No completed delivery, lasting consumer saving, implemented intelligence suspension or reciprocal energy ceasefire has been established.
ยังไม่ชัดเจนCompleted delivery and lasting consumer savings remain unverified; an implemented blanket intelligence suspension and a functioning reciprocal energy ceasefire also remain unestablished. Reports describe communications restrictions, but Trump denied stopping intelligence sharing, and Ukraine said Russian attacks continued during its pause.843354847
October 12 is the next dated test: whether Europe adopts its proposed sanctions while Washington carries out, modifies or abandons its reported intelligence condition.
ยังไม่ชัดเจนThe October 12 checkpoint was already past when our October 15 report aired; subsequent SBS reporting described an EU sanctions announcement, but does not establish final adoption of the precise proposal we flagged. The disposition of Washington’s reported intelligence condition remains unresolved, and Trump denied that intelligence sharing had stopped.3648

Trump signed the executive order on October 16, 2026, two days before the measures were scheduled to begin. It suspends much of a law he signed less than a month earlier, withholding new pressure on Russian energy revenue, foreign purchasers and other Russian interests. Lawmakers have introduced bipartisan legislation to block the diesel arrangement, but Congress has not enacted a reversal.2027835
On October 15, we reported Treasury’s temporary permission for qualifying Russian-diesel transactions, unresolved questions about the import restrictions, and no confirmed buyer, contract or delivery. The change now is broader sanctions relief and a concrete legislative challenge—not evidence that an announced fuel arrangement has become an operating trade.

A pause, not a repeal
The distinction matters: the Graham Act remains law, and other existing US sanctions remain in place. The delayed package reaches beyond diesel to Russia’s energy sector, financial institutions, officials and oligarchs, and the shadow fleet of tankers sustaining its exports. Described targets include Vladimir Putin and Russian-government-controlled entities. There is no complete, verified provision-by-provision accounting of what the order leaves enforceable.27283226
The package also seeks leverage over foreign purchasers of Russian energy, with China and India among the major buyers discussed. One verified clause, 22 USC 10813(a), requires action within 30 days of September 18 to raise duties on all US goods imports from covered countries to a rate of “up to 100 percent ad valorem.” That is a ceiling, not a mandatory flat 100% charge—and its reach extends beyond fuel. The complete country-selection rules have not been verified.28828
Reporting differs on the tariff provisions. ABC News’s October 17 broadcast described a 500% tariff on imported Russian fuel; Reuters reported that day on duties of up to 100% on the five largest Russian oil and gas importers. The verified country-based clause supports the latter rate ceiling, but does not establish whether the accounts describe separate provisions. A corresponding operative 500% fuel-duty clause has not been confirmed.2529828
Congress did give the president waiver authority. Section 10815 permits waiving sanctions, restrictions and duties subject to conditions, including advance submission to Congress and written national-interest certification. Trump invoked that rationale, but a detailed public explanation—and evidence of compliance with every statutory condition—has not been established. The law separately requires an initial review of potentially covered people and vessels within 30 days, then every 180 days; that requirement is not itself a list of what Trump waived.85382930
The BBC reports that the waivers last “until further notice.” An unnamed Republican senator told SBS News that Trump wanted 60 days to assess tariffs’ effects on the US and global economies, including those affecting India. That is an explanation of an intended assessment, not a verified expiration date.322
Three legal layers, no completed purchase
Treasury’s October 9 General License 135 is a separate instrument. It concerns the sale, delivery, offloading and importation of Russian-origin diesel, authorizing qualifying activity under two sets of sanctions regulations, subject to exceptions. Trade reporting places its endpoint at April 7, 2027, but the complete exclusions and expiry clause have not been independently verified. It is not unrestricted permission to transact through every bank or with every Russian entity.254306261
Nor does the broader executive waiver settle the separate 2022 import-law question. The Ending Importation of Russian Oil Act remains unchanged. Susan Collins said Congress was not consulted in advance about the diesel arrangement; The Hill’s Alexander Bolton argued that the absence of consultation violated the law’s waiver requirements. Don Bacon also said buying Russian diesel would violate US law. These are consequential legal objections, not a reported court judgment resolving how the statute, Treasury license and later waiver interact.8253417
