Norte Fire reaches 80% containment, but buried heat keeps crews working

The 570-acre fire’s perimeter is increasingly secure, but buried hot spots, unsettled ignition questions and homes awaiting safety checks keep recovery unfinished.
The Norte Fire’s first threat was speed: Santa Ana winds drove it to 250 acres within an hour Friday as flames spread from San Clemente toward San Juan Capistrano. By late Monday, the challenge had changed. Firefighters had secured 80% of its perimeter against further spread, with the footprint holding at 570 acres. Now they are hunting heat that can survive beneath apparently quiet ground.13
That is another advance since our October 19 broadcast, which reported 75% containment. But the remaining work cannot be measured by the containment percentage alone. Crews must extinguish buried hot spots, repair ground disturbed by firefighting and prevent renewed burning. For families whose houses survived, another test remains: whether those homes are safe to occupy.
The sequence matters. Sunday evening’s assessment was 60% containment. CBS Los Angeles and The Spokesman-Review carried 75% in their October 19 reports, describing the earlier Monday stage; MyNewsLA’s later account put containment at 80%. Those are successive updates, not conflicting measurements of the same moment. The latest figure represents a 20-percentage-point gain since Sunday, without reported expansion beyond 570 acres.124
The state incident listing also records 80% containment and 570 acres, with an October 19 update marked 4:34 p.m., without a stated time zone. It identifies Orange County Fire Authority as the jurisdictional agency and explicitly says this is not a CAL FIRE incident. Containment describes the portion of the boundary secured against spread—not the percentage of acreage extinguished.73
MyNewsLA reports 583 firefighters assigned to the response. That staffing snapshot is not established as simultaneous with the state listing’s update, but the work it describes is clear: finding and extinguishing hot spots that could rekindle the fire.1
Thermal-imaging drones help make that search possible. OCFA’s drone program has 20 operators, and its cameras can detect heat and send exact locations to firefighters below. Ground crews then dig into those locations and confirm the heat is out. Air operations program manager Dan Dufrene told ABC7 that buried hot spots can remain dormant for weeks.3
Just because you don’t see smoke in the air, our job is essentially about 25% done on the incident with regards to drone operation.
That 25% describes the drone workload, not containment. The distinction explains why an increasingly quiet hillside still requires round-the-clock work. OCFA has asked residents not to fly personal drones nearby because they could interfere with firefighting. The agency hopes eventually to use drones that deliver water to hot spots, but that is a future ambition, not a capability established as operating here.3
A saved house, a displaced family
Scott Peterson’s family illustrates the distance between a house surviving and a household returning. Peterson was home with his daughter on Via La Mirada when flames approached. His wife was out of town, and they watched their cameras as a backyard tree caught fire. Flames reached the fence; he feared the house was gone.3
Firefighters entered the yard with a hose and extinguished the fire. Peterson credits them with saving his house and neighboring homes. His family is now delivering air scrubbers to neighbors, but remains displaced while awaiting air-quality testing. Their experience establishes continuing displacement for one family—not a count of everyone still unable to live at home.3
All evacuation orders have been lifted. Residents began returning Saturday evening, October 17, and the shelters closed; that reopening had already happened before our October 19 broadcast. The initial estimates of approximately 6,000 homes and 16,000 residents described the area covered by evacuation orders, not verified departures or present displacement.1901911
Permission to return to a neighborhood also does not establish unrestricted access everywhere. No newer verified notice establishes that the separate vehicle restriction on Via La Mirada north of Esperanza, or the closure of the burn scar as an active fire-hazard area, has ended.
The property assessment remains seven San Juan Capistrano homes damaged or destroyed, with no verified split between those categories. That combined assessment supersedes the early tally of at least six homes destroyed used in our October 17 broadcast; it does not mean seven homes were destroyed. ABC7 also now reports that both firefighters hospitalized after Friday’s injuries are recovering at home. That resolves their hospitalization status, but does not establish full recovery or a recovery timetable.3
An allegation, not an ignition finding
Monday brought a new allegation about responsibility, not an official answer about the fire’s cause. ABC7 reports that Bridgford Law filed a complaint for a San Juan Capistrano resident who evacuated, alleging that San Diego Gas & Electric equipment failure caused the fire. The same account describes an expected lawsuit; the underlying court filing, plaintiff’s name and case number have not been independently verified.3
According to ABC7’s account of the complaint, an outage on circuit 197 was reported at 11:31 a.m. Friday, northwest of Eminencia Del Norte, and OCFA reported the fire two minutes later. The complaint also places utility equipment within 100 to 200 feet of the approximate ignition site. Those precise timing, circuit and distance claims remain allegations—not independently verified utility records or measurements.3
Attorney Richard Bridgford described an “extremely high probability” that the utility caused the fire. That is the plaintiff-side attorney’s assessment, not a probability established by investigators.3
SDG&E confirms an outage in San Clemente on Friday and says it is cooperating with OCFA. It says the outage’s cause remains under investigation, that smoke and ash can cause electrical outages, and that there is currently no basis to connect its facilities to the ignition. Smoke and ash are a possible explanation, not a demonstrated explanation for this outage.3
The timing gives investigators a lead; it does not establish which event caused the other. No failed component, demonstrated failure mechanism or final official ignition determination has been established. Nor should a utility-safety inquiry be mistaken for a cause finding: the California Public Utilities Commission says its wildfire investigators examine utility compliance and do not determine a fire’s cause.167
Rain approaches unfinished repair work
Rain is forecast for Wednesday and Thursday, October 21–22, following the dry, wind-driven opening of this fire. But a regional rain outlook does not establish how much will fall, or how intensely, on the Norte burn scar. The forecast has not yet been shown to have changed containment, and no verified scar-specific rainfall amount, rate or warning is established here.2
The next measure of progress is therefore broader than the next containment number: whether crews eliminate the remaining heat, whether disturbed slopes withstand the coming weather, and whether families can safely live in the homes firefighters saved. For Peterson’s family, that last answer still depends on air-quality testing.3

Norte Fire reaches 80% containment, but buried heat keeps crews working
مطابق پخش
- Firefighters have secured 80 percent of the Norte Fire's perimeter against spread.
