- Cambodia has revoked 18 casino licenses linked to Prince Group and suspended 10 more. The penalties target businesses tied to an anti-scam campaign whose stakes include stolen money and people forced into scam work. Can investigators reach the organizers, money and protection networks behind the casinos?
- Senior Minister Chhay Sinarith presented the figures in Phnom Penh on November sixth. He heads the secretariat of Cambodia's commission combating online scams. He also pledged closer cooperation with the FBI and Interpol against cross-border criminal networks.
- The licensing actions accumulated over the preceding year. Authorities didn't impose all 28 penalties on the day of the briefing. That timeframe puts the announcement in perspective. It brings together earlier enforcement, while the investigation into the people behind the businesses continues. And the two categories of penalty have different consequences.
- Eighteen licenses have been revoked, withdrawing the businesses' permission to operate casinos. Another 10 have been suspended, stopping their authorization without permanently withdrawing it. The government hasn't explained what those businesses would need to do to regain permission.
- Criminal responsibility still has to be proved against the people involved. Each owner's or operator's role needs its own examination, even where businesses share a connection to Prince Group. Removing a license also leaves a separate enforcement task: stopping illegal activity at the premises and following the people who can move it elsewhere.
- Forty-six diplomatic and international-organization representatives attended the briefing at the foreign ministry. Another 18 representatives of Cambodian diplomatic missions abroad joined online. Sinarith used that international audience to set out the licensing penalties and the government's plans for further investigations.
- Golden Fortune casino in Kandal province had already lost its license by February. That was a named Prince-linked business facing an earlier penalty. Its place in the November total hasn't been confirmed. Months later, Cambodia announced a national enforcement tally strikingly close to the figures now attached to the Prince-linked network.
- In September, authorities announced 18 licenses revoked and nine suspended across the national anti-scam campaign. November's Prince-linked figures are 18 and 10. The businesses covered haven't been matched, so those figures can't show how many additional penalties authorities imposed.
- The license holders and decision dates are needed to reconcile those announcements. Investigators also have a wider assignment. Sinarith described deeper inquiries into people and entities associated with Prince Group that were covered by United States sanctions. Following those connections means examining how scam operations get financed, where their proceeds go and who helps keep them running.
- The inquiries include concealed assets and cryptocurrency transactions, along with suspected use of casino businesses to hide illegal online gambling. Sinarith also described examining whether private security companies or officials participated in, helped or tolerated scam activity. Those inquiries are continuing.
- The FBI and Interpol cooperation pledge concerns pursuing these networks across borders. Sinarith said Cambodia would strengthen that work as investigations expand. The people inside scam operations also require different treatment. Some foreign nationals have been deceived or forced into the work. Others may have joined willingly for profit or continued committing crimes.
- Sinarith says criminal networks are shifting into rented homes, hotels, cafés and remote locations. He described smaller, more scattered operations, even while saying large scam compounds had been eliminated. His own account places continuing criminal activity beyond the large compounds.
- The government's approach includes identifying people forced or tricked into scam work, protecting them and helping them return home. It also calls for pursuing willing participants. Being found at a scam site alone doesn't settle which category someone belongs in. That decision affects whether a person receives protection or faces prosecution.
- The immediate result is a loss or interruption of casino authorization. The government hasn't shown whether these particular actions have reached the organizers and protection networks. A matching November license schedule and concrete results against those networks would show how far the crackdown has gone.