Legal permission also cannot manufacture available fuel. Trump announced the arrangement on October 9 and said Putin had agreed to supply diesel “immediately.” Yet no buyer, executed purchase contract, completed shipment or payment has been established. Statements have alternated between the American and global marketplace and the world market, leaving the destination unsettled.843
The quantities are not a reliable delivery schedule either. CNBC reported a proposed 4.8 million metric tons, nearly 36 million barrels. An October 17 OilAuthority account referred to 1.8 million tonnes pledged; Bolton estimated less than four million tons. The figures may cover different periods or components, but no verified contract reconciles them. They cannot safely be added together or described as delivered fuel.83484034
Comparisons with US consumption range from about one day to roughly ten days or under two weeks. The one-day conversion has not been independently validated. Russian officials’ estimate of two or three weeks for delivery, relayed by Bloomberg, is likewise not a confirmed arrival timetable. Permission to trade remains several steps removed from usable supply.3483783427
The price case is similarly prospective. NPR reported a Goldman Sachs estimate of a $1–$2-per-barrel wholesale-price effect. The full benchmark, assumptions and duration are unclear, and the forecast is not a measured US retail diesel-price saving. Former US sanctions coordinator Daniel Fried also questioned whether the arrangement would lower prices, suggesting its political usefulness could exceed its economic result. That is his interpretation, not an established motive for Trump’s decision.5183724
Congress objects, but has not reversed
Volodymyr Zelenskyy accused Trump of “rewarding Putin,” warned that withholding pressure could encourage Russia to continue the war, and urged support for restoring the measures. He argues the diesel proposal offers little price or supply relief while potentially financing Russia’s war and creating a precedent for gas deals. Kremlin envoy Kirill Dmitriev welcomed the suspension as an opening for dialogue. Neither response establishes an economic or military effect already measured.19283526
On October 15, five House Republicans—Bacon, Brian Fitzpatrick, Michael McCaul, Dan Newhouse and Joe Wilson—and 17 Democrats urged Trump to cancel the arrangement. Their signatures on that letter do not make them sponsors of the blocking bill. Fitzpatrick separately pledged a discharge-petition effort to force a House vote, but no completed petition or scheduled blocking vote has been established.836850
Meeks introduced the Prohibit Corrupt Russia Oil Deals Act on October 16. Its announced provisions would prohibit the US International Development Finance Corporation from investing in Russian energy; other descriptions include revoking Treasury licenses and mandating Russian-energy sanctions. The complete clauses and exceptions have not been established. Introduction is a substantive step, but it does not cancel the license or restore the waived package.844845
Zelenskyy says talks with US negotiators continue, although he expects sanctions relief toward Russia to continue too. No agreement to restore the measures has emerged. For now, the administration has withheld imminent additional pressure on Moscow without demonstrating the promised delivery or lasting saving for fuel buyers. That is the imbalance its policy still has to justify.15843

Russian Diesel Tankers Turn Away, Leaving Trump’s Delivery Promise Unproven
ตามที่ออกอากาศ
- On October 15, we reported temporary permission for Russian diesel. Trump has now suspended most new Russia sanctions. He signed the broader waiver on October 16, two days before the measures were due to start.
- The decision holds back new pressure on Russian energy revenue while the administration promotes Russian diesel as relief from expensive fuel. Lawmakers have introduced a bill to block that arrangement. Will the easing deliver usable fuel and meaningful savings for buyers?
- Trump signed the sanctions law less than a month before putting most of its new measures on hold. Its name is the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. Congress enacted it on September 18.
- The law remains enacted, alongside other existing US sanctions. The delayed package reaches Russia's energy sector, financial institutions, officials and oligarchs. Its described targets also include Putin, Russian-government-controlled entities and the shadow fleet of tankers sustaining Russian exports.
- China and India are among the major Russian energy buyers discussed as targets of the package. The intended pressure extends through foreign purchasers, reaching trade that supplies Moscow with revenue while Russia continues its war against Ukraine.
- One provision allows duties of up to 100 percent on all goods imported from covered countries. That ceiling reaches beyond fuel. The wording allows a rate up to 100 percent, rather than requiring a flat 100 percent charge.
