The independent MP remains critically injured at The Alfred. The reported loss answers part of the earlier medical uncertainty, while her prognosis and the collision’s motive remain unresolved.

- Haines has reportedly lost one leg, remains critically injured and is receiving treatment aimed at saving the other.
Helen Haines has suffered a permanent loss, but the medical emergency is not over. The independent federal MP has lost one leg after being struck by a vehicle outside her Wangaratta electorate office, and surgeons at Melbourne’s Alfred Hospital are working to save the other, ABC News reports.1
Haines, 65, remains critically injured after overnight emergency surgery. The loss of a limb is the gravest new development since our October 19 report, which described her critical injuries, transfer to Melbourne and the arrest of a 43-year-old man, but could not establish what the operation had achieved. It answers part of that uncertainty—not whether her remaining leg can be saved or what her wider recovery might involve.12
The new medical information comes from news reporting; no direct bulletin from her treating clinicians has been established. The reports do not identify which leg she lost, the precise procedure or its timing, or whether further operations will be needed. There is no established rehabilitation timetable or date for a return to parliamentary work.
Two reported impacts, an unfinished reconstruction
The collision happened on Murphy Street, outside Haines’s electorate office in north-eastern Victoria, while she was retrieving items from the boot of her own vehicle. Our earlier account placed it at approximately 3:35pm local time on Monday, October 19, consistent with newer accounts describing about or just after 3:30pm.15
Witnesses described a white Toyota LandCruiser entering Murphy Street, making a U-turn and hitting Haines, pinning her against her car. They said the vehicle then reversed and struck her a second time. These are consequential allegations about two impacts, not a completed police reconstruction. They describe the vehicle’s reported movements without settling the driver’s intent or motive.1
The Guardian’s account, published earlier, said the man had a knife but did not draw it. Those descriptions need not conflict: a knife could be removed from a pocket without having been drawn. Our earlier report placed the knife inside the vehicle; the newer eyewitness account is more specific, but police have not publicly detailed its recovery or handling. There is no established account of a stabbing or evidence that a knife caused Haines’s injuries.43
Haines has represented Indi as an independent since 2019, winning re-election in 2022 and 2025. Before parliament, she worked as a nurse, midwife and health researcher. Her former roles included leading the Rural Health Academic Network at the University of Melbourne and directing research and education at North East Health Wangaratta.616263
Custody does not settle the motive
ABC has identified the arrested man as Brendan Nugent, 43, of Tarrawingee, and reported that detectives were questioning him on Tuesday morning, October 20. Public police information confirms the age, home town and continuing custody of an unnamed man, but does not independently confirm his name. The identification and questioning were already part of our earlier coverage; this is not a new arrest.553
ABC also reported, citing a source familiar with the investigation, that Nugent was known to police, and said it was understood he had undergone a mental-health assessment. Neither detail has public official confirmation. No assessment result is public, and the reports establish neither a diagnosis nor a conclusion about motive or criminal responsibility. Whether he and Haines knew each other remains unknown.5
Prime Minister Anthony Albanese called the collision a “deliberate act,” and newer reporting describes authorities alleging deliberate ramming. Those characterisations matter, but they are not a verdict or an explanation of why Haines was struck. Her parliamentary role and the location outside her office do not, on their own, establish political targeting.243
Victoria Police’s Security Investigation Unit is leading the investigation, supported by the Victorian Joint Counter Terrorism Team, with federal police and intelligence participation. AFP Commissioner Krissy Barrett’s October 20 statement confirmed the continuing investigation and custody. Counter-terrorism involvement does not establish that this was terrorism.5373
Barrett said the incident appeared isolated, with “no known threats connected to this matter.” That continues the earlier public-safety assessment rather than supplying an answer about motive: an assessment of connected threats and an explanation of the collision are different things.73
Bilinenler
Bilinmeyenler
- Her wider prognosis, the outcome for her remaining leg, the motive and the final reconstruction of the collision remain unresolved.
Sırada ne var
- A further medical update or an official custody or charging decision would materially change the account. No next medical briefing or court date has been announced.
