  1. Dare County is barring visitors from Hatteras Island. The Hatteras–Ocracoke ferry is suspended, and a prolonged nor’easter threatens two to four feet of flooding in vulnerable places. People remaining on the islands could lose normal mainland access for days. The immediate risk is whether repeated high tides cut off the remaining routes to mainland medical care.
  2. Hatteras and Ocracoke face their strongest flooding impacts around Monday and Tuesday high tides. The coastal flood threat stretches into Wednesday, October twenty-first. A slow-moving offshore low will keep pushing wind, swell and elevated water levels toward the coast.
  3. Two to four feet of water is forecast over normally dry ground near shorelines and tidal waterways. Higher amounts are expected on the ocean side, with lower amounts on the sound side. The depth will vary by location.
  4. Moderate flooding is likely in the hardest-hit island areas, and locally major flooding is possible on the ocean side. Ocean water could cross Highway Twelve, flood vehicles and property, and close sections repeatedly or for an extended period.
  5. The flood threat also reaches Core Banks and Downeast Carteret County. Other vulnerable Outer Banks locations, southern Pamlico Sound and Downeast Carteret have location-specific forecasts of one to three feet, generally producing minor to locally moderate flooding.
  6. The broader forecast allows two to four feet in vulnerable places across that coastal region, with the highest values on the Outer Banks ocean side. Those ranges describe different locations. They measure water above the ground beneath it.
  7. Highway Twelve was open and passable Sunday morning from the Marc Basnight Bridge to Ocracoke. Crews were clearing sand and addressing dune erosion, including near Pea Island and the Canal Zone. The forecast peak was still ahead.
  8. Sunday afternoon’s high tide passed without significant ocean overwash on Hatteras and Ocracoke. Northern Rodanthe side roads did have minor to moderate overwash, and sound-side flooding had begun. That leaves a limited window of observed conditions before the more threatening high tides.
  9. Dare County is keeping its mandatory visitor evacuation and entry restriction in force. Visitors can return only after the storm passes and Highway Twelve is no longer threatened by ocean overwash. A physically passable road doesn't lift that restriction.
  10. The visitor evacuation took effect Friday, October sixteenth, at eight in the evening, two hours after the island’s emergency declaration. It covers Rodanthe, Waves, Salvo, Avon, Buxton, Frisco and Hatteras Village. The county reaffirmed the order Sunday. Its end depends on conditions.
  11. The Hatteras–Ocracoke vehicle ferry stopped running Saturday afternoon because of the weather. By Sunday afternoon, transportation officials hadn't announced a restart. Other Ocracoke ferry services were also disrupted, with operating status varying by route.
  12. A separate seasonal change would reduce the Hatteras–Ocracoke service from five boats to three starting Tuesday, weather permitting. That timetable still depends on the storm. Officials haven't promised that Tuesday will bring a return to service.
  13. Hyde County warned that people staying on Ocracoke could be stranded until Tuesday or Wednesday. Its warning covered residents, visitors and property owners. Saturday’s suggested departure window has passed, and the county strongly discourages visitors from traveling to the island.
  14. For those remaining, the county’s most serious warning concerns medical transport. If Highway Twelve becomes impassable while ferries are suspended, Ocracoke emergency medical crews would face severe limits. A patient needing mainland treatment could lose ground transport while weather also prevents a flight.
  15. Overwash could block the road. Rough weather has already stopped the ferry. Hyde County says medical airlift can't be guaranteed and would likely be grounded at the storm’s peak. Those failures could overlap, cutting off transport to mainland care.
  16. The county’s advisory cited forecast gusts of forty-five to fifty-five miles an hour as a threat to medical flights. It also cited sound-ferry constraints around sustained winds of thirty to thirty-five miles an hour. Those were operational cautions for this storm.
  17. Farther north, vulnerable low-lying areas could see one to two feet above ground. The threat includes the lower Chesapeake Bay, lower James River, Virginia Tidewater, the Atlantic Eastern Shore and eastern Currituck County in North Carolina.
  18. Maryland’s beaches and Virginia’s Accomack and Northampton counties are included in the watches. Smaller astronomical tides during the neap-tide cycle offer some protection, but flooding remains possible. Chesapeake, Suffolk, Norfolk and Portsmouth also had a Sunday advisory for up to one foot.
  19. The northern flood watches run from Monday afternoon through Wednesday morning. Hatteras and Ocracoke have flood warnings through five Tuesday afternoon. The Northern Outer Banks has a flood advisory through that same time. Each alert applies to its own area.
  20. A warning means flooding is expected or occurring. A watch means conditions could produce it. Southern coastal advisory boundaries and end times changed between Sunday product versions. None of these alert expirations guarantees a road reopening, a ferry restart or permission for visitors to return.
  21. Outer Banks high surf advisories now extend until six Thursday morning, replacing shorter end times in Sunday’s morning forecasts. Farther north, high surf advisories extend into Wednesday, with deadlines varying by location. Dangerous beach conditions can outlast a temporarily dry road.
  22. Sunday’s offshore forecast south of Ocracoke Inlet to Cape Lookout called for northeast winds around thirty knots, gusting to forty. Seas were forecast at six to nine feet, out twenty nautical miles. A gale warning runs through Tuesday morning.
  23. Large breaking waves, rip currents, longshore currents and shore break make beach access hazardous. Stay out of dangerous surf, and don't drive through floodwater or around barricades. People preparing for isolation need food, drinking water, medications and backup power supplies.
  24. Whether Highway Twelve closes, ferries restart and medical transport remains available depends on the next high tides and the storm’s track. Its strength and duration beyond Tuesday are still uncertain. Full forecast briefings are scheduled Monday morning, including Wakefield’s by nine.
  25. Current road notices and route-specific ferry updates are essential because access can change between tides. Coastal flooding could continue beyond Tuesday’s island warning expiration. If road, boat and air transport fail together, people needing urgent mainland treatment could have no way to get there.
