- On September 23 we reported an ICE officer shooting a driver in Austin. Now a Houston collision has left another man hospitalized in ICE custody.
- ICE says Miguel Parra-Hernandez wasn't the operation's target. The local prosecutor says an agent drove the SUV away before investigators could examine it, putting potentially crucial evidence at risk. Can investigators still get its driving data and the accounts of two people detained inside?
- The SUV struck Parra-Hernandez in a shopping-center parking lot in Harris County on Saturday morning, October 10. Surveillance footage shows him running into the lot as a black, unmarked SUV veers toward him. A parked pickup blocks the moment of impact.
- Moments later, Parra-Hernandez is on the ground and agents are getting out of the SUV. That sequence shows the vehicle's movement, but the pickup hides the contact itself. District Attorney Sean Teare says his office has collected multiple videos.
- Teare says the SUV “drove into the individual,” and describes the collision as apparently intentional. ICE denies its agent intentionally struck him. Homeland Security says Parra-Hernandez ran in front of the vehicle during a targeted operation.
- The operation sought another vehicle's driver. His family says Parra-Hernandez fled because he feared for his life. His lawyer, Kim Bruno, says he has never met the person agents were pursuing. She says the SUV veered into him and calls the incident a crime.
- The Harris County Sheriff's Office opened an investigation. Teare says agents at the scene refused permission to examine the SUV. While prosecutors were drafting a search warrant, he says, an agent drove it through police tape and away. His office lost immediate access to the vehicle.
- Teare says the SUV's crash recorder captures speed, steering input and braking. Those measurements could help test the competing explanations. He warns that driving the vehicle could overwrite them and calls the data “likely gone.” No forensic examination has confirmed that loss.
- Teare says his office has drafted another search warrant and intends to take it to the ICE facility where investigators believe the SUV is located. Recovering the vehicle would let specialists examine what it recorded and what information remains.
- Two detained people were in the SUV's back seat, Teare says. He considers them material witnesses. Their firsthand accounts could help investigators understand what happened inside the vehicle as it approached Parra-Hernandez.
- Teare says one of those people was moved to Port Isabel. Investigators have asked ICE not to deport witnesses. Moving a potential witness farther away can make an interview harder to arrange while investigators are still trying to secure their accounts.
- Investigators were earlier described as interviewing a detained person. Efforts to reach both back-seat occupants continued afterward. Nobody has confirmed that both interviews are complete or that investigators still have access to the person Teare says was transferred.
- Parra-Hernandez remained in a hospital in ICE custody on October 14, after undergoing surgery. His lawyer said he needed further surgery. Earlier, ICE described him as stable, and Homeland Security called his injuries non-life-threatening.
- His family initially said one leg was broken in three places. Later, they said both legs were broken. The first description doesn't rule out injuries to the other leg. The full medical picture hasn't been made public, but his treatment has already required surgery.
- His lawyer identifies him as 48, an age also given locally. A conflicting figure puts him at 30. That discrepancy hasn't been resolved. His family says he has lived in the United States for 34 years.
- Parra-Hernandez has lived in the Houston area for more than three decades. The fuller version of his name is Miguel Parra-Hernandez. Variations in its spelling refer to the same injured man.
- ICE's new vehicle-stop guidance prohibited high-speed chases before this collision. It required officers at stops to wear and activate body cameras. Only officers who completed required training could drive during stops. Others could participate in a support role.
- The guidance also told officers to record information about vehicles that failed to stop for later investigation. No one has announced whether those rules applied to this encounter or were followed. A person running from an SUV doesn't by itself show a high-speed vehicle chase.
- Teare says the investigation could support aggravated assault with a deadly weapon if the evidence bears out his assessment. Whether prosecutors can build that case depends on evidence they're still seeking. It isn't clear whether the new warrant has been issued or served. Access to the SUV, its remaining data and both witnesses is still unresolved.
