India's Parliament Grinds to a Halt as Opposition Insists on a Minister's Resignation Before Any NEET Debate

Four days into India's monsoon session, Parliament had not cleared a single full debate on the NEET-UG paper leak. The question on July 23 was not whether to discuss the leak, but on whose terms — and one resignation had to happen first. ²

NEET-UG is the single entrance examination that decides who enters an undergraduate medical college in India. Allegations that the question paper was compromised before the exam set off a national uproar. What followed was a parliamentary standoff in which the INDIA bloc refused to let the discussion begin until Education Minister Dharmendra Pradhan stepped down, and the government refused to attach any condition to the talks. ⁸

The confrontation spilled out of the chambers and into the Parliament complex. NDA and INDIA bloc MPs faced off at Makar Dwar, the ceremonial gateway between the old and new buildings, in a scene that captured how far the two sides had drifted from negotiation. ³ Inside, the Rajya Sabha was adjourned until 2 p.m. on July 23 after the opposition repeated its precondition. ⁸

The government's position was laid out by Parliamentary Affairs Minister Kiren Rijiju in the Lok Sabha, who accused the opposition of trying to evade the very debate they were demanding. ⁵ The Centre said it had reached out four times in 24 hours to break the logjam, but the Combined Joint Platform of Opposition parties, the CJP, kept returning the invitation. ⁴ Rijiju told the House the government was ready for a detailed discussion and warned that street protests would not move the answer. ⁶

The opposition's answer was, in part, a march. Lok Sabha Leader of the Opposition Rahul Gandhi joined INDIA bloc MPs at Gandhi Smriti, holding a copy of the Constitution and singing the national anthem in a quiet act of political theatre. ⁴ Sources also reported that Prime Minister Narendra Modi privately called the paper leak Ghor Paap — a phrase carrying a heavy moral charge — and that the Centre was ready for a Parliament discussion if the precondition were dropped. ¹⁰

The deadlock did not stay inside the precinct. Protests intensified nationwide as student outfits and civil society groups demanded Pradhan's resignation. ⁷ Marches turned confrontational in districts of Kerala, protesters were stopped in Andhra Pradesh, and a baton-charge was reported in Bihar. ⁷ The CJP called for a nationwide protest, with demonstrators gathering at Jantar Mantar in New Delhi. ⁴

The government pointed to what it called a swift operational response. Re-tests had been ordered, arrests had been made, and fast-track courts were announced as part of the package. ⁹¹¹ Whether that response was enough to satisfy a Parliament that had not been allowed to convene a substantive debate was the unresolved question of the day.
