- Officers found a kidnapped ten-year-old alive, bound inside a duffel bag.
- Her twelve-year-old sister was hospitalized after an alleged hammer attack. Vince Edgar Chavez now faces a federal kidnapping complaint alongside ten state felony charges, and he's being held without bail.
- How did officers find the child, and what does the federal case add?
- The girl disappeared from her home in Canby and was rescued in Oregon City. Both communities are in the Portland area. Investigators placed Chavez's apartment about nine miles from the child's home.
- The girl's mother said she woke around one-forty in the morning after hearing someone talking. She saw a man she didn't recognize rush her younger daughter out the door, then saw a white van drive away. Her older daughter was bleeding from the head.
- Prosecutors allege Chavez repeatedly struck the twelve-year-old with a hammer, knocking her unconscious. The younger girl later told investigators he struck her with the same hammer before forcing her into the van. Her sister was taken to a hospital.
- Investigators say the attacker left a hammer and backpack at the home. They say the backpack contained clothing, rope, zip ties, lubricant, a black eye mask and a male vitality supplement. The mother identified Chavez as someone she'd previously associated with and said he'd expressed sexual interest in her younger daughter.
- Investigators believed the child's life was in immediate danger, so they obtained emergency cellphone records. The FBI's cellphone analysis team examined them while Oregon City police searched street by street. Together, those efforts led officers to Pleasant Avenue and a white van associated with Chavez.
- At about one-forty-six that afternoon, FBI agents saw Chavez access the van and return to the residence. Officers made an emergency entry because they believed the child was at immediate risk. Authorities say Chavez tried to escape through the back of the house. Officers arrested him without further incident.
- The recovery team brought together the U.S. Marshals' regional violent-offender task force, Clackamas County SWAT, Oregon City police, Washington County's tactical negotiations team and the FBI. Canby police and the Clackamas County Major Crimes Team also worked on the investigation.
- Officers found the girl in a bedroom closet, bound with duct tape inside a zipped duffel bag. She later told investigators she'd lost consciousness after being strangled and woke as officers entered. Paramedics took her to a hospital for treatment of injuries and further evaluation.
- The rescue happened on October twenty-eighth. Chavez's state arraignment followed on October twenty-ninth. Federal prosecutors announced their kidnapping complaint on November third. The new development is the federal prosecution, a week after officers recovered the child.
- The search lasted roughly twelve hours, rather than the thirteen hours first described. The overnight disappearance and afternoon sighting of Chavez were about twelve hours apart, with officers entering afterward. Other people in the residence told investigators they hadn't known the girl was there.
- The state charges include first-degree attempted murder, kidnapping, sexual abuse and burglary. Chavez also faces first- and second-degree assault, two counts of first-degree sodomy, and two counts of unlawful use of a weapon. Together, those make ten felony counts.
- The girl told investigators Chavez drove her away, then stopped the van, strangled her and sexually assaulted her. She said he took her to his apartment in a black bag. She also described being shown adult pornography and threatened with the acts depicted.
- The girl said Chavez initially promised to take her home, but later said, “yeah, never mind.” She described another strangulation before losing consciousness inside the duffel bag. Prosecutors' allegations against Chavez remain unproven, and he's presumed innocent unless proved guilty.
- Circuit Judge Jeffrey S. Jones ordered Chavez held without bail at the Clackamas County Jail. Prosecutors asked for that detention because of the alleged violence and the children's vulnerability.
- Chief Deputy District Attorney Chris Owen cited the number of alleged violent felonies and the vulnerability of the victims when requesting detention. The judge granted that request at the state arraignment, and Chavez remains in custody without bail.
- County officials identified Chavez as thirty-five in their October release. Federal officials identified him as thirty-six in November, without explaining the difference. The federal complaint adds a separate prosecution for kidnapping a minor while the state case continues.
- The ten state counts remain in place alongside the federal kidnapping complaint. Federal prosecutors allege Chavez used public roads and a cellphone while transporting the child across local jurisdictions. Those are the grounds they cite for bringing the federal case.
- The FBI's Portland office, Oregon City police, the Clackamas County Sheriff's Office and local partners are investigating the federal case. Assistant U.S. Attorney Kate Rochat is prosecuting it.
- Chavez's next scheduled proceeding is a state arraignment on an indictment on November fifth. Authorities haven't released either sister's current medical condition.
