Trump claims Hamas disarmament deal, but Hamas conditions it and Israel bails

Twenty points. That is the size of the document now carrying the weight of Gaza's future, and on July 30, 2026, President Donald Trump declared that one of its hardest points had been solved. His international "Board of Peace" had reached an agreement for the "complete disarmament" of Hamas and other armed groups in Gaza, with Israel to withdraw from the Strip5689. It was the kind of announcement meant to sound final, history-book final, the moment a war moves from fighting to settlement.
But the scale of the claim is also the reason to read it carefully. The announcement is part of the 20-point U.S.-brokered Gaza peace plan tied to a ceasefire signed the previous year107. That plan was always presented as phased and conditional, a sequence in which guns fall silent first and political questions are answered later. Trump collapsed that long sequence into a single evening declaration, made Thursday, July 30, 2026, in the evening U.S. time, with reporting continuing into July 31, 20266810. The question is not whether the words were dramatic. They were. The question is whether the parties whose guns and territory are at stake agree on what was actually decided.
Hamas, through a senior official, confirmed it had agreed to the Board of Peace plan — but conditionally54. A senior Hamas official told the BBC the group agreed to disarm, with an official statement expected5. That confirmation matters, because without Hamas there is no disarmament to discuss, and for a few hours it allowed Washington to present the story as a breakthrough accepted by the armed side. Yet the condition attached to that yes changes everything about what kind of yes it was.
Hamas said laying down heavy weapons was contingent on Israel halting strikes, withdrawing from Gaza, and on the creation of a Palestinian state47. Each of those demands reaches beyond a technical handover of rifles and rockets. A halt to strikes and a withdrawal would require Israel to give up leverage before it has proof of disarmament, while the demand for statehood reaches into the political endgame that Israel's current government adamantly rejects47. In other words, Hamas did not describe an unconditional surrender of arms. It described a trade, and a trade whose final item is not on offer from the other side.
Silence, Then Rejection From Israel
Israel did not comment on the deal hours after the announcement7. In the normal choreography of diplomacy, silence after a partner's victory lap is itself a statement, a refusal to lock in language that has not been agreed. And in this case the silence did not hold as neutrality for long. JTA reports Israel rejected the Gaza plan even as Hamas accepted it, spurring blistering expressions of anger by U.S. officials11. If that account is right, the choreography flipped entirely: the supposed spoiler was not the militant group but the ally, and Washington's frustration turned toward Jerusalem rather than Gaza.
Trump said Hamas will disarm and Israel will leave Gaza, a formulation that experts quoted called "difficult to believe"2. That phrase captures the structural problem better than any angry briefing. Disarmament and withdrawal are each hostage to the other. No Israeli government will order a full pullout while it believes tunnels, rockets and battalions remain intact. No Hamas leadership will order a full handover while Israeli forces remain inside the Strip and airstrikes continue. To announce both at once, without publishing who moves first, under whose verification, and with what penalty for cheating, is to announce the destination without the road.
The deal comes nine months after a U.S.-brokered ceasefire ended the fighting7. Nine months is long enough for a truce to feel like a new status quo and short enough for every family involved to remember exactly how the last round started. That timing helps explain why Washington wanted momentum. A ceasefire that does not move toward disarmament and withdrawal hardens into partition by force, with separate authorities, separate security rules and no political horizon. A 20-point plan is an attempt to prevent that freezing, to force movement before exhaustion turns into permanence.
It also helps explain why the details matter more than the declaration. A 20-point plan lives or dies in sequencing, in maps, in monitors, in who holds which street on which day. The sources confirming the core event — Trump's announcement, Hamas's conditional acceptance, Israel's silence and reported rejection, the 20-point framework — do not provide a published text that resolves those steps56894711. Until there is a signed annex with a timetable, a verification regime and a named enforcement body, what exists is not a disarmament. It is a competing set of press statements about disarmament.