- The law requires action within 30 days of September 18. Descriptions identify major Russian oil and gas buyers, sometimes the five largest. The precise country-selection rules aren't clear enough to identify every country that would qualify.
- The tariff descriptions also differ: 500 percent on Russian fuel, versus up to 100 percent on imports from covered countries. A separate 500 percent fuel-duty provision hasn't been confirmed, and it's unclear whether these descriptions concern different provisions.
- Congress gave the president authority to waive sanctions, restrictions and duties, subject to conditions. Those include submitting material to Congress before a waiver, with written certification that it serves the national interest. Trump invoked that national-interest rationale.
- He hasn't publicly explained in detail why withholding these measures serves that interest. The law also requires an initial review of potentially covered people and vessels within 30 days, then every 180 days, followed by sanctions on those who qualify.
- The 2022 Russian-energy import restriction remains unchanged. Treasury's diesel license permits qualifying activity under specified sanctions regulations. Trump's later order withholds much of the new sanctions package. A proposed US import still has to satisfy the restrictions that apply to it.
- The broader waiver reportedly lasts until further notice. A Republican senator says Trump wants 60 days to assess tariffs' effects on the US and global economies, including those affecting India. That explanation supplies no confirmed expiration date for the order.
- Treasury issued General License 135 on October 9. It concerns the sale, delivery, offloading and importation of Russian-origin diesel. Its authorization applies under two sets of sanctions regulations and includes exceptions, limiting which transactions can qualify.
- The license's reported endpoint is April 7, 2027, separate from the broader waiver's open-ended duration. Its conditions still restrict the transactions permitted. The license gives companies a legal opening, while leaving the separate import-law dispute unresolved.
- Susan Collins says Congress wasn't consulted in advance about the diesel arrangement. Critics argue the 2022 import law requires presidential justification and consultation for a waiver. Don Bacon says buying Russian diesel would violate US law. No court ruling has resolved that dispute.
- Trump announced the arrangement on October 9 and said Putin had agreed to supply diesel immediately. Early announced quantities included 300,000 tons immediately and another 300,000 in October, followed by 500,000 in November and a further million afterward.
- Later proposed totals grew, but they still haven't become a confirmed contractual schedule. The differing quantities may cover different periods or parts of the arrangement. They can't safely be added together.
- Proposed totals range from 1.8 million tonnes to 4.8 million metric tons, with the larger figure described as nearly 36 million barrels. Another estimate puts the amount below four million tons. None of those figures represents confirmed deliveries.
- Consumption comparisons conflict too, ranging from about one day's US diesel use to roughly ten days or under two weeks. The one-day conversion hasn't been confirmed. Russia's roughly ten-percent share of global seaborne diesel before the war also says little about available supply now.
- Russian officials estimate delivery could take two or three weeks. Nobody has confirmed a completed shipment or payment. Trump has alternated between the American and global marketplace and the world market, leaving the destination and delivery timetable unclear.
- A buyer and executed purchase contract still haven't been identified. The legal permissions create an opportunity to trade. Whether companies actually use it will determine how much additional fuel reaches buyers and how much revenue Russia receives.
- One forecast puts the possible price effect at one to two dollars per barrel. Its benchmark and duration are unclear. Buyers haven't received a demonstrated US retail diesel-price saving that can be attributed to either the arrangement or the broader waiver.
- Volodymyr Zelenskyy calls the waiver wrong and accuses Trump of rewarding Putin. He argues the diesel proposal would do little for prices or global supply, while potentially funding Russia's war and opening the way to future gas deals.
- He warns that withholding sanctions could encourage Moscow to continue the war and urges support to restore the pressure. He says US negotiations are continuing, although he expects sanctions relief toward Russia to continue. No agreement to restore the measures has emerged.
- Former US sanctions coordinator Daniel Fried also questions whether the arrangement will lower prices. He suggests its political usefulness could exceed its economic result. Kremlin envoy Kirill Dmitriev welcomes the suspension as an opening for dialogue. Those are competing judgments about its consequences.
