Times Now和The Logical Indian报道称,9月4日的外汇储备为$785.710 billion。

- The Reserve Bank of India cut its currency-hedging documentation threshold by 95 percent.
- The central bank is also offering dedicated dollar supply to three state-run oil companies. The package targets a currency near record lows after losing more than seven percent this year.
- The test is whether it can sustain the rupee's opening rebound without making business protection harder to obtain.
- The rupee strengthened about one percent in early Indian trading on October 12. That opening improvement came as the oil-company dollar facility reached its scheduled start date. Whether the gain lasts will take more trading to judge.
- The rupee had already firmed about 0.6 percent in thin offshore trading after the weekend announcement. The subsequent opening gain in India shows that the initial strengthening reached regular domestic trading too. These were separate market observations.
- A stronger rupee means businesses need fewer rupees for the same dollar payment. That's especially relevant for imported energy. But an opening jump alone can't show how much of the change came from these measures rather than other market forces.
- Indian Oil, Hindustan Petroleum and Bharat Petroleum qualify for coverage of their entire daily dollar requirements. The RBI announced the arrangement on October 10, with supply routed through designated banks from October 12 until further notice.
- These companies still have to buy oil and meet their dollar obligations. The window changes where they obtain those dollars. Moving recurring demand away from ordinary market purchases can ease pressure where businesses exchange rupees for foreign currency.
- The RBI's foreign-currency resources therefore become central to the response. Nobody has confirmed how much the companies have drawn through the window. Its pricing and full transaction terms also haven't been made clear.
- The threshold for currency positions without proof of an underlying exposure fell from 100 million dollars to five million dollars. That's a twentyfold reduction. Companies using this allowance now face a much lower threshold for documenting the payments they're protecting.
- Hedging means arranging protection against exchange-rate changes. The framework includes rupee-linked currency derivatives traded on exchanges. A business with a genuine dollar payment can still have an obligation larger than five million dollars. The threshold governs when it must demonstrate that exposure.
- Banks must also hold 20 percent of qualifying transaction value in cash with the RBI. The requirement covers contracts above two million dollars where customers buy foreign currency with rupees. It's called the Foreign Exchange Risk Reserve.
- Setting aside that cash can change how banks arrange currency protection. We don't yet know how much of the cost they might pass to customers. The exact application of this reserve to exchange-traded contracts still needs clarification.
- The RBI also bars rebooking canceled rupee-linked foreign-exchange derivative contracts. That targets canceling a contract and then arranging another. The central bank issued its two companion circulars on October 10, aiming to keep the foreign-exchange market functioning in an orderly way.
- The oil window's October 12 start doesn't settle when every derivative restriction takes effect. Businesses still need the full commencement and exception provisions, including how banks combine positions and apply the new reserve. The reserve's holding and release terms also need clarification.
- The opening quotations put the dollar near 95.80 rupees, at 95.83 after the bell, and at 95.76 in another opening account. That last quotation carried a 97-paise improvement. A lower rupee-per-dollar number means a stronger rupee.
- The Friday closing quotation was 96.7350 rupees per dollar, with the currency up 0.1 percent that day. The 97-paise opening improvement implies a comparison rate around 96.73. The individual percentage calculations don't all come with the same clearly identified baseline.
- The rupee was also quoted near 96.321 per dollar, with the dollar–rupee quotation down 0.63 percent. That quotation's observation time isn't clear. The prices don't form a synchronized series, so the opening gain can't stand in for a final result.
- The RBI is taking on this demand after a substantial fall in reserves. Its latest dated reserve balance was 734.606 billion dollars on October 2, published October 9. Those figures describe the position before the new oil window's scheduled start.
- The October 2 reserve balance followed a weekly fall of 12.952 billion dollars. A week earlier, reserves stood at 747.557 billion dollars after falling 18.343 billion that week. These are dated balances, rather than the central bank's position on October 12.
- Reserves reportedly stood at 785.710 billion dollars on September 4. Compared with October 2, that gives a four-week fall of about 51.1 billion dollars. Changes in reserve values can also contribute, so that total can't be treated as the dollar-sales bill.
- The split between currency sales and valuation changes hasn't been quantified, and the matching forward-position accounting is also missing. That leaves the amount spent defending the rupee unresolved, even though the decline in the reserve stock is clear.
- Foreign currency assets fell 10.664 billion dollars that week, while the gold component fell 2.288 billion. A fall in gold's recorded value doesn't tell us that physical gold was sold. Special drawing rights, an international reserve asset, rose by a reported 15 million dollars.
- The displayed special-drawing-rights balances were 18.642 billion and 18.656 billion dollars. Their difference is 14 million, reflecting a precision mismatch with the official 15-million change. The 4.790-billion-dollar IMF component is calculated from the other balances because its dollar entry was incomplete.
- A stronger rupee lowers the domestic-currency cost of a fixed dollar payment. But banks and customers must also navigate tighter documentation and cash-reserve requirements. We don't yet have a measured change in customer hedging costs or access to protection.
- The package has been followed by an opening rebound in domestic trading as well as the earlier offshore gain. Sustained relief will depend on subsequent trading and how the facility operates. The RBI's oil-company dollar window continues until further notice, with no dated expiry.
