Rachel’s remnants collapse Long Beach homes as flood rescues spread inlandآنچه آن زمان روشن نبود
- The final casualty and damage counts, additional overnight and Monday impacts, and current evacuation and closure status remain unresolved.
آنچه گفتیم پیگیری میکنیم
- Watch for inspection and reopening notices—not just a change in storm classification—to establish when residents can return and waterfront access can resume.
اکنون
Several Long Beach homes were flooded and damaged as Rachel broke apart Sunday. Inland flooding and incomplete alert updates show why dissipation is not an all-clear.
آنچه پیش رفت
- The final advisory described remnants about 255 miles north-northeast of San Diego, with sustained winds of 35 mph. Satellite imagery and surface observations showed Rachel had dissipated.
1.50–3.50 inches of rain had already fallen near Utah’s Forsyth Burn Scar and Pine Valley since Sunday morning, according to local reporting. Flooding and high flows in the Santa Clara River followed. That was water already on the ground—not a forecast, and not something erased when Rachel ceased to be an organized cyclone.4041
Rachel dissipated over the southwestern United States on Sunday, October 11, 2026. The National Hurricane Center’s final advisory, at 15:00 UTC, still described heavy rain and gusty winds across portions of the Southwest. Along California’s coast, several Long Beach homes had been flooded and damaged; inland, the moisture Rachel carried was producing another set of consequences. The storm’s classification had changed faster than the conditions confronting residents.182126
The distinction matters through this report’s cutoff of 06:02 UTC October 12: Sunday’s cyclone observations establish how Rachel broke apart, but they are not fresh measurements of conditions at that later hour. Nor does an expired warning establish that floodwater has receded.
Rachel’s final Sunday observations
- October 11, 09:00 UTC1420
Rachel was explicitly post-tropical, centered at 32.9°N, 116.1°W, with maximum sustained winds of 45 knots. This is the earliest explicit UTC confirmation recovered, not the exact transition time.
- October 11, 12:00 UTC16
The center was about 130 miles northeast of San Diego. Heavy rain and gusty winds continued in portions of Baja California and the southwestern United States.
- October 11, 15:00 UTC131821
The final advisory described remnants about 255 miles north-northeast of San Diego, with sustained winds of 35 mph. Satellite imagery and surface observations showed Rachel had dissipated.
Even before dissipation, the strongest winds and the heaviest rain were not concentrated in the same place. Early Sunday, the strongest winds were well southeast of Rachel’s center over the northern Gulf of California; heavy rainfall was mainly north of the system as it moved inland. A cyclone-wide wind maximum should not be read as a measurement at every flooded California property.12
Where the coast gave way
On the Long Beach Peninsula, the damage was concrete. The Long Beach Post documented waves continuing to flood and destroy several homes on October 11 after a bulkhead failed. The Los Angeles Times had reported on October 10 that some oceanfront residents remained under an evacuation order. An exact damaged-home count, assessed financial loss and subsequent resident-return status are not established.2625
That account sharpens, but does not simply repeat, NPR’s October 11 description of partially submerged oceanfront homes in Long Beach and Newport Beach after surf breached sand berms. A failed bulkhead and a breached berm are different mechanisms. In Newport Beach, the strongest additional documentation establishes flooded streets and several blocks of the Balboa Peninsula—not an independently verified inventory of flooded homes or a confirmed berm breach.12627
Newport Beach declared a local emergency on Friday, October 9, after coastal water inundated Balboa Peninsula streets. Protective sand berms were in place, and the city warned that climbing on them could compromise their ability to protect nearby homes. That warning describes a vulnerability; it does not establish that a berm actually failed.2324
Beach access is less settled. The city’s October 10 notice, posted at 12:28 p.m., said beaches remained open while Newport Pier, Balboa Pier and the Wedge—from the rock jetty to M Street—were temporarily closed. ABC7’s report bearing a 10:37 p.m. timestamp also described closures of the piers and the Wedge until further notice.2433
On October 11, police strongly urged people to stay out of the ocean because of rain, significant high surf and elevated tides. ABC News later that morning reported that all Newport Beach beaches and piers were closed. That may reflect broader restrictions replacing the earlier limited closures, but the complete official update needed to establish the sequence is unavailable. Neither a definitive blanket closure nor a reopening is verified through the cutoff.3231
The water moved beyond the coast
Las Vegas reportedly broke its daily rainfall record Sunday, NPR said. There is no supported inch total to place beside that claim here: the official event amount, previous record amount and year, and record station remain unverified. The available NWS October climate-table excerpt predates the storm, and a third-party daily summary ends October 10. Missing documentation is not evidence that the record was not broken.137
In Utah, KUTV reported that the heaviest rain was expected early Sunday into Monday. A reproduced NWS Salt Lake City flood watch issued October 10 carried a scheduled end of 6 p.m. MDT October 12, or 00:00 UTC October 13. Its visible coverage included Salt Lake Valley, the Northern Wasatch Front and several northern and western Utah areas. The incomplete text does not establish the full footprint, and no complete later update or cancellation was recovered. Its deadline is documented; continued coverage of every original location is not.4439
The Pine Valley rainfall range is a local observation, not a forecast for Salt Lake City or the entire state. A separate flash-flood warning issued by the Salt Lake City weather office Sunday evening was scheduled to end at 9:15 p.m. MDT, before this report’s cutoff. No later extension is established. That one warning period ending does not settle the status of flooding elsewhere.4038
Southern California’s alerts also need to be kept separate. The San Diego weather office’s excessive-rainfall watch had an original endpoint of 8 p.m. PDT October 11—already past by the cutoff. The Golden Coast Journal reported an earlier Sunday-afternoon cancellation, but the cancellation bulletin needed to establish that sequence is unavailable. Coastal flood warnings were separate alerts; their exact zones, expiration times and subsequent advisory coverage are not established here. Sunday’s warnings cannot all be presented as still active Monday.424345
Road reporting is similarly incomplete. NPR described temporary rockslide blockages, while the Golden Coast Journal reported partial closures on US 95 and Interstate 8 without locating them or establishing rockslides as their cause. Those accounts cannot support a current route-closure advisory or a confirmed map of Rachel-related rockslides.145
California’s supply figures measure preparation, not recovery. NPR reported more than 4 million sandbags, over 50,000 feet of portable barriers and 400,000 tons of rock for levee repairs. Governor Gavin Newsom’s October 9 announcement places the effort within statewide winter preparedness ahead of an expected El Niño, including emergency-supply positioning and levee inspections. Its available excerpt does not independently confirm each exact quantity or a Rachel-specific statewide emergency proclamation. These are not materials proven installed at flooded homes or repairs proven completed.122