- On October 19, we reported 75 percent containment. The later Monday assessment puts it at 80 percent. The footprint still holds at 570 acres, but crews are searching for buried heat that could restart the fire.
- What will it take to eliminate that heat and get families safely back into their homes?
- Santa Ana winds pushed the fire to 250 acres within an hour Friday. It began near Portico Del Norte in San Clemente and spread toward San Juan Capistrano. Orange County Fire Authority is leading the response.
- Containment measures how much of the perimeter crews have secured against further spread. Heat can remain inside those lines. The latest staffing figure is reportedly 583 firefighters. An earlier Sunday-morning count was 467, taken at a different stage of the response.
- Crews moved from 60 percent containment Sunday evening to 75 percent Monday morning, then 80 percent later Monday. That's a twenty-percentage-point improvement since Sunday, with no reported expansion beyond 570 acres.
- The state incident page also carries 80 percent containment and 570 acres. Its October 19 update is marked 4:34 p.m., without a stated time zone. The page identifies Orange County Fire Authority as the jurisdictional agency.
- Thermal cameras can find heat beneath ground that looks quiet. Firefighting drones send the hot spots' exact locations to crews below. Those firefighters dig into the soil and check that the heat is completely out, while other crews strengthen containment lines.
- Buried hot spots can stay dormant for weeks, says air operations manager Dan Dufrene. He says the absence of smoke leaves much of the drone work unfinished. OCFA's drone program has 20 operators, and fire crews are working around the clock.
- Dufrene described the drone work as only about 25 percent done even when smoke disappears. That describes the drone workload. Residents have been asked to keep personal drones away because they could interfere. OCFA hopes eventually to use drones that deliver water directly to hot spots.
- Seven homes in San Juan Capistrano were damaged or destroyed. The separate totals still aren't clear. Both firefighters hospitalized after Friday's injuries are now recovering at home. Earlier information identified heat exhaustion for at least one of them.
- Our October 17 broadcast used an early assessment of at least six homes destroyed. The later seven-home assessment combines damage and destruction, and replaces that earlier tally.
- All evacuation orders have been lifted. Residents began returning Saturday evening, and evacuation shelters closed. That reopening had already happened before our October 19 broadcast.
- Scott Peterson's family still can't live in their home on Via La Mirada. They're waiting for air-quality testing, even though firefighters saved the house. The family is delivering air scrubbers to neighbors while their own displacement continues.
- Peterson was home with his daughter as flames approached. His wife was out of town, and they watched their cameras as a backyard tree caught fire. Flames reached the fence. Firefighters entered the yard with a hose and put them out, saving his home and neighboring houses.
- Police chief Justin Chevalier's initial estimates covered about 6,000 homes and 16,000 residents under evacuation orders. Those figures describe the area ordered to leave. The number still displaced hasn't been counted publicly. We also don't have a newer notice ending the separate Via La Mirada vehicle restriction or burn-scar closure.
- Bridgford Law's complaint alleges San Diego Gas and Electric equipment failure caused the fire. Attorney Richard Bridgford calls that highly probable. The utility says there's currently no basis to connect its facilities to the ignition and is cooperating with fire investigators.
- The complaint was reportedly filed Monday for a San Juan Capistrano resident who evacuated. It cites a nearby outage two minutes before the fire was reported. It also places utility equipment within 100 to 200 feet of the approximate ignition site. Those details are the complaint's allegations.
- SDG&E confirms an outage Friday but says its cause is still under investigation. The company says smoke and ash can cause electrical outages. Investigators haven't determined what started this fire, or whether the outage and ignition are connected.
- The outage's timing gives investigators a lead. It doesn't tell them which event caused the other. California's utility regulator examines whether utilities followed safety requirements; its wildfire investigators don't determine a fire's cause.
- Crews also plan to repair ground disturbed by firefighting this week to help reduce erosion. That work continues inside the perimeter, alongside the search for buried heat. Securing the boundary leaves both jobs unfinished.
- Rain is forecast Wednesday and Thursday, October 21 and 22. The regional outlook includes showers and a chance of thunderstorms, most likely Wednesday night into Thursday morning. It puts the chance of wetting rain above 90 percent from the coast to the mountains.
- Those regional odds don't specify how hard rain will fall on the Norte burn scar. Crews still need to eliminate the remaining heat and protect disturbed slopes. For Peterson's family, returning to live at home still depends on air-quality testing.