Police are considering potential charges. Al Jazeera reports discussion of a possible offence carrying a maximum ten-year prison term, but the exact offence and statutory basis have not been established. That figure is neither a charge already laid nor a forecast of a sentence.2
The collision has also renewed attention to security around federal office holders. The Guardian reported Home Affairs Minister Tony Burke citing 1,067 reports in the last financial year against 951 the year before. The recorded category includes harassing, nuisance, offensive and threatening behaviour involving federal office holders and others—not threats alone, and not proven offences.433
The precise year boundaries and counting rules have not been confirmed, nor has any explanation for the increase. More incidents, more reporting and changed recording are not interchangeable explanations. The totals establish no connection between that wider pattern and the collision that injured Haines.
For now, the clearest change is medical, not investigative: a reported permanent loss where the surgical outcome had previously been unknown. Surgeons are still trying to save Haines’s other leg, and no scheduled next medical briefing has been established.1

- The independent federal MP remains critically injured after emergency surgery at Melbourne's Alfred Hospital.
- On October 19, we reported her critical injuries, transfer to Melbourne and the arrest of a 43-year-old man. We couldn't say what the operation had achieved. Now, the medical outcome includes the permanent loss of a limb.
- Whether surgeons can save her remaining leg is still unknown.
- The 65-year-old remains in critical condition after overnight surgery. Surgeons at The Alfred are working to save her other leg after she lost one. Her wider prognosis is still unknown.
- Haines was first taken to hospital in Wangaratta, then airlifted to Melbourne for emergency treatment of her lower legs. The collision happened while she was retrieving items from the boot of her own vehicle, outside her electorate office.
- Haines was struck on Murphy Street in Wangaratta, in north-eastern Victoria, at about 3:35 on Monday afternoon, October 19. Her treatment continued at The Alfred in Melbourne. The arrested man is from Tarrawingee.
- Witnesses describe a white Toyota LandCruiser making a U-turn before hitting Haines and pinning her against her car. They say the vehicle then reversed and struck her again. Police are still reconstructing those two reported impacts and investigating the driver's intent.
- Barber Ricky Jefferies says he heard a loud bang and ran from his shop. He says he pulled the driver from the vehicle and took a knife from the man's pocket. Police made the arrest after his intervention.
- Jefferies's account places the knife in a pocket, and another account says the man hadn't drawn it. Police haven't detailed its recovery. The witnesses' descriptions of the intervention still leave parts of the sequence unclear.
- The arrested man is reportedly Brendan Nugent, 43. Police have confirmed his age, home town and continuing custody, but haven't publicly confirmed his name. He remained in custody overnight, and detectives were questioning him on Tuesday morning.
- Haines has represented Indi as an independent since 2019, winning re-election in 2022 and 2025. Prime Minister Anthony Albanese called the collision a “deliberate act.” Authorities allege a deliberate ramming, while investigators continue examining what happened.
- Before parliament, Haines worked as a nurse, midwife and health researcher. Her roles included senior research fellow and director of the Rural Health Academic Network at Melbourne University. She also led research and education at North East Health Wangaratta.
- Nugent was reportedly known to police and had undergone a mental-health assessment. Police haven't publicly confirmed those details. No assessment result has been made public, and the motive for the collision remains unknown.
- AFP Commissioner Krissy Barrett says the incident appears isolated, with “no known threats connected to this matter.” That continues the earlier public-safety assessment from police. Investigators haven't explained why Haines was struck.
- Victoria Police's Security Investigation Unit is leading the investigation. The Victorian Joint Counter Terrorism Team is supporting it, with federal police and intelligence participation. Police haven't identified a political motive. Haines's parliamentary role and the location outside her office alone don't explain the collision.
- Home Affairs Minister Tony Burke cited 1,067 reports in the last financial year, against 951 the year before. The category includes harassing, nuisance, offensive and threatening behaviour involving federal office holders and others. These figures count reports of behaviour.
- The full time periods and counting rules haven't been confirmed. Nobody has explained whether the increase reflects more incidents, more reporting or changes in recording. Those totals don't show a connection between the wider pattern and the collision that injured Haines.
- Police are considering potential charges. One possible offence under discussion reportedly carries a maximum ten-year prison term, but the exact offence hasn't been identified. No charge has been announced, so that figure offers no forecast of a sentence.
- Police haven't announced a court date, and there's no scheduled next medical briefing. Haines has already sustained a permanent loss. Surgeons are continuing their effort to save her other leg.