- Republican critics include Thom Tillis, Lisa Murkowski and John Cornyn, alongside Collins. Democrat Richard Blumenthal rejects the national-security rationale. Republican objections also challenge the fuel-price argument, warning against pursuing cheaper fuel by putting money into Putin's pocket.
- Twenty-two House members urged Trump to cancel the arrangement on October 15. The five Republicans were Don Bacon, Brian Fitzpatrick, Michael McCaul, Dan Newhouse and Joe Wilson. Seventeen Democrats joined them. A bipartisan blocking bill followed on October 16.
- Those letter signatories aren't automatically sponsors of the bill. Fitzpatrick separately pledged on October 10 to seek a House vote through a discharge petition, a procedure for bringing legislation to the floor. A blocking vote hasn't been scheduled.
- Gregory Meeks introduced the Prohibit Corrupt Russia Oil Deals Act. Its announced provisions would bar the US International Development Finance Corporation from investing in Russian energy. Other descriptions include revoking Treasury licenses and requiring sanctions on Russian energy.
- Congress hasn't enacted a reversal, and introducing the bill leaves the Treasury license in place. Most new sanctions pressure scheduled for October 18 has been withheld. The promised fuel delivery and lasting savings for buyers still haven't been demonstrated.

- Trump on Truth Social: I have just concluded a highly successful discussion with President Vladimir Putin, of Russia, wherein it was agreed that Russia will immediately supply over 300,000 Tons of Diesel Fuel to the American and Global Marketplace, another 500,000 Tons during the month of November, and 1,000,000 Tons immediately thereafter. Additionally, based on the condition of their Diesel Refineries, Russia will then deliver, within a short period of time, 3,000,000 Tons of Diesel Fuel. Between our TOTAL CONTROL of the Strait of Hormuz, and this great announcement on Russian Energy, Diesel Prices for Americans and, indeed, the World, will be COMING DOWN, IN RECORD NUMBERS, AND FAST! Lower prices for Americans, especially our Great Farmers, Ranchers, and Truckers, is my Greatest Priority. This is a very big and important announcement. Additionally, it must be understood, that Iran will not have a Nuclear Weapon!
- 🇺🇸🇺🇦 President Volodymyr Zelenskyy just called Trump’s diesel deal with Putin an investment in the war. Trump says Friday’s call lets Russia release 300,000 tons of diesel now, 500,000 in November, and another million after that. Treasury issued a temporary license. Zelensky’s reply: "easing sanctions without a real de-escalation deal is obvious weakness. Gifts to Putin will not bring peace. Russia will repay the diesel with more terror." He also stated Ukraine will stop hitting Russian refineries if Russia stops destroying Ukraine’s energy system.
- ⛽ GAS AND DIESEL BOTH MOVE LOWER AGAIN AAA’s October 8, 2026 national averages show regular gasoline at $4.3612 per gallon and diesel at $6.2847. Yesterday, regular was $4.3667 and diesel was $6.3015. AAA Fuel Prices That means regular fell about 0.6 cents, while diesel dropped about 1.7 cents overnight. Diesel is also now more than 24 cents below its September 22 record high of $6.5276. AAA Fuel Prices Source: AAA Fuel Prices #GasPrices #Diesel #Economy #FuelPrices | The Dupree Report
- In 2020, Presidents Putin and Trump jointly stabilized oil prices and markets. Today, they continue their work. The diesel supply agreement showcases the power of economic cooperation between Russia and the US and its benefits to people and the world. Cooperation will prevail.
- BREAKING: New York Harbor wholesale diesel fell approximately 4.5% following the diesel supply agreement between Presidents Putin and Trump. The power of working together to stabilize markets and benefit the people. 🇷🇺🤝🇺🇸

- Kirill, everyone is obsessing over the diesel. That’s precisely why they’re missing the bigger story. 36 million barrels are the headline. Putin’s leverage over Washington is the story. For years, Washington has lectured the world about sanctions, maximum pressure on Moscow and American energy dominance. Now Russian energy is back in the equation, and Washington has a direct interest in keeping those barrels flowing. Let that contradiction sink in. Putin doesn’t need to outshout Trump, compete with every American oil producer or win a press conference. He needs Russian supply to matter when American economic and political interests are under pressure. The real flex isn’t selling diesel to America. It’s making the self-proclaimed energy superpower confront the limits of its own leverage. So stop looking at the fuel, Kirill. Focus at the strategic calculation. The diesel is what changes hands. The leverage is what matters. And the question is what Putin intends to extract ...

