  1. State inspectors flagged water access and sanitation problems at Durham's animal shelter.
  2. A former employee now alleges poor animal care, while management says the photographs being circulated show older conditions. For animals housed there, reliable water and sanitary living space are immediate needs.
  3. The unresolved issue is what conditions animals are living in now, and which repairs still need finishing.
  4. The former employee posted the photographs on Facebook Wednesday, alleging mold in food and animals covered in feces. Those are allegations about care inside the Durham County Animal Shelter, on East Club Boulevard.
  5. The shelter's inspection history includes both deficiencies and later improvements. Keeping that sequence straight is essential to understanding what inspectors found, what staff corrected, and why older findings don't tell us everything about conditions today.
  6. Publicly listed inspections showed approved results from 2018 through January 2025. The shelter received conditional approval in September 2025. A follow-up about four months before the November report found earlier issues corrected, with some repairs still remaining.
  7. That follow-up credited staff with progress. But the remaining work also means the shelter still had repairs to finish when inspectors returned. We don't have an itemized list showing which repairs remained or when they were due.
  8. Stacy Bluth, the nonprofit operator's interim executive director, says the photographs weren't taken during the preceding eight months. She says they don't reflect conditions today, and that staff have worked daily on improvements throughout those eight months.
  9. Bluth's response puts the timing of the photographs at the center of the dispute. Her statement describes management's position. The inspection findings give a separate picture of problems inspectors identified and the progress they later recorded.
  10. The September inspection identified nine areas needing improvement and three areas out of compliance. Those counts describe inspection areas. Water access, sanitation and paperwork were among the noncompliance topics, putting basic care and recordkeeping under scrutiny.
  11. The Animal Protection Society of Durham runs the shelter as a nonprofit. Government bodies also have responsibilities through the operating agreement. That arrangement gives both shelter management and public authorities a role in answering questions about care and compliance.
  12. The Animal Protection Society says it's helped animals since 1970 and managed the county shelter since 1990. The fiscal-year 2025 operating contract names Durham County, the county sheriff and the nonprofit as parties.
  13. A county lease summary from August 2014 described about 22,000 square feet of one-story shelter space and a surgical facility. That's a historical description of the premises. The shelter's current workload needs its own dated figures.
  14. In calendar year 2022, the shelter took in 4,674 animals, including 2,565 dogs and 2,109 cats. Those historical totals show the scale of its work, while telling us nothing about how many animals are housed there today.
  15. State agriculture officials and the Durham County Sheriff's Office have been asked about the allegations, a possible investigation and possible fines. It's still unclear what action, if any, authorities will require. A current, dated inspection would help settle the dispute over present conditions and identify any repairs still outstanding.
  16. County commissioners have also approved funding for architectural design of a future shelter. That planning addresses a longer-term facility need, while animals continue to depend on care and maintenance at the existing shelter. Commissioners approved the design funding on July 13, 2026.
