- Faber has decided to stop supplying Sally Rooney’s books across the UK in every format. Normal People alone has sold more than a million copies there. Faber says paying Rooney her earnings risks breaching terrorism law. What would have to change for the publisher to pay her and resume UK supply?
- Faber made the decision with Rooney’s agreement and announced it on October 14. It says it will continue selling her work in other territories. The publisher has drawn the boundary around its UK supply.
- The decision reaches readers and booksellers through the publisher’s supply chain. Faber hasn’t explained what happens to copies shops already hold, or when the changes take effect. Readers can’t yet tell how quickly the decision will affect availability.
- Normal People has sold more than one million copies in the UK alone. Conversations with Friends is another of Rooney’s novels affected by the supply decision. Faber’s announcement covers her work across formats, extending beyond one title or edition.
- The money connects this publishing decision to Palestine Action. The group was proscribed as a terrorist organisation in the UK in July 2025. Rooney then publicly pledged to keep supporting it through her earnings and her public platform.
- Rooney made that pledge in August 2025. She said, “I want to be clear that I intend to go on supporting Palestine Action and direct action against genocide.” Her declared use of earnings is central to Faber’s concern about paying her.
- Her funding pledge included income from television adaptations, described as royalties or fees. She also said she would support Palestine Action “in whatever way I can”. Those intentions leave Faber facing a question about where money paid to its author could go.
- The Terrorism Act defines terrorist property to include resources of a proscribed organisation. Its funding provisions also cover providing money, alongside a knowledge-or-suspicion requirement. How that requirement applies to Rooney’s royalty payments remains unresolved.
- Faber is making a judgment about its own legal exposure. It says current legislation prevents it from passing her UK earnings to her without risk. The practical result is that a publisher’s concern about paying an author now determines whether it supplies her books.
- Rooney had already changed her plans because of possible arrest. In September 2025, she couldn’t travel to collect a literary prize. She said entering the UK could expose her to arrest because of her support for Palestine Action.
- By November 27, 2025, she had warned the High Court about publication itself. She said it was “almost certain” she couldn’t publish new novels in the UK, and existing books might have to be withdrawn. The October announcement turns that warning into Faber’s decision to halt supply.
- More than 3,700 people are believed to have been arrested over alleged support for Palestine Action since its proscription. About 2,500 have been charged. As of October 14, none of those charged had yet been tried.
- The charges concern alleged support for the group. The arrest and charge figures describe different stages of enforcement, so they overlap and cannot be added together. A charge still has to be tested at trial.
- The Court of Appeal ruled the proscription lawful on June 15, overturning the High Court’s February 13 judgment. On July 30, permission to pursue a Supreme Court challenge was reported. The next court will consider the appeal against that designation.
- The Supreme Court appeal is listed for November. Its listing includes an afternoon session on November 5 that will be closed to the public and won’t be livestreamed. The case challenges the government’s proscription of Palestine Action.
- A future ruling could change the designation behind Faber’s concern, but nobody can yet promise that it will restore UK supply. That would depend on the judgment’s legal effects and Faber’s response. For now, the latest substantive appellate decision upholds the proscription.