- And the Russian sanctions from 2022?
- Today, at President Trump’s direction, the U.S. Treasury’s OFAC issued an immediate temporary general license authorizing the supply of Russian diesel to the global market through April 7, 2027.
- ⭕️ Russia’s diesel exports collapse under Ukraine’s aerial campaign ➤ In normal conditions Russia exported roughly 800,000–900,000 barrels per day of diesel and gasoil, around 15–17% of the roughly 5–5.5 million b/d global seaborne market, according to Kpler data. ➤ By August, Kpler shows Russian net exports had fallen to around 100,000 b/d, roughly 2% of global seaborne trade. ➤ Combined net gasoil/diesel exports from Russia, Saudi Arabia, the UAE and other Middle East producers fell from about 2.2 million b/d in January to under 500,000 b/d by August, per Kpler. Global seaborne diesel exports were running around 4.5 million b/d, roughly 1 million below the 2022–25 norm. ➤ Ukraine struck Russian refineries at least 21 times in August alone, the most in any month of the war, Bloomberg reported. Russian refining averaged about 3.8 million b/d, near its lowest level in more than two decades, versus a normal summer 5.3–5.5 million b/d. ➤ Moscow has banned di...
- Ukraine gets 5-10 patriots a month now. It’s not a lot.
- Overnight, Russia launched 39 ballistic missiles and more than 120 attack drones at energy and critical infrastructure in Kyiv, the Kyiv region, and Kharkiv. The target was the very energy system covered by the ceasefire announced by President Trump. At least 600,000 people are without power, 30 energy facilities are damaged, and people have been killed and injured. Ukraine asks for strong sanctions on Russia and more Patriot interceptors. Peace comes only through strength.
- Energy workers and rescuers have been working at the sites of last night's attack since early morning. Fires are being extinguished and debris cleared. Crews have already begun urgent repairs at the damaged facilities. Russia targeted energy infrastructure in Kyiv, Kharkiv and the regions with ballistic missiles. In the capital, all three CHP plants were hit. Russia also struck critical facilities in Kyiv region that supply power to the capital and central regions. Sadly, the toll from yesterday evening's strike on a high-rise in Kyiv has risen: two people killed, 25 injured. One more person was killed and one injured in this morning's strike on the capital. My sincere condolences to their families and loved ones. Railway facilities were attacked in five regions. Thanks to advance evacuation, no one was hurt. Repairs are underway. Thank you to the rescuers, police, medics and energy workers, and to everyone helping to deal with the aftermath and support people.
- No warning from partners. Two things can be true at the same time. The US has partially cut off intelligence services to Ukraine. The US is still supporting Ukrainian weapon systems such as the F-16 that rely on US intel.
- Zelenskyy confirms a Western intelligence gap explained the lack of warning prior to the Russian ballistic missile strike yesterday -- with air raid sirens sounding only after six explosions reverberated through Kyiv.
- "Once again, no early warning from our partners."
- Look, Zelensky signalling that the US has cut off all warning of Russian missile attacks on Ukraine.
- An energy ceasefire was offered. The answer: 39 ballistic missiles, 120+ drones, 600,000 people without power. Some answers do not need interpretation.
- Russia could have up to 1,300 ballistic missiles a year. Right now, they have 600–630. We have an approximate understanding of the volume they are counting on from today and through the end of winter. Roughly speaking, they could have 100 ballistic missiles a month. But they are not at that level yet. We are working to weaken their military industry. There are corresponding tasks involving strikes on military targets and other anti-ballistic sanctions. We have become quite effective at intercepting other types of missiles. Our combat aircraft are doing so, and we have more IRIS-T systems now – the relevant systems are in place, and missiles for them are arriving to counter Russian cruise missiles. We have Hawks as well – we are using many different systems to intercept cruise missiles. But ballistic missiles are ballistic missiles. We are now working to ensure that they do not reach those 1,300 – to reduce that number. I wanted to secure 300 missiles for the Patriot systems ...
