Montreal’s animal intake forecast tops 10,000 as household pressures reach shelters

In its first year serving all 19 boroughs, Proanima forecasts admissions about 20 percent above Montreal’s decade-long average. Financial pressure is part of its explanation, but the intake total cannot show how much.

Montreal’s first year under a citywide Proanima animal-service network has brought sustained pressure, not just a seasonal rush. By July, the shelter was already reporting admissions at or above expectations, with housing difficulties pushing some people to surrender pets unwillingly. Now Proanima expects more than 10,000 animals to enter its care by the end of 2026—and warns that unaffordable veterinary treatment could make next year’s arrivals harder to care for. 5 1

The forecast, reported by CTV News on November 2, is about 20 percent above Montreal’s annual average over roughly the previous decade. Around 8,000 animals had entered Proanima’s care since January. Those numbers establish substantial demand. They do not establish how many households have given up an animal because they could no longer afford it. 1 4

  1. ~8,000Animals admitted since January 14
  2. More than 10,000Forecast admissions by year-end 2026 1
  3. ~20%Above Montreal’s decade-long annual average 14

The distinction matters because several routes lead through the shelter’s doors. Proanima receives stray animals, abandoned animals and pets surrendered by their owners. Most of the approximately 8,000 admissions described in Radio-Canada’s October 27 report were cats. An admission count is therefore neither a count of households relinquishing pets nor a measure of financially driven surrenders. 15 4

Proanima identifies household financial strain as one contributor to rising demand, alongside greater public awareness of its services. More residents knowing where to seek help can bring more animals into recorded care without demonstrating an equivalent rise in abandonment. The shelter’s account points to several pressures converging on one service; the available figures do not separate their effects. 1

When household strain becomes shelter work

The concern about veterinary bills is more specific than the overall intake forecast. Executive director Anny Kirouac warns that owners unable to afford treatment could surrender more animals in poorer health over the coming year. That is a prospective warning—not a finding that incoming animals are already sicker, and not a quantified explanation for this year’s increase. 1

Housing has already featured in the shelter’s account of demand. In its July 22 report, CityNews described people surrendering pets unwillingly because they were having difficulty finding somewhere to live. Kirouac said admissions were as high as, or higher than, expected. That earlier pressure gives the autumn forecast a longer history, but it does not tell us what share of the year’s admissions came from housing problems. 5

Montreal’s own guidance identifies veterinary costs and an animal’s health among reasons people give up pets. These are concrete ways household difficulties can become animal-care problems. The missing step is measurement: there is no verified breakdown here showing how many Proanima admissions resulted from veterinary bills, housing difficulties or other financial pressures, and no documented dollar total for treatment owners could not afford. 19 1

For a household, keeping a pet requires more than being willing to care for it: housing and treatment must remain within reach. For a shelter, the consequences may extend beyond another occupied space. If Kirouac’s warning is borne out, animals could need more care when they arrive. The annual admission tally alone would not capture that change.

A wider service, an unfinished count

This is also the first year of a changed service arrangement. Proanima took over animal services for all 19 Montreal boroughs in January; its announcement set January 1, 2026, as the start of the citywide service. The centre’s May 8 public event was a later milestone, not the beginning of that responsibility. 1 17 14

The Montreal centre stands at 9350 boulevard Pie-IX in Villeray–Saint-Michel–Parc-Extension. Proanima lists its floor area as 3,620 square metres, or approximately 39,000 square feet. That is a substantial physical base, but a building’s dimensions do not reveal how many animals it can safely accommodate or how full it is. The available reporting supplies no current occupancy figure, kennel count or overflow total with which to measure a capacity shortfall. 15

The historical comparison needs similar care. The projected 20 percent increase is measured against Montreal’s annual average over roughly a decade—not against 2025, and not against Proanima’s own previous-year workload. It gives the expected citywide demand context while this first year under the new arrangement is still unfolding. 1 4

Nor do the two published forecasts show a fresh jump in expected admissions. Radio-Canada reported an estimate of about 10,400 on October 27; CTV’s November 2 account described the outlook more broadly as more than 10,000. Those are compatible descriptions of the same expected scale. Neither is a completed year-end count. 4 1

Wildlife work adds another demand on the service. Proanima says interventions are more than twice the level of the previous five years, according to CTV’s report. But the comparison has not been clarified as a typical year, an annual average or the five years combined. It should not be read as a precise annual growth rate—or as evidence of more owners surrendering pets because of costs. 1

The next test is not simply whether the final 2026 total clears 10,000. A useful account will also distinguish the kinds of cases entering care, the reasons owners surrender animals and their health at admission. The forecast tells Montreal how much demand its animal service expects. Those further measures would show what is driving it—and whether the warning about untreated illness is becoming reality.

  1. Proanima has taken around 8,000 animals into its care since January.
  2. The shelter expects more than 10,000 admissions by the end of 2026. That's about 20 percent above Montreal's annual average over roughly the past decade. Proanima says household financial strain is contributing to the demand.
  3. What's still unclear is how much of that increase comes from families who can no longer afford their pets.
  4. Most of the roughly 8,000 animals admitted by late October were cats. Proanima takes in animals found stray, animals abandoned by their owners, and pets that people bring in to surrender. Each kind of case contributes to the total.
  5. So the admission count covers several routes into the shelter. It can't tell us how many households gave up a pet because of veterinary bills. Proanima also points to greater public awareness of its services. More people knowing where to seek help can bring more animals through its doors.
  6. Proanima's late-October estimate put the expected year-end total at about 10,400 animals. The November forecast describes it more broadly as more than 10,000. Both describe the same expected scale of demand, with the final count still to come.
  7. The 20 percent comparison uses the city's annual average over roughly a decade. That gives the forecast some historical perspective. But Proanima is also handling a changed service arrangement, with responsibility across the entire city for the first time this year.
  8. Proanima took over animal services for all 19 Montreal boroughs in January. The citywide service was announced to begin January 1. Its centre on boulevard Pie-IX serves that wider area, bringing the city's animal-care needs into one service network.
  9. The centre held a public event on May 8, several months after the citywide service began. It's in Villeray–Saint-Michel–Parc-Extension, in the north of Montreal. The building gives the service a substantial physical base, while annual admissions measure the flow of animals through its care.
  10. Proanima lists the centre's floor area as 3,620 square metres, or about 39,000 square feet. How close it is to capacity depends on the space and care each animal needs. Proanima hasn't given a current occupancy figure.
  11. For a household, the pressure can arrive before an animal reaches the shelter. Finding somewhere to live with a pet can be difficult. Paying for treatment can create another obstacle. Montreal's own guidance identifies veterinary costs and an animal's health among reasons people give up pets.
  12. Proanima was already handling admissions at or above expectations in July. Executive director Anny Kirouac described that pressure on July 22, when some people were surrendering pets unwillingly because they were having trouble finding housing.
  13. Kirouac now warns that owners who can't afford veterinary treatment could surrender more animals in poorer health over the coming year. That would add care needs as well as admissions. Her warning concerns what could happen next, and the year-end intake total alone won't show whether it happens.
  14. Proanima also says wildlife interventions are more than twice the level of the previous five years. It hasn't explained whether that comparison uses a typical year, an annual average, or the five years combined. Wildlife work adds another demand on the service.
  15. Financial pressure is one explanation Proanima gives for rising demand, alongside greater awareness of its services. How much each contributes is still unclear. The completed 2026 figures will test the intake forecast. A breakdown of the cases, and the animals' health when they arrive, would show how that demand is changing.
