- The MSPCA received 641 calls about suspected animal cruelty in nine months.
- That's 131 more calls than two years earlier, reaching a small specialized workforce responsible for animals across Massachusetts. Investigators still don't know whether more animals are being abused or more people are speaking up.
- City and town police also respond to suspected animal cruelty across Massachusetts. The call figures cover one organization, the Massachusetts Society for the Prevention of Cruelty to Animals, known as the MSPCA. Other agencies receive reports too.
- Someone calling about suspected neglect can bring an animal's suffering to investigators' attention. But the number of calls alone can't tell us how many separate incidents occurred, or how many allegations proved true.
- The MSPCA received 510 calls from January through September 2024. That rose to 546 in the same months of 2025, then 641 in 2026. Those matching nine-month periods show a nearly 26 percent increase over two years.
- The increase also grew larger each year. Calls rose by 36, about 7.1 percent, between 2024 and 2025. The following year's increase was 95 calls, about 17.4 percent. These totals measure incoming calls about suspected cruelty. They don't measure a statewide increase in proven abuse.
- The MSPCA has added officers and publicized more cases. Its representative Chris Schindler says that greater visibility makes people more aware of cruelty and encourages them to call. The organization's own changes could help explain the increase.
- More abuse, better recognition and greater willingness to report could all contribute. The figures don't separate those possibilities. Schindler also says the MSPCA is preparing more focused training for local police. He says officers want to learn what to do when they encounter these cases.
- Ten MSPCA officers cover the state. The Animal Rescue League of Boston has three. City and town police add to that response, but local officers may lack the specialized experience needed to investigate animal cruelty.
- The MSPCA's uniformed officers investigate complaints and educate people about animal care. The league's humane officers have Massachusetts Special State Police status, giving them authority to investigate and enforce cruelty laws. That specialized work reaches beyond responding to a telephone call.
- The Animal Rescue League investigated 634 cases over the past three years. That's a multi-year investigation total from a different organization. Adding it to the MSPCA's nine-month call totals would produce a misleading statewide number.
- Two criminal cases show what investigators can encounter and how differently prosecutions can unfold. They can't explain the size or cause of the increase in calls.
- Lester James, 39, was accused in September of killing two dogs and beating and starving several others in his South Boston apartment. Police described emaciated dogs in filthy cages without water, and a dead dog beside a broken broomstick.
- James pleaded not guilty. The allegations remain unresolved in court. Schindler says he hopes people are held accountable, especially in extreme cruelty cases.
- Kimberly Savino, 44, pleaded guilty in March 2026 to 26 counts of animal abuse and neglect in Middleboro. Prosecutors sought jail time. The judge imposed a suspended sentence and probation. It was her second time facing animal-cruelty charges.
- That earlier charge alone doesn't tell us whether she had a previous conviction. Her guilty plea in this case admitted offenses. James's not-guilty plea leaves prosecutors to prove their accusations.
- Animal cruelty and neglect is a felony in Massachusetts. Karen LoStracco of the Animal Rescue League says she's frustrated that punishment doesn't always match the seriousness of the crime. That's her assessment of sentencing, rather than a statewide statistical finding.
- LoStracco also says investigators are seeing people struggle, with consequences for their pets, and want to intervene before conditions escalate. Financial hardship alone doesn't explain the call increase. Schindler warns that animal cruelty can be intertwined with violence against people, another reason he wants specialized training.
- More calls are reaching investigators. Whether that means more abuse remains unresolved. Connecting reports to separate investigations and animals' outcomes would help show whether intervention is getting animals protection before neglect or violence escalates.
- People can report suspected abuse or neglect anonymously to the MSPCA, the Animal Rescue League, or local police where it occurred. The MSPCA takes calls weekdays from nine to five. Its after-hours guidance asks for a name and callback number, including the area code.
- Leaving a message won't bring an immediate response. The MSPCA doesn't monitor that voicemail at night, on weekends or on holidays.
