- A real estate agent is charged with surveilling the family of Taiwan's president.
- The charge is acting as an unregistered agent of China, and the alleged surveillance happened on American soil, hundreds of miles from any front line. What is she accused of doing, and what is still unproven?
- Federal agents stopped Wanying "Heather" Zhang at the airport as she prepared to fly to Shanghai. She is 34, from Irvine, California, a licensed real estate agent and a naturalized US citizen. An earlier rendering of her name, Wang Yin Jung, does not match the charging documents.
- The alleged operation began on September 1, 2025. Zhang and an unnamed associate flew from Las Vegas to Seattle and rented a black Nissan Rogue. They allegedly filmed the home and family of a son of Taiwan's president, then sent photos, video and license plate numbers to Chinese contacts by text and WeChat.
- The messages read like a field report. One says, "Saw him. Young male. It's that young one." Another says, "I am videorecording." She allegedly traveled at the direction of People's Republic of China officials, used tradecraft, coordinated with the associate and never notified the Attorney General. The FBI's assessment is that such information could be used to gain leverage over Taiwan's leadership in a conflict with China.
- The target is not named in the charging document. He has been identified as Lai Ting-yu, an engineer in his 30s in the Seattle area, with a wife and a young child, and a son of President Lai Ching-te.
- She faces a single count of acting as an agent of a foreign government without notifying the Attorney General. It is not an espionage charge. The accusation is that she acted for a foreign government inside the United States without registering, and the reported maximum sentence is ten years.
- At her first appearance in federal court in downtown Los Angeles on Monday, she entered no plea and the judge ordered her held. No bond amount or detention findings have been published. An indictment would normally be due within 30 days of arrest, which makes early November the next marker.
- Taiwan's Presidential Office called it a "typical case" of transnational repression, called the conduct "barbaric," and thanked US authorities. FBI Director Kash Patel wrote that the Chinese government "allegedly sent an operative to surveil the family of Taiwan's President ON AMERICAN SOIL." China's foreign ministry says it is unfamiliar with the case and accuses the US of hyping Chinese spies to smear China.
- What is established is an arrest, one count and an alleged day of filming in Seattle. Prosecutors have not shown evidence beyond the affidavit, and Zhang's defense has not been heard. It is not established who in the Chinese government directed her, what the footage was meant for, or whether the associate will be charged. Her handlers have not been identified, no payment has been described, and no threat or approach to the family has been described.
