contradict Trump’s claim that a working energy ceasefire was already in place. A reciprocal agreement still needs confirmation from the countries fighting. Meanwhile, energy workers are repairing the damage, and nobody has given a firm completion time for restoring electricity after this attack.
