इसके बाद गोलीबारी की जांच करने वाली एन्हांस्ड कम्युनिटी सेफ्टी टीम ने अधिकारियों के पहुंचने से पहले हुई घटनाओं की जांच की। जांचकर्ताओं ने निष्कर्ष निकाला कि संदिग्ध ने गुजरते चालक पर शॉटगन से कम से कम दो बार गोली चलाई थी। यह न्यूनतम संख्या है, ठीक दो गोलियां चलने की पुष्टि नहीं। पुलिस ने कहा कि कोई घायल नहीं हुआ।1
पूर्वाग्रह के आरोप का आधार क्या है

- Portland police say a man fired at the driver, and his own statements pointed to a racial motive. They've arrested Marc W. Schaffer and booked him on attempted murder and bias-crime allegations. What charges prosecutors will pursue, and what evidence they'll bring to court, is still unclear.

- Police say the man dropped the shotgun when officers ordered him to. They took him into custody within seven minutes of the first unit being dispatched. Officers then recovered the shotgun and kept it as evidence.
- That seven-minute interval runs from dispatch to custody. The Enhanced Community Safety Team, which investigates shootings, then examined what happened before officers arrived.
- Investigators say Schaffer fired at least two shotgun shots at a passing driver. That gives a minimum shot count. Police say nobody was injured, including the person driving past.
- The attempted murder and attempted assault allegations concern what police say Schaffer tried to do. Police say their shooting teams treat gunfire aimed at community members as attempted murder cases. Prosecutors decide what charges to pursue in court.