- No verified stormwide casualty count, reconciled property inventory, assessed financial loss or complete road-reopening list is available. That does not mean zero casualties or minor damage.

- The Utah watch’s scheduled October 12 endpoint is the next documented inland deadline. Updated alerts, flood observations and local return notices—not Rachel’s vanished cyclone label—will establish how far the danger has receded.

Rachel dissipates, but flooded homes and inland runoff tell a different story
مطابق پخش
- Waves flooded and destroyed several homes along the Long Beach Peninsula.
- Rachel has dissipated, but coastal residents face damaged homes, and its moisture has brought flash flooding inland. The storm's weaker label doesn't remove the water already reaching neighborhoods.
- How far has the danger receded, and when can displaced residents safely return?
- A bulkhead failed along the Peninsula, and waves continued flooding and destroying several homes Sunday. Some oceanfront residents had been under evacuation orders Saturday. For those households, the immediate problem is damaged property and uncertainty about when they can return.
- The bulkhead failure gives a clearer picture of how water reached those Long Beach homes. Earlier descriptions also pointed to surf breaching sand berms. Those are different coastal defenses, and the damage along the Peninsula is tied to the failed bulkhead. Officials haven't given an exact damaged-home count or assessed financial loss.
- Rachel was already post-tropical early Sunday, with sustained winds of 45 knots. By dawn, its center was 130 miles northeast of San Diego. At the final observation, Rachel had dissipated into remnants, with sustained winds of 30 knots.
- Those final sustained winds were about 35 miles an hour, with gusts of 40 knots. The remnants were 255 miles north-northeast of San Diego, moving north-northeast at 25 knots. Heavy rain and gusty winds continued over the Southwest. These are Sunday's observations, rather than a fresh position for Monday.
- Long Beach and Newport Beach faced coastal flooding. Farther inland, rain reached Las Vegas and Pine Valley in Utah, while a flood watch included Salt Lake Valley. Rachel's strongest early Sunday winds were southeast of its center, over the northern Gulf of California.
- Newport Beach declared a local emergency Friday after coastal water inundated Balboa Peninsula streets. Flooding spread across several blocks. Flooded homes and breached sand berms were also reported there, but city officials haven't confirmed those details. The city warned that climbing on its protective berms could weaken their ability to protect nearby homes.
- Newport Beach's Saturday notice kept beaches open while closing Newport Pier, Balboa Pier and the Wedge. Police urged people to stay out of the ocean Sunday. A blanket beach-and-pier closure was also reported Sunday, but the final scope remains unclear.
- Las Vegas reportedly broke its daily rainfall record Sunday. The official rainfall amount still hasn't been confirmed. Rockslides also temporarily blocked roads. Partial closures were described on US 95 and Interstate 8, but their locations and causes aren't clear enough to identify either highway as a confirmed rockslide site or give a current reopening advisory.
- Near Utah's Forsyth Burn Scar and Pine Valley, between 1.50 and 3.50 inches of rain had reportedly fallen since Sunday morning. Flooding followed, with high flows in the Santa Clara River. That local measurement describes rain already on the ground.
- Utah forecasters expected the heaviest rain from early Sunday into Monday. The flood watch's listed areas included Salt Lake Valley, the Northern Wasatch Front, Bear Lake and Bear River Valley, and parts of western Utah. The Pine Valley rainfall range applies to that affected terrain, rather than serving as a forecast for the whole state.
- The Utah watch carried a scheduled Monday endpoint of six p.m. Mountain time. A separate flash-flood warning from the Salt Lake City office ended Sunday evening. The San Diego rainfall watch also had a Sunday evening endpoint, at eight p.m. Pacific time.
- The San Diego watch covered excessive rainfall, while coastal flooding prompted separate warnings. An earlier cancellation of the rainfall watch was reported, and later coastal warnings were described as downgraded to advisories. Complete updated alerts are still needed to pin down the remaining coverage. Sunday's warnings can't all be treated as active Monday.
- California's reported stockpiles include more than four million sandbags, over 50,000 feet of portable flood barriers, and 400,000 tons of rock for levee repairs. Governor Gavin Newsom's Friday announcement placed the preparations within the state's effort to get ready for winter.
- California is pre-positioning emergency supplies, inspecting levees and preparing water infrastructure ahead of potentially severe winter weather. Forecasters expect a strong El Niño. Those longer-range concerns extend beyond Rachel, and the stockpile figures describe statewide preparation. Newport Beach's local emergency addresses the coastal flooding already affecting its streets.
- Rachel's organized cyclone is gone, but heavy rain and gusty winds continued after it dissipated Sunday. Updated flood observations and local notices will determine where the danger has receded. Along the Long Beach Peninsula, several homes are damaged, and when displaced residents can safely return is still unknown.
