On September first, attackers used homemade launchers to hurl conductive wire and pyrotechnic projectiles into overhead power lines at the Turnow-Preilack substation feeding the Jänschwalde plant in Brandenburg and near Amprion's Rommerskirchen and Bergheim complex in North Rhine-Westphalia. RWE took five lignite units, about four point two gigawatts, off the grid; roughly one point six gigawatts, or two units, were back by the next morning, and public supply stayed stable through brief interruptions. But on September fourth, the same interior minister said the evidence points to a single militant climate extremist, what he called very likely climate terrorism by a lone actor with clear perpetrator knowledge — not Russia. A forty-eight-year-old man from Gevelsberg sent responsibility letters calling fossil generation a crime and said he was targeting the fossil industry, not the country. Police found explosives at his home and stormed his vehicle near the Hambacher Forest. He was still being hunted as of September fifth. The German grid attacks are not being treated by Berlin as a Russian operation.
- Nor are the Munich arrests. Two people — a thirty-eight-year-old Bulgarian man and a twenty-eight-year-old Bulgarian woman — were taken into custody overnight into September third after incendiary bottles were thrown at a construction site outside the defense technology firm Rohde and Schwarz. Bavarian authorities are investigating a possible politically motivated attack on a defense company. Some German security reporting floated low-level agents for a Russian service, but there is no formal attribution to Moscow.
- Western officials have linked roughly one hundred forty-five to more than one hundred fifty incidents to Moscow since the full-scale invasion — arson, explosives, vandalism, and disruption. - The standoff now hinges on whether Europe converts its words into measures. The European Union's foreign policy chief has said the attempt bore all the hallmarks of state-sponsored terrorism, and the EU has already summoned Russia's ambassador in Brussels. The United States ambassador to NATO said Leipzig-style action is more serious than stray Ukraine-war drones, and that if the author is identified, allies must declare it unacceptable and say we will not tolerate it.
- Investigators have been reported identifying two suspects — a Russian-born man holding a Latvian passport and a Belarusian holding a Russian passport, allegedly on an Italian tourist visa issued in Minsk. But no trial record exists, and identities in media accounts are not a finished prosecution.
- Russia has yet to execute the reciprocal consular closure it threatened in return for Bonn.
