  1. Ukraine is ending automatic protection from mobilization for entire critical-industry workforces. The change puts soldiers' need for relief alongside factories' need to keep skilled workers producing weapons and maintaining essential services. How much protection can employers keep, and what happens to workers who already have it?
  2. Prime Minister Serhii Koretskyi announced the finalized changes on October 23, 2026. The Cabinet acted that day on the system known as reservation, which lets qualifying employers secure protection from mobilization for eligible workers. The announcement leaves the transition for existing reservations unresolved.
  3. The government is also changing how it manages the system. The Economy Ministry said on October 24 that the Cabinet had created a reservation coordination centre. It clarified what makes a business critical and launched a review of sectoral and regional qualification criteria. Those decisions affect how employers qualify for protection as well as how many workers they can reserve.
  4. Defense manufacturers can reserve up to 95% of their eligible employees, the Defense Ministry says. Companies can request a higher quota when they need it to keep operating. Approval of a higher request isn't guaranteed, so the announced percentage still leaves employers needing decisions about their own staffing.
  5. The quota applies to eligible employees. An employer's entire payroll may include people outside that group. And the five-percentage-point reduction from automatic full coverage doesn't tell us how many people will join the army. The government hasn't supplied an authoritative total of affected workers that would support such a calculation.
  6. Factories need particular specialists to keep production moving. Energy and utility operators need skilled crews to repair damage and restore services. Those employers, alongside defense manufacturers, telecommunications companies and logistics businesses, are to retain their critical status while the government reviews qualification criteria.
  7. A company's critical status identifies its importance to the economy or defense effort. Each worker's reservation provides that person's protection from mobilization. Employers will still need to secure those individual reservations. The 95% figure applies specifically to defense companies. Final quotas for energy, telecommunications, logistics and utilities haven't been specified.
  8. Defense Minister Yevhenii Khmara put the industrial need plainly. “Companies must be able to plan their operations, retain specialists, and increase production.” His ministry says protection should remain available to workers directly producing weapons and other equipment for the military.
  9. Koretskyi says reservations are growing by tens of thousands every month. He argues that soldiers who have defended the country for five years need an opportunity to return home. That monthly figure is his stated rationale. The announced changes don't give serving soldiers a new discharge date or a guaranteed rotation.
  10. He also alleges that some companies were created specifically to obtain exemptions, turning the system into a business. He hasn't identified individual cases here or put a number on them. Koretskyi says the changes won't mean an immediate intensification of mobilization, but argues Ukraine must prepare for developments including increased Russian mobilization.
  11. The earlier October 13 package drew a parliamentary challenge. On October 16, 63 lawmakers registered a draft resolution seeking reconsideration and business consultation. Yaroslav Zhelezniak initiated it. The finalized announcement followed on October 23, with administrative confirmation the next day.
  12. The earlier proposals would have cut defense and energy quotas from 100% to 85%. Utilities would have gone from 75% to 60%. The subsequently announced 95% defense quota is less restrictive than that earlier proposal. The old proposed energy and utility figures can't be treated as their final quotas.
  13. The earlier package's legal status was disputed during drafting. It was described as an October 13 government decision, but also as still under coordination. By October 16 it had been removed from the Cabinet agenda for revision and business consultations. October 19 descriptions likewise called it postponed.
  14. The lawmakers' resolution remained a registered draft; no adoption has been confirmed. Parliament's national-security committee also opposed lowering defense-industry quotas. Opponents warned that staffing shortages could delay restoring electricity, heat and water after Russian shelling. Those were warnings about the proposed changes' consequences.
  15. The government is designing another route to full company reservation. Employers would regularly arrange for some workers to volunteer for military service. Koretskyi says those volunteers would know where and how long they'd serve, while keeping their civilian jobs and salaries.
  16. The Defense and Economy ministries are to develop the conditions with businesses, with approval targeted by December 1, 2026. The service length, volunteering requirements and enforcement of the promised return still need to be settled. The job and salary protections are part of the proposed design.
  17. Critical-company status alone will no longer provide unconditional full workforce coverage under the announced policy. Companies can seek higher quotas, and the voluntary-service route is still being developed. Workers with existing reservations still need the operative rules and transition arrangements to know when, or whether, their own protection ends.
