  1. On October 14, we reported Kyiv’s deadly strikes. Another attack has reversed its electricity recovery.
  2. Engineers briefly restored predictable electricity cuts. Now affected addresses face emergency disconnections again, while water service and heating follow different paths. How much of Kyiv’s recovery has survived the latest attack?
  3. DTEK’s morning updates on October 16 covered Kyiv city and three districts of the surrounding region. Bucha, Obukhiv and Fastiv are regional districts outside the capital. At affected addresses, ordinary outage schedules no longer applied.
  4. Russian strikes hit critical energy infrastructure on the evening of October 15. Portions of Kyiv lost electricity, and fires burned, including at a residential building in Shevchenkivskyi district. Nobody has announced a separate casualty count for that attack.
  5. Engineers had stabilized Kyiv’s system enough to resume scheduled cuts on October 15. That still meant interruptions, but residents had a schedule. Another attack that evening broke that improvement. Emergency disconnections were reported again the following morning.
  6. The latest service announcements are from the morning of October 16. DTEK hasn’t supplied a complete current count of people or customers affected, or a reliable end time for emergency cuts.
  7. Water supply recovered on Kyiv’s right bank. The city’s state administration announced that network supply was restored and pressure met normal standards. Reduced pressure had been reported in four city districts after the attack. Residential hot water has a separate repair problem.
  8. Homes served by Darnytska CHP-4 faced temporary hot-water suspensions or restrictions announced on October 15. The plant’s operator is Euroreconstruction. Those restrictions were linked to the October 13–14 damage and wider energy-system conditions.
  9. Restored network pressure doesn’t tell those households when their hot water will return. No restoration deadline has been announced. The restrictions concern damage from the earlier assault, before the distinct attack on the evening of October 15.
  10. Kyiv began switching on heat for hospitals, schools, kindergartens and other social institutions on October 16. Mayor Vitali Klitschko announced the rollout while repairs still held back parts of the city. Residential buildings weren’t included in that initial citywide announcement.
  11. Parts of Dniprovskyi and Darnytskyi districts remained excluded because a damaged energy facility needed repairs. Those exclusions covered portions of the districts. Institutions there still had to wait while the rollout began elsewhere.
  12. Kyiv police raised the earlier attack’s toll to five dead and 36 injured, including a child. That updates the initial figure we reported on October 14: at least three killed and 21 injured. Police haven’t issued a final reconciled city tally.
  13. Police counted three women killed at the Desnianskyi apartment building. They were 35, 58 and 84. Two further deaths were reported in Holosiivskyi. The five deaths were spread across the city.
  14. The competing citywide injury figures are 36 and 25. Police also counted 25 injured at the Desnianskyi building, including a child. Those building injuries are included in the police’s 36 citywide. Officials haven’t explained the competing citywide totals.
  15. Earlier prosecutor figures also changed as casualties were counted. Their morning Desnianskyi snapshot recorded three women killed and 19 injured. Wider prosecutor tallies gave four dead, with either 25 or 27 injured. These counts overlap with the later police figures.
  16. The earlier two-death building tally and later lower casualty figures cannot be added as separate groups of victims. The outstanding question is a final city ledger for the October 13–14 assault. Those casualties also belong to that earlier attack.
  17. The October 14 estimate of 600,000 people also carried conflicting geography and services. Some descriptions covered electricity losses across Ukraine. Others placed roughly that number in Kyiv, sometimes including water. None gives a current October 16 outage count.
  18. Our earlier broadcast used the nationwide electricity estimate. It counted people, and it can’t be converted into households or utility customers. There’s also no verified count of how many people from that original estimate have been reconnected.
  19. All three principal Kyiv combined heat-and-power plants were reported struck in the October 13–14 assault: Darnytska CHP-4, CHP-5 and CHP-6. These plants produce electricity and heat. CHP-4 took a reported direct ballistic hit.
  20. Energy facilities in surrounding Kyiv region and Kharkiv region were also targeted. Reports described lost electricity-generation capability at the three Kyiv plants. Their remaining heating functions and repair needs still require plant-by-plant assessments.
  21. The Air Force counted 39 missiles and 128 drones in that earlier operation. It said four missiles and 115 drones were shot down or suppressed. It also reported impacts at 22 locations and falling debris at eight.
  22. Suppression can disrupt a weapon without physically destroying it. Descriptions of roughly 40 missiles and more than 100 drones referred to this same barrage. So did the president’s description of 39 ballistic missiles and about 120 drones.
  23. President Volodymyr Zelenskyy described damage to five large power plants and 26 power-system facilities. He also cited four oil-and-gas facilities. Those categories can overlap, so adding them together would exaggerate the number of separate damaged sites.
  24. Energy officials have warned that some recently damaged plants might not be repairable before winter. DTEK officials also said Ukraine was better prepared than last year. The return of emergency cuts shows how quickly another strike can undo that preparation.
  25. Donald Trump announced an immediate energy ceasefire on October 11. Russian energy attacks continued afterward. Russia said the terms remained undefined, and the two sides haven’t publicly confirmed matching terms or a system to verify and enforce them.
  26. A power plant in Kharkiv was reportedly struck about two hours after that announcement. That was an earlier attack. Russia acknowledged the large overnight operation and described communications and energy targets as serving Ukraine’s military.
  27. The civilian consequences include deaths in residential neighborhoods and disrupted electricity, water and heat. The announced restraint hasn’t protected those services. Ukraine also said it would resume attacks on Russian oil facilities, and a Ukrainian source said strikes had resumed.
  28. The missile-warning dispute remains separate. Ukraine’s Air Force said partners warned it about three of four missile waves during the earlier assault. The first wave lacked that warning. Trump denied that the United States had stopped sharing intelligence.
  29. Zelenskyy later said his generals were told the warning lapse was technical. Ukrainian officials also described satellite connection limits affecting drone missions. Elon Musk said U.S. authorities decide Starshield limits. Accounts differed over how fully service had recovered.
  30. Kyiv has recovered right-bank water supply and normal pressure, and started heating public institutions. But another attack pushed affected electricity users back into emergency cuts. Homes facing hot-water restrictions and institutions excluded from heating still depend on repairs. Officials haven’t announced a date for full restoration.
