Nor’easter kills Brooklyn worker as emergency ferry reaches Hatteras

By Monday, September 28, the September nor’easter was weakening, but its consequences were not receding at the same pace. A falling tree had killed a worker in Brooklyn. Repeated high tides had flooded coastal streets, and the mainland road to North Carolina’s Hatteras Island remained closed even after an emergency ferry began sailing. The storm was easing; the work of restoring access and electricity was not finished. ^180188198

Leighton Brown, 56, was working an extra shift for the New York City Housing Authority on Saturday, September 26, when a tree struck him in a parking lot at Cypress Hills Houses in East New York. He was taken to Brookdale Hospital and pronounced dead. Four other people, including a one-year-old boy and a seven-year-old girl, were injured by a different falling tree in Brooklyn. Brown is the one confirmed storm fatality through early Monday. Meteorologist Craig Allen referred to multiple falling-tree deaths in the New York City area, but supplied no names or count; a second death has not been independently confirmed. ^1801833

On September 27, we reported that overwash had damaged about 500 feet of N.C. Highway 12 near the Pea Island Visitor Center, leaving Hatteras without a mainland road link. An emergency Stumpy Point–Rodanthe ferry was then being prepared, not running. Sunday brought a confirmed death, a later regional outage report exceeding 130,000 customers, and a ferry that actually began service. None of those developments means the damaged road has reopened. ^83107202237

The storm affected or threatened about 900 miles of coastline from Virginia to Maine—a description of its reach, not one continuous National Weather Service warning. New York and New Jersey declared emergencies Friday. By late Saturday, NBC News estimated that 37 million people faced coastal-flood threats and more than 41 million, from Maryland to Massachusetts, were in a wind-threat area. Those figures described exposure, not the number flooded or injured, and are not Monday alert counts. ²⁵¹

Strong northeasterly winds pushed water into successive high tides while rain posed a separate inland-flooding risk. Allen reported an 81 mph gust at Montauk; Fox Weather reported 74 mph on Long Beach Island in New Jersey. Waves up to 19 feet were reported in the Outer Banks. Predictions of up to seven inches of rain in some places were forecasts, not an observed regional total. No authoritative storm-wide rainfall, tide or damage total has been established. ³²²²⁵¹

In Ocean City, New Jersey, dozens of streets flooded and high-water trucks rescued people from stranded cars. Flooding temporarily closed the only road bridge in and out of Long Beach Island; the reporting does not establish when it reopened. Water entered some Surf City homes. In Manasquan, officials urged evacuation of some low-lying properties, not the entire borough. A tide above seven feet was described as the fifth-highest recorded there, but the precise crest of a later forecast 7.3-foot tide has not been verified. Sunday’s high tide brought renewed flooding to exposed shore communities. ^46222200

There is another Ocean City in this story: the one in Maryland, where downtown streets flooded and the three-day Oceans Calling festival was canceled. Visitors from Scotland and Tennessee said a ticket refund would not recover their other travel expenses; boardwalk businesses had expected the festival trade. In Stone Harbor, New Jersey, workers removed water and ran fans at a restaurant ahead of a rehearsal dinner expected to draw about 60 guests. Its owner intended to host them, but the reporting does not confirm that the dinner took place. ¹⁹²⁰

Connecticut emergency management director William Turner said about 30,000 customers there were without power Sunday morning and reported trees striking houses. He expected moderate to major coastal flooding from Greenwich to Milford around noon; a final measured depth confirming that forecast is not available. In Rhode Island, weekend shelter hours were extended to around-the-clock operation and Block Island ferries were not running. These reports describe conditions and preparations at their stated times, not a current Monday service schedule. ⁴²¹

A later Sunday account put more than 130,000 regional utility customers without power, without an exact measurement time or evidence that this was the storm’s peak. ABC News had reported more than 100,000 across the Mid-Atlantic and Northeast earlier Sunday; still earlier Saturday snapshots used different areas and sometimes counted people rather than customers. They cannot be added into a cumulative total. One NBC transcript gave the implausible figure of 85 million without power, while another NBC report said more than 85,000. The 85-million figure is not an established outage count. ^2022231

The Stumpy Point–Rodanthe emergency vehicle and passenger ferry began at 11 a.m. Sunday; its first arrival at Stumpy Point was reported shortly after 1 p.m. It provided a way to move people and supplies while N.C. 12 on Pea Island remained closed between the Marc Basnight Bridge and Rodanthe. Crews were building a protective dune, removing damaged asphalt and grading a proposed one-lane detour. The detour was not confirmed open, and no road-reopening date had been established. ^237189188

On the separate Ocracoke Island section, N.C. 12 reopened at about 1:30 p.m. Sunday, permitting a limited restart of Hatteras–Ocracoke ferry service. Mainland ferry links to Ocracoke from Cedar Island and Swan Quarter had already resumed. That reopened stretch is not the damaged Pea Island stretch. Nor does a Sunday-published ferry schedule guarantee Monday sailings. ^234191160

Wind prompted a ground stop at Boston Logan, Amtrak canceled New York–Boston service, and airlines offered affected weekend travelers waivers. New York’s transit authority warned of possible disruption, not a systemwide shutdown; Newark’s morning delays improved. The flight counts deserve more care than a single definitive number suggests. ²³²⁴

NPR’s September 26 account reported more than 1,000 Saturday flight cancellations, citing FlightAware. Fox News reported 451 U.S. cancellations and more than 3,000 delays for Saturday in its September 27 broadcast. ABC News had reported more than 420 cancellations in a September 26 snapshot: that earlier figure is not, by itself, a disagreement with a later count. NPR’s much higher figure cannot be reconciled with Fox’s without a comparable counting method and collection time, so none should be called a settled final Saturday total. Fox’s nearly 250 Sunday cancellations and more than 300 delays were likewise partial-day figures. ²⁷⁴²⁴

Rain and minor high-tide flooding remained forecast for vulnerable areas Monday as the nor’easter weakened; a forecast is not a record of what ultimately happened. The clearest change since our September 27 account is that Hatteras gained an emergency ferry and Ocracoke regained its separate road and limited ferry connection. Hatteras still had no confirmed mainland road reopening, while final injury, damage and service-restoration totals remained unknown. ^198237234188
