- On October 8, we reported Gulf Coast hurricane and storm-surge watches. Lower St. Bernard now has a storm-surge warning. The forecast identifies potentially life-threatening water, three to five feet above normally dry ground somewhere within surge-prone areas.
- What does that warning establish about the danger, and what remains unknown before the forecast surge window?
- Yscloskey, Delacroix and Shell Beach are the named affected communities in Lower St. Bernard, Louisiana. The period of concern runs from Friday morning, October 9, through Saturday morning, October 10. No exact beginning or ending hour is established for that window.
- A storm-surge warning identifies danger from rising water moving inland from the shoreline somewhere within the specified area. The threat is water covering ground that is normally dry, not simply a higher offshore water level. Wind pushes that water inland, but the seriousness of the flooding cannot be read from the local wind forecast alone.
- Three to five feet above ground means potential water depth over normally dry land. It does not mean an elevation three to five feet above sea level. That distinction makes this a warning about water reaching inland, not an observation that flooding has begun.
- The forecast does not assign that depth to every home. It applies somewhere within surge-prone areas, not uniformly across Lower St. Bernard or necessarily throughout each named community. There is no established property-level inundation assessment, and no verified count of people exposed, homes damaged, roads closed or residents displaced. Forecast danger is not a measured impact.
- The local wind forecast is 25 to 35 miles per hour, with gusts up to 40 miles per hour. Those are forecast conditions, not observed readings. They also do not describe the storm's maximum sustained winds or establish its eventual landfall intensity.
- The warning carries the classifications Extreme for severity, Immediate for urgency and Likely for certainty. Its forecast wording says life-threatening storm surge is possible. Those classifications communicate seriousness and urgency; they do not measure damage, establish that peak flooding has started, or confirm an imminent impact at every address. The water forecast remains a potential hazard.
- A Lower St. Bernard warning was already listed at 9:59 p.m. Central Daylight Time on October 7, expiring at 6 a.m. October 8. Local statements at 4:10 a.m. and 10:14 a.m. October 8 both recorded no changes to watches and warnings.
- The afternoon notice therefore cannot be called the area's first verified upgrade from a watch. A separate 4:03 a.m. warning belonged to Eastern Orleans, not a verified Lower St. Bernard warning. The original text of the earlier Lower St. Bernard warning remains unavailable. The complete afternoon warning and its missing preparation instructions also remain independently unverified.
- The alert's expiration is 12:15 a.m. Central Daylight Time on October 9, or 05:15 UTC. That comes before the Friday-morning-to-Saturday-morning surge window. The expiration concerns the alert product; it does not establish that the water threat ends then. It is not an all-clear.
- The afternoon warning's issue time is 4:13 p.m. Central Daylight Time on Thursday, October 8, equivalent to 21:13 UTC. No replacement, extension or cancellation has been established. The next substantive check is what warning status follows the 05:15 UTC expiration, before the forecast surge window—not an assumption that the threat disappears at midnight.
- General hurricane-safety guidance says to listen closely to instructions from local officials and evacuate if told to do so. That is not proof of a Lower St. Bernard evacuation order. The incomplete preparation section cannot be filled in with instructions presented as part of this warning.
- The warning status is established; actual flooding is not. Local evacuation orders, routes, shelter openings, school closures and road closures remain unverified—not proven absent. Isaias's earlier possible Friday-night or early-Saturday landfall remains unresolved in location and coastal strength. The eventual water height, flooding extent and human toll in these communities remain unknown.
